NATIONAL FOOD EMERGENCY
Act 27519
Extension.
The Senate and Chamber of Deputies of the Argentine Nation, meeting in Congress, etc., are sanctioned by law:
Article 1 °-Extended until December 31 of the year 2022 the National Food Emergency prepared by the decree of the National Executive Branch 108/2002.
Art. 2 °-Concierne to the national State to guarantee in a permanent way and in a priority manner the right to food and the food and nutritional security of the population of the Republic of Argentina, as established by law 25.724 that creates the National Food and Nutrition Program.
Art. 3 °-The human right to adequate food is assumed as a policy of State that will respect, protect and promote a comprehensive approach within a framework of public policies contemplated in each " Law of Budget of Expenditure and Resources of the National Administration " to approve the Congress of the Nation.
Art. 4 °-Disapply an emergency increase of at least fifty percent (50%) of the current budget appropriations of the current year corresponding to national public policies for food and nutrition.
Art. 5 °-Facultese, from 1 January 2020, and until the emergency declared in Article 1 °, to the Chief of the Cabinet of Ministers of the Nation to update the budget items corresponding to policies on a quarterly basis National food and nutrition public, taking as minimum references the increase in the percentage variation of the "food and non-alcoholic beverages" of the Consumer Price Index (CPI) and the variation of the Basic Basket Food (CBA), which is developed by the National Institute of Statistics and Census (INEC).
Art. 6-Facultatively to the national executive branch to have the extensions and the budgetary restructurings, and the administrative decisions conducive to an effective approach of the food and nutritional emergency. Budgetary restructurings may not be carried out with the reduction of appropriations for the purpose of 'social services'.
Art. 7 °-The General Trade Union of the Nation in order of internal auditor of the national executive branch will implement in an annual manner a periodic control with respect to the application of resources and expenses according to article 3 ° of the present law.
Art. 8 °-Commune to the national executive branch.
