The Senate and Chamber of Deputies of the Argentine Nation, meeting in Congress, etc., are sanctioned by law:

Article 1-Substitute Article 48 of Decree-Law 19.492/44, ratified by Law No. 12.980, by the following:

Article 48: Foreign vessels and naval vessels engaged in navigation, communication or trade in domestic cabotage in violation of this law and their regulations shall be subject to a fine equivalent to three times of the value of the freight or services performed. The implementing authority shall determine the value of the freight or the service on which the fine shall apply. The Argentine Naval Prefecture will be the audit body and, in this sense, will see prima facie the infringement, will have the interdiction of departure of the ship or naval artifact in port. The infringement shall be deemed to have been established if, in the event of the request of the Argentine Naval Prefecture, the units do not have on board the certificate which enables them for the activity being questioned. That circumstance shall be communicated to the respective Consul and the measure shall be maintained until the deposit of the amount of the fine or until the lodging of the guarantee to the satisfaction of the implementing authority. The infringer may, within the FIVE (5) days of the notice of the sanction, bring an administrative appeal to the enforcement authority. The resolution that will be applied will be appealed within the five days before the National Appeals Chamber of the Federal Administrative Court of the Autonomous City of Buenos Aires.
