VISTO Decree No. 1056 of 29 December 1995 and
CONSIDERING:
Article 6 of this administrative act provided that the supervision and management of the SECTOR SALUD (PRESSAL) REFORM PROJECT would be in charge of the MINISTERY OF HEALTH and SOCIAL ACTION, through the then SECRETARIAT OF HEALTH POLITICES AND SANITARIAN REGULATION, on which the CENTRAL EXECUTOR UNITY would depend.
That article also ordered that the then Secretary of Health Policy and Regulation should serve as National Project Director.
That, after the said Decree, was subscribed to its similar number 1447 of 12 December 1996, approving the new functional organizational structure of the MINISTERY OF HEALTH and SOCIAL ACTION.
That the programs of Hospital Público de Autogestion y de Control de garantías de calidad de Atención Medica, of close connection with the PROJECT of REFORM of the SECTOR SALUD (PRESSAL), are under the responsibility of the SUBSECRETARIA DE ATENCION MEDICA, dependent on the SECRETARIA DE PROGRAMMES DE SALUD of the aforementioned State Portfolio.
That the Undersecretariat understands in the design and development of activities with external financing, such as the IDB AR 120 Project for Health Sector Reform and Modernization, Primary Care Programme.
In addition, evaluation and training related to changes in health management, at the central levels and in the public health effects of different provincial jurisdictions are carried out under their leadership.
That the affinity and close relationship of the operator of the SUBSECRETARIA DE ATENCION MEDICA with the PROJECT OF REFORM OF THE SECTOR SALUD (PRESSAL) may be seen.
That within the new ministerial structure the aforementioned Undersecretariat is beyond the jurisdiction of the SECRETARIAT OF POLICY AND HEALTH REGULATION, a continuation of the former SCRETARIAT OF HEALTH POLITICES AND SANITARIAN REGULATION.
It is the intention and permanent policy of this Government to optimize the use of available public resources, avoiding duplication of efforts and promoting synergy between the various programmes and activities developed in the field of the National State, in order to increase efficiency and effectiveness in actions aimed at the well-being of the population.
That, therefore, it is appropriate to amend article 6 of Decree No. 1056/95.
That the General Directorate of Humanitarian Affairs of the Ministry of Health and SOCIAL has taken the intervention of its competence.
It is acting in accordance with the powers conferred by article 99, paragraph (1) of the NATIONAL CONSTITUTION.
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article 1-Replace Article 6 of Decree No. 1056 of 29 December 1995 which reads as follows: "Article 6 - The supervision and direction of the Project shall be carried out by the Ministry of Health and Social Action, through the SUBSECRETARIA OF MEDICAL ATTENTION (dependant to the SECRETARIAT of COURT PROGRAMMES), to which the responsibility of the COURT is to be determined.
