VISTO Issue No. 193-000343/98 of the Register of MINISTERY OF ECONOMY AND ARTWS AND PUBLIC SERVICES and Article 51 of Law No. 24,938, and

CONSIDERING:

That severe weather disorders have generated floods, caused pomegranate and produced droughts in various sectors of Pampeana geography, seriously affecting the agricultural activity of PAMPA PROVINCIA.

That such activity, the main creator of wealth and the generator of labour sources, by significantly decaying, inevitably causes a decrease in the regional economy and an alarming increase in unemployment rates.

That, in order to accompany and enhance the assistance and promotion measures provided by the Provincial Government, it is essential that the National Government rapidly engage with special fiscal measures, which will encourage the recovery of private investments in the affected economic sector, in order to achieve the priority objective of rapidly attracting labour, to a significant extent.

That investments that will allow the recovery of economic activity should be made in peremptory time to avoid irreversible and counterproductive phenomena, such as land degradation by erosion or salinization, the abandonment of agricultural farms and the consequent rural exodus.

That the adoption of measures leading to that end should also be concentrated so as not to alter the budgetary balance of the current year.

That the last paragraph of article 51 of Act No. 24,938 empowers the NATIONAL EXECUTIVE POWER to adopt non-industrial promotion projects in different provinces of the country, for which purpose a limit quota of PESOS A MILLON SEISCIENTS MIL was established ($1,600,000).

In the light of the reasons set out in the preceding considerations and the need to maintain the budget guidelines, it is considered necessary to allocate from the limiting quota set out in the last paragraph of article 51 of Law No. 24,938, an amount for the approval of non-industrial projects in the PAMPA PROVINCIA, of such magnitude that it can alleviate the serious circumstances in which the Province is undergoing.

That the General Directorate of Humanitarian Affairs of the MINISTERY OF ECONOMY AND ARTWS AND SERVICES PUBLICOS has taken the intervention that belongs to him.

That in this case the normal procedure for sanctioning and enacting the Laws provided for by the NATIONAL CONSTITUTION cannot be expected to be finalized, because any delay can seriously compromise the productive recovery of the affected areas.

That the present decree is issued in the General Agreement of MINISTERS and in the use of the powers conferred by article 99, paragraph 3 of the NATIONAL CONSTITUTION.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION IN GENERAL AGREEMENT OF MINISTERS

RIGHT:

Article 1 The NATIONAL EXECUTIVE PODER shall assign from the limit quota of PESOS A MILLON SEISCIENTS MIL ($1,600,000) referred to in the last paragraph of Article 51 of Law No. 24,938, the sum of TRESCIENTA CINCUENTA MIL ($350,000) to the approval of non-industrial projects in the PAMPA PROVINCIA.
