CONSIDERING:

That the Decree No. 2.440 of 22 November 1990 implemented a system of draws and prizes in which end consumers and purchasers of movable goods, works, locations or services, possessing the respective vouchers issued by the sellers or lenders of such operations.

Article 114 of Act No. 11.683, which was ordained in 1998, empowers the NATIONAL EXECUTIVE POWER to establish procedures to promote the indirect collaboration of the general public, in order to achieve the fulfilment of the formal duties of the various tax managers.

That in that sense the mechanics linked to the system of draws and prizes were made available.

That by Administrative Decision No. 361 of 8 July 1998, the Chief of Staff of Ministers provided for a decrease in the budgetary and financial resources and sources of the jurisdictions and entities of the National Administration.

That such a decision by the National Government is taken to maintain the fiscal goals contained in Act No. 24,938.

That also Act No. 24,156 on Financial Administration and National Public Sector Control Systems provides that the commitments made during the exercise may not exceed the amount of resources collected during the exercise.

That, as a result of the above considerations, a careful analysis of their impact and scope on the General Budget of FEDERAL INCOME OF PUBLIC INCOME was carried out.

That in the order of ideas it is considered appropriate to abolish the system of commercial vouchers and prizes-Loter IVA-established by Decree No. 2.440 of 22 November 1990 and its modifications.

That, without prejudice to this, taking into account the experience gained during the application of the above-mentioned regime, a new mechanism is under consideration and would be implemented in a timely manner.

That he has taken the intervention of the General Directorate of Political Affairs of the MINISTERY of ECONOMY and ARTWORKS and PUBLIC SERVICES.

That the NATIONAL EXECUTIVE POWER is empowered to issue this measure within the framework of the provisions contained in article 99, paragraph 1, of the NATIONAL CONSTITUTION.

Therefore,

Article 1- The system of draws and prizes established by Decree No. 2.440 of 22 November 1990 and its amendments. Art. 2o- This act shall be governed from the following month of its publication.
