Law:

SCHEME FOR THE PROMOTION OF RURAL TOURIST VILLAGES

Article 1-This law aims to promote the sustainable development of the tourism activities of rural people, by implementing actions that contribute to a better use of their potential.

ARTICLE 2-For the purposes of this law, "rural people" shall mean communities in the agricultural environment or their immediate vicinity which constitute a non-residual space, including the dispersed rural areas and agglomerated village, in relation to the nature of the agricultural world as a social, differentiated, place of life and work, regardless of the provincial, departmental, municipal or party boundaries.

ARTICLE 3 °-The provinces shall select villages in their jurisdiction which shall comply with the following characteristics:

(a) that the authorities of the community self-define the village as a rural town within the framework of Article 2 and that the definition is endorsed by the provincial authorities;

b) Poseer some attractiveness for the development of a tourism project that serves to complement income and diversify the economic base of it, basing its viability and sustainability, and establishing the guidelines through which the same will benefit the local population and whose activities will be carried out in a comprehensive planning framework for all local economic activities.

ARTICLE 4 °-The implementing authority shall manage the access of the rural tourist villages to the following benefits:

(a) Identification of public investment needs, linked to infrastructure works, recovery of cultural and/or architectural heritage and their possible sources of financing;

b) Support in the management to obtain financing in public and/or private entities for tourism-productive ventures to be developed in the rural tourist village;

(c) Advice on tourism promotion and development of local production in consideration of measures for the protection of existing natural heritage;

d) Inclusion of catalogues, directories, guides, advertisements, website, which promotes and develops the Ministry of Tourism of the Nation and/or the National Institute of Tourism Promotion (Inprotur);

e) Participation in tourism promotion and training programs that promote and develop the Ministry of Tourism of the Nation;

f) Implementation of measures to protect existing resources in order to maintain identity values and the uniqueness of the people, providing for planning and territorial planning.

ARTICLE 5-The provincial authorities, guaranteeing the participation of intermediate institutions of the tourism sector, specific legislative commissions and municipal or communal authorities, will present annually to the Federal Council of Tourism the payroll of villages which, within their jurisdiction, comply with the requirements laid down in Article 3.

Article 6 °-The Ministry of Tourism of the Nation is the enforcement authority of this law.

ARTICLE 7 °-Commune to the national executive branch.
