Establishment and operation of the Student Centres. Sanctioned: July 3, 2013 Enacted: August 1, 2013

The Senate and Chamber of Deputies of the Argentine Nation, meeting in Congress, etc., are sanctioned by law:

ARTICLE 1-The courts and public educational institutions of secondary level, institutes of higher education and institutions of adult modality including professional training of state and private management, management cooperative and social management, they must recognize the centers of students as democratic organs of student representation.

ARTICLE 2 °-The educational authorities and educational institutions must promote participation and guarantee the institutional conditions for the operation of the student centers.

ARTICLE 3-The judicial authorities must arbitrate the means corresponding to the effects of the following actions being carried out in the educational institutions: (a) To bring into the knowledge of the educational community this law, and the regulations that are given to this effect, advising and facilitating the necessary means that are within their reach for the creation and operation of the student center; support for the development of the activities of the student centres which may be carried out in the space and institutional time, after agreement between the student representatives and the driving team; and c) Provide a physical space determined for the operation of the student center, according to the availability of the institution.

ARTICLE 4 °-The student centers emerge as an initiative of the students of each establishment. Each of the educational institutions will have its student center.

ARTICLE 5-All those who credit students of the educational institution, without any other type of requirement, will participate in the student center.

Article 6-Student centres shall have as general principles: (a) Encourage the formation of students in democratic, republican and federal principles and practices, as well as in the knowledge and defence of human rights;

b) To strengthen the right of all students to the free expression of their ideas within the pluralism guaranteed by the National Constitution and the laws; c) To defend and ensure the fulfillment and full exercise of the student rights; Contribute to the fulfilment of the guarantees linked to the right to learn and to the recognition of education as a public good and social law; and) to collaborate with the insertion of students in their social field oriented to the development of actions for the benefit of the community as a whole; (f) Contributing to the improvement of the quality of education and (g) to promote the active and responsible participation of students in the educational problem; (h) to manage the demands and demands of the authorities; (i) Propose and manage activities aimed at promoting the income, permanence and egress of their represented.

ARTICLE 7 °-Students ' centres shall draw up their own statute in accordance with national law and each jurisdiction, which must contain at least: (a) Objectives; (b) Government bodies and posts that make up the institution; (c) Functions; (d) Procedures for the election by secret, universal and compulsory voting and renewal of authorities; e) Implementation of decision-making bodies in decision-making; f) Forecasting of audit bodies; and g) Representation of minorities.

ARTICLE 8 °-In those cases where the provisions of this law are not fulfilled, students and their driving bodies may raise their claim to the national or national court, as appropriate.

ARTICLE 9-The centres of recognised students may be nucleated in national and regional jurisdictions.

ARTICLE 10. -The Ministry of Education and the educational authorities in each jurisdiction will design the dissemination and promotion campaigns by encouraging the creation and operation of the student centres.
