Prohibit the sale, sale or supply of certain products to minors. Sanctioned: August 6, 2014 Enacted in Fact: August 27, 2014

The Senate and Chamber of Deputies of the Argentine Nation, meeting in Congress, etc., are sanctioned by law:

ARTICLE 1-The sale, sale or supply of adhesives, glues, contact cements, sealants or the like, containing in their formulation more than 10% (10%) w/w (weight by weight), shall be prohibited. Volatile organic solvents susceptible to being inhaled to cause psychoactive effect or state of mental disturbance. For the purposes of this law, volatile organic solvents liable to be inhaled in order to cause psychoactive effect or state of mental alteration are considered to be the solvents listed in Annex A as part of this Law, and to which In the future they will be incorporated by Resolution of the Ministry of Health of the Nation.

Article 2 °-Adhesives, glues, contact cements, sealants or the like can only be marketed when they have the prior registration in one (1) Register to be carried by the Ministry of Industry of the Nation, which will issue the Corresponding Enrollment Certificate.

ARTICLE 3 °-At the time of registration, the National Application Authority must state in the Register whether the product under registration contains more than 10% (10%) of volatile organic solvents.

ARTICLE 4 °-For the purposes of the registration provided for in Article 2 of this Law, the proposed labels must be attached to the product, the type of packaging in which it will be placed on the market and an affidavit to be reported, correspond, the percentage of volatile organic solvents that the product has, the type of solvent and the percentage of the amount contained. The label of the package must indicate that it is registered in compliance with this legislation by means of the phrase: "Product registered in the Ministry of Industry", the number of the Certificate of Registration and the number of this law. Adhesives or sealants containing more than 10% (10%) of the volatile organic solvents listed in Annex A to this Regulation shall be shown in their packaging: (a) Legends: "Sale prohibited to less than 18" (18) years "," inhalation may cause irreversible damage to health "; (b) The form of application of the product;

Traders who expend the products covered by Article 1 of this Regulation must verify that they have the phrase "Product registered in the Ministry of Industry of the Nation", the number of the Certificate of Enrollment and the number of this law.

ARTICLE 6-The sale, sale or supply to any title of the products covered by the article 2 ° of this law is prohibited, in a fractional form of the original package registered in the Ministry of Industry of the Nation.

ARTICLE 7-The penalties for non-compliance with this law and for the regulations which, as a consequence, are imposed, without prejudice to any other responsibilities which may correspond, shall be as follows: a) Multa of pesos five hundred ($500) to pesos fifty thousand ($50,000); b) Closing of the establishment for a maximum of thirty (30) days; c) Closing of the establishment for a maximum time of two (2) years, in case of recidivism if the The offender has previously been punished in two (2) opportunities, with a temporary closure penalty; (d) Disablement to manufacture, import or market the products covered by Article 1 ° for a maximum period of two (2) years; Confiscation of the goods in violation. These penalties shall be applicable after proceeding under the jurisdiction in which the infringement was carried out and shall be governed by the rules of the administrative procedure corresponding to the legal process, the judicial review sufficient, and shall be graduated according to the seriousness of the infringement and the extent of the non-compliance. The result of the fines applied by the National Enforcement Authority will be directed to the Secretariat of Programming for the Prevention of Drug Addiction and the Fight against Drug Trafficking.

ARTICLE 8-It shall be the authority to monitor and apply the penalties provided for in this law, the national or local authority that corresponds according to the jurisdiction in which the activity is carried out subject to control.

ARTICLE 9 °-The manufacturers, importers and marketers of the products covered by Article 2 shall have a period of one (1) year from the date of this law in order to comply with the obligation arising from Article 4 °.

ARTICLE 10. -This law shall apply throughout the national territory, without prejudice to any additional requirements which may be laid down by the local authorities in the field of their competence.
