ARGENTINE LEGAL DIGESTO

The Senate and Chamber of Deputies of the Argentine Nation, meeting in Congress, etc., are sanctioned by law:

CHAPTER I

Approval

ARTICLE 1 °-Approve the Argentine Legal Digest, consolidated at 31 March 2013.

Article 2 °-The rules incorporated in Annex I1, "national laws of a general nature in force", which integrates this law, are in force.

Article 3-State rules identified in Annex II2, "national laws of a general nature which are not in force", which integrates this law, are not in force.

ARTICLE 4-Approve the reference to the rules approved by supra-state or intergovernmental integration bodies of which the Nation is a party, which is attached as Annex III3. 1 The annexes are published on the attached DVD. 2 The annexes are published on the attached DVD. 3 The annexes are published on the attached DVD.

CHAPTER II

Principles and content

Article 5-This law regulates the national laws of a general nature in force through the regulatory consolidation procedure called Digesto Jurídico Argentino.

Article 6-The Argentine Legal Digesto contains: (a) the general national laws in force, ordered by category;

(b) An annex to national laws of a general nature not in force, ordered by category; (c) The reference to the rules approved by supra-state or intergovernmental organizations of integration of which the Nation is a party.

ARTICLE 7 °-The laws that integrate the Argentine Legal Digesto will be identified by categories with the corresponding letter according to the following enumeration: ADM) Administrative; ACU) Culture, Science and Technology; AED) Education; ASA) Health Public; ASE) Security; ASO) Action and Social Development; B) Customs; C) Air-Space; D) Banking, Monetary and Financial; E) Civil; F) Commercial; G) Community; H) Constitutional; I) Communication; J) Diplomatic and Consular; K) Economic; L) Impositive; M) Industrial; N) Private International; O) Public International; P) Labor; Q) Environment; R) Military; S) Criminal; T) Politico; U) Civil and Commercial Processing; V) Criminal Procedure; W) Provincial and Municipal Public; X) Natural Resources; Y) Social Security; Z) Transportation and Insurance.

CHAPTER III

Bicameral Commission of the Legal Digesto Argentino

Article 8 °-Crease in the ambit of the Honorable Congress of the Nation the Permanent Bicameral Commission of the Legal Digesto Argentino that will be the continuation of the Bicameral Commission of Follow-up and Coordination for the Garment of the Legal Digit Argentina. It will be made up of four (4) senators and four (4) deputies, appointed by each of the Chambers, who will form part of at least one of the following commissions: for Constitutional Affairs, Criminal Matters and Prison Regimes, General and Budget and Finance legislation. The bicameral commission will dictate its own rules of operation.

ARTICLE 9 °-The Commission Bicameral Permanent del Digesto Jurídico Argentino will have the following powers: a) To analyze the updates of the Argentine Legal Digest proposed by the technical assistance agency and, if necessary, to issue the corresponding opinion for approval by the Honorable Congress of the Nation, as established in the Chapter IV; (b) Coordinate and supervise the electronic edition of the Argentine Legal Digesto; (c) Resolve the consultations and comments received, upon recommendation of the Parliamentary Information Directorate, as set out in the Chapter V; d) Organize activities of dissemination and advertising of the Argentine Legal Digesto. In particular, promote the free dissemination of the electronic edition of the Argentine Legal Digesto.

ARTICLE 10. -In the exercise of its powers, the Bicameral Permanent Commission of the Argentine Legal Digest will have the technical assistance of the Parliamentary Information Directorate of the Honorable Chamber of Deputies of the Nation.

CHAPTER IV

Procedure for updating

ARTICLE 11. -Five (5) days after the publication of a law in the Official Gazette, the Parliamentary Information Directorate will incorporate it into the website of Digesto Jurídico Argentino,

by framing it in the relevant category in accordance with those laid down in Article 7.

ARTICLE 12. -The Parliamentary Information Directorate will propose to the bicameral commission the update of the Argentine Legal Digesto in accordance with the procedure laid down in this chapter.

ARTICLE 13. -without prejudice to Article 11, and for the purposes of updating the Argentine Legal Digesto, the Parliamentary Information Directorate shall: (a) the consolidation of the rules in cases which may be applicable; identification of the rules that have been lost during the update period.

ARTICLE 14. -The following technical guidelines will be observed in the procedure for updating the legal Digesto Argentino: a) Consolidation: it imports the recasting into a single legal text of similar rules on the same subject; b) Approval of ordered texts of materials several times regulated or partially modified; (c) Quantities: figures or quantities shall be expressed in letters and numbers. In case of possible divergence, the words in letters shall be valid.

ARTICLE 15. -Amendments which alter the spirit of the laws may not be introduced.

ARTICLE 16. -The laws will be identified by the letter of the corresponding category and an arabica number, cardinal and corrito, respecting the date of sanction.

ARTICLE 17. -It is up to the national executive branch to determine the specific enforcement authority.

ARTICLE 18. -At least once for a parliamentary term, the Parliamentary Information Directorate will raise to the consideration of the bicameral commission the details of the updates that it proposes to introduce to the Argentine Legal Digesto. The bicameral commission will approve the updates by the vote of the simple majority of its members and will issue the corresponding opinion for approval by the Honorable Congress of the Nation, alternating every year the House of Initiation. The approval of the updates by both Chambers will import their full incorporation into the Argentine Legal Digesto.

ARTICLE 19. -Other functions of the Parliamentary Information Directorate shall be: (a) Collect the texts of the rules identified in Annex II "General non-existing national laws"; (b) Study the consultations and observations received and raise the Bicameral commission recommendations pertinent to its resolution, in accordance with the provisions of Chapter V; c) Maintain and update the content of the website of Digesto Jurídico Argentino.

Period of observation and publicity

ARTICLE 20. -During a period of one hundred and eighty (180) days since the publication of this law, the Commission Bicameral Permanent del Digesto Jurídico Argentino will give the content of the Argentine Legal Digesto to advertising. Within that period, the bicameral commission shall receive the consultations and substantiated observations which may be made in relation to the framing in a category, the consolidation of the text or the validity of a law included in the Legal Digesto Argentina.

ARTICLE 21. -From the consultations and observations received, the bicameral commission will give the Parliamentary Information Directorate a view so that, within ten (10) working days, it will make a recommendation. After the deadline, the bicameral committee will adopt a resolution regarding the consultation or observation raised.

ARTICLE 22. -The resolution that ratifies or rectifies the survey, consolidation or validity observed, must be approved by the majority of the members of the Bicameral Permanent Commission of the Argentine Legal Digesto without the need for another procedure Subsequent ratification and the same will be given to the members of both Chambers.

ARTICLE 23. -After the period of one hundred and eighty (180) days, and the observations are resolved, the publication will be available in the Official Gazette of the definitive version of the Argentine Legal Digit.

CHAPTER VI

Electronic publishing

ARTICLE 24. -The electronic edition of the Argentine Legal Digesto will have the same legal value as its publication in the printed version of the Official Gazette. It must ensure the integrity, authenticity and unalterability of its content, as well as its wider availability.

ARTICLE 25. -The electronic edition of the Argentine Legal Digesto and the updates provided for in Chapter IV will be available through a specific website enabled for this purpose.

ARTICLE 26. -The electronic edition of the Argentine Legal Digesto should apply the open standards for digital publications and adapt to the principles of accessibility and usability, guaranteeing the free availability of its content for all the inhabitants. The bicameral commission will have to consider its permanent adaptation to technological progress and its conformity with the regulations in force in this field.
