Implementation of actions. General principles. Integration. Duties, rights and obligations. Sanctioned: August 8, 2012 Enacted: August 28, 2012

The Senate and Chamber of Deputies of the Argentine Nation, meeting in Congress, etc., are sanctioned by law:

LAW OF SCHOOL COOPERATIVES

Article 1 °-The national state, the provinces and the Autonomous City of Buenos Aires guarantee-in accordance with the National Education Act 26.206-the participation of families and the educational community in school institutions in general and, in In this context, it is important for the students to be able to participate in the educational process of the students and students, through the school cooperators, as a field of participation of the families in the institutional educational project.

Article 2 °-The implementation of the actions provided for in this law shall be governed by the following general principles: (a) Integration of the educational community. b) Democratization of educational management. c) Improvement of school establishments. (d) Promoting solidarity and cooperation practices. e) Promotion of equal treatment and opportunities. f) Promotion of educational inclusion. g) Defence of public education.

Article 3-The respective jurisdictions will dictate the specific rules to promote and regulate the creation and strengthening of the cooperators, the recognition of the existing ones and the monitoring and control of their operation. They will also implement a registry in each jurisdiction and establish the regulatory framework that allows school operators to manage their resources.

Article 4 °-School cooperators shall be composed of parents, guardians or legal representatives of the students and at least one (1) director of the educational institution. Teachers, students over eighteen (18) years of age and the alumni of the institution will be able to be part of the cooperator, as well as other members of the community, as

(a) the courts.

Article 5-School cooperators must issue their statutes regulating their organization and the choice of their authorities, and must have at least one president, one secretary, one/a treasurer. The Statute shall be issued in accordance with the rules laid down by each jurisdiction, as appropriate.

Article 6-School cooperators may: (a) receive contributions and subsidies granted by national, provincial or municipal authorities. b) To receive contributions from its members, which in no case will be obligatory for them. c) Raise funds through the implementation of activities organized with the consent of the school authorities, as well as receiving contributions and/or donations from individuals, businesses and civil society organizations. In no case will the funds received by these contributions be allowed to have their publication made explicit in advertising or propagandistic terms of the donor.

Article 7-These are the functions of school cooperatives, among others, the following: a) Participate in actions that tend to promote equality and strengthen democratic citizenship in educational institutions. b) Contribute to the improvement of the quality of the school space conditions, collaborating in the maintenance and improvements of the school building and its equipment. (c) To carry out cultural, recreational and sporting activities within the framework of the institutional projects of the respective establishment. d) To collaborate in the integration and inclusion of sectors of the community that are in a situation of educational vulnerability or who are excluded from schooling. e) To carry out solidarity activities with other school workers. (f) To receive and implement subsidies for the maintenance of educational establishments, the provision of furniture and equipment, the purchase of useful materials, teaching materials and bibliographic materials.

Article 8 °-The Ministry of Education of the Nation will design, in coordination with the judicial authorities, dissemination campaigns concerning the importance of cooperation and citizen participation in the field of education, highlighting the social function of school operators.

Article 9-School cooperators may be found in the councils of national, regional and national co-operators. The Ministry of Education of the Nation, through the regulation of this law, will have the mechanisms of participation of these councils in the Advisory Council of Educational Policies of the Federal Council of Education.

ARTICLE 10. -The rights and obligations arising out of this law do not preclude the exercise of community participation in the terms established by Articles 128 and 129 of the National Education Act 26.206.
