Instituto Universitario Nacional de Derechos Humanos "Mothers of Plaza de Mayo". Creation. Sanctioned: October 22, 2014 Enacted in Fact: November 7, 2014

The Senate and Chamber of Deputies of the Argentine Nation, meeting in Congress, etc., are sanctioned by law:

ARTICLE 1-Create the National University Institute of Human Rights "Mothers of Plaza de Mayo" as a functional unit under the Ministry of Justice and Human Rights, which will be based in the Autonomous City of Buenos Aires, and will be will be based on the current Popular University "Mothers of the Plaza de Mayo".

Article 2 °-In all aspects of its constitution, organization and operation, the National University Institute of Human Rights "Mothers of Plaza de Mayo" will be subject to the legal regime applicable to national university institutions.

Article 3 °-The National University Institute of Human Rights "Mothers of Plaza de Mayo" will provide training in the area of discipline of human rights and can implement educational offers directly related to this disciplinary area. or whose curricula have an orientation that allows a profile of highly trained graduates in the field of human rights to be achieved. It will carry out its activities in a cooperative manner, articulated and integrated with the national university system, without generating duplicity of efforts and at all times trying to exploit the national university experience.

Article 4 °-The national executive branch is empowered to urge the courses of action that are accessories to implement the transfer of the careers and educational programs of the Popular University "Mothers of Plaza de Mayo", as well as the students, teaching staff, non-teachers, managers, movable and immovable property and rights to the National University Institute of Human Rights "Mothers of Plaza de Mayo". The transfer must be carried out by ensuring that the students continue to be academic, without prejudice to the changes in educational plans and schemes to which the new institution takes place.

Article 5 °-To carry out the transfer indicated in the preceding article the Ministry of Justice and Human Rights and the Ministry of Education shall form a commission composed of one (1) representative of each ministry plus one (1) Representative of the People's University "Mothers of the Plaza de Mayo". National of Human Rights "Mothers of the Plaza de Mayo" to be designated by joint resolution of the Ministers of Education and Justice and Human Rights and will have the responsibilities, obligations and responsibilities provided for in Article 49 of the Law 24,521, of Higher Education.

Article 6-The Statute of the National University Institute of Human Rights "Mothers of Plaza de Mayo" may provide for the formation of a (1) Advisory Council composed of prominent personalities in the field of the Defense of Human Rights. Article 7-Budget items for the creation and operation of the National University Institute of Human Rights "Mothers of Plaza de Mayo" will emerge from the corresponding reallocations that the national executive branch will carry out in the National budget for the year 2013, or in default, of the items to be allocated in the tax year following the penalty of this law.

Article 8 °-The national executive branch will assign, for the only time, a budget item to address the emerging expenses of the implementation of the National University Institute of Human Rights "Mothers of Plaza de Mayo."

ARTICLE 9 °-Commune to the national executive branch.
