Approve the Convention of Mutual Recognition of Titles and Academic Degrees of Higher Education between the Argentine Republic and the Plurinational State of Bolivia. Sanctioned: June 5, 2013 Enacted in Fact: July 3, 2013

The Senate and Chamber of Deputies of the Argentine Nation, meeting in Congress, etc., are sanctioned by law:

ARTICLE 1-APPROVE THE AGREEMENT OF MUTUAL RECOGNITION OF DIPLOMAS AND ACADEMIC DEGREES OF HIGHER EDUCATION BETWEEN THE ARGENTINE REPUBLIC AND THE PLURINATIONAL STATE OF BOLIVIA, held in Cochabamba-PLURINATIONAL STATE OF BOLIVIA-on July 18 2012, which consists of NUEVE (9) articles, whose authenticated photocopy is part of this law.

CONVENTION FOR THE MUTUAL RECOGNITION OF DIPLOMAS AND ACADEMIC DEGREES OF HIGHER EDUCATION BETWEEN THE ARGENTINE REPUBLIC AND THE PLURINATIONAL STATE OF BOLIVIA The Argentine Republic and the Plurinational State of Bolivia, hereinafter the Parties, motivated by the desire to develop the relations between the peoples of both countries and to collaborate in the fields of Education, Culture and Science, agree:

ARTICLE I The Parties shall recognize and grant validity to the academic degrees and degrees of higher education awarded by the institutions of higher education officially recognized by the educational systems of each State, through the The Ministry of Education and the Plurinational State of Bolivia, the Ministry of Education and the System of the Bolivian University, represented by the Executive Committee of the Universidad Boliviana (C.E.B.) through its internal regulations in force. For this purpose, a Technical Bilateral Commission shall be set up by representatives of the competent authorities of each Party, with a view to drawing up a table of equivalences and accreditations that will meet as many times as possible. necessary to meet the intended target. Article II For the purposes of this Convention, the official validity granted to academic degrees or degrees issued by institutions of higher education of the educational system of the other State shall be understood. ARTICLE III Complete studies performed at the higher level in one of the countries signatory to this Convention shall be recognized in the other for the purposes of the continuation of the post-graduate studies, in accordance with the provisions of the Article I. ARTICLE IV The Parties shall recognize in direct form, with qualification for the professional exercise, the equivalent university degree courses with valid accreditation, in the Argentine Republic by the National Evaluation Commission and University Accreditation (CONEAU) and in the Plurinational State of Bolivia by the ARCUSUR system or its national accreditation body, without prejudice to the application of the regulations which each country imposes on its nationals, in accordance with the legal rules in force for each profession. In the case of higher education courses which do not have the accreditation referred to in the first paragraph of this Article, the legislation in force in the territory of each State Party shall apply. Both Parties undertake to discuss and define criteria and procedures that will streamline the process of recognition of those titles that are not resolved directly. Article V Each Party shall notify the other, through diplomatic channels, of changes or changes in the system of higher education of their respective countries. Where a dispute arises in the implementation and application of this Convention, the Parties shall use the internal mechanisms established in the respective legislation for the solution and shall communicate to the other the criterion adopted ensuring the reciprocity of procedures between the Parties. ARTICLE VI The provisions of this Convention shall prevail over any other Convention in force in the matter between the Parties to the date of its entry into force. ARTICLE VII The Parties shall take appropriate measures to ensure compliance with this Convention by all the institutions involved in the respective countries.

Article VIII This Convention shall be subject to the approval of the laws of each country and shall enter into force on the date of the corresponding exchange of instruments of ratification. ARTICLE IX This Convention shall be valid for five (5) years and shall be automatically extended, unless otherwise provided by any of the Parties, which shall take effect after six (6) months of the notification. This Convention may be denounced by any of the Parties, by means of a diplomatic written notification which shall take effect six (6) months after the notification has been received. Done in Cochabamba, at the eighteen days of July 2012, in two originals, in Spanish, being both equally authentic.
