VISTO Decree No. 420 of 15 April 1996 and

CONSIDERING:

That the Decree established the NATIONAL INSTITUTE FOR COOPERATION AND MUTUAL ACTION (INACyM), within the scope of the SECRETARIAT for SOCIAL DEVELOPMENT of the NATIONAL PRESIDENCE.

That in its article 3, the Decree assigns to the NATIONAL INSTITUTE FOR COOPERATIONAL ACTION And MUTUAL the fulfillment of the objectives and responsibility of the implementation of the provisions of the Laws. 19.331, 20.321, 20.337, 23.427 and 23.566 and the other emerging obligations and rights of the rules governing the functioning of the former National Institutes of Cooperative Action and Mutual Action.

Article 111 of Act No. 20,337 provides for the formation of an Honorary Advisory Council, as well as article 1 of Decree No. 1858 of 13 September 1991.

That by Decree No. 723 of 3 July 1996, in order to achieve greater efficiency in public expenditure, the post of Vice-President was abolished and the number of members of the Board was reduced, resulting in the fact that not all representative organizations of the sector will have an official representative at the Institute.

That, therefore, in order to ensure more equitable representation and achieve a real integration of cooperative and mutual organizations, it is desirable to constitute the Honorary Consultative Council.

That the present measure does not result in increases in the amount and cost of the funded charges approved for the NATIONAL INSTITUTE OF COOPERATIONAL AND MUTUAL ACTION.

That the NATIONAL EXECUTIVE POWER is entitled to the present measure under article 99 (1) of the National Constitution and article 13 of Decree No. 977 of 6 July 1995.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1 - Believe, in the field of NATIONAL INSTITUTE OF ASOCIATIVISMO AND SOCIAL ECONOMY (INAS), the HONORARY CONSULTIVE COUNCIL that will be chaired by the President of the Institute, DOS (2) Counsellors representing the NATIONAL EXECUTIVE PODER, THREE (3) Counsellors representing the Mutual Associations, THREE (3) Counsellors representing the Cooperatives, UN (1) Counselor representing the professionals specializing in Cooperativism and UN (1) Counsellor representing the professionals specialists in mutualism.

Members of the Council shall be appointed by the Board of Directors NATIONAL INSTITUTE OF ASOCIATIVISMO AND SOCIAL ECONOMY (INAS) a proposal of the entities represented.

The Board may expand the membership of the Council at the request of the entities or on its own initiative when this expansion is essential for the effective and efficient discharge of its functions.

(Replaced by art. 4National Decree No. 721/2000 B.O.30/8/2000) Art. 2° - The advisers will last four years in their functions, being able to be appointed for new consecutive periods or canceled their appointment at any time at the request of the postulant entity, will not receive any retribution by the NATIONAL INSTITUTE OF ASOCIATIVISMO AND SOCIAL ECONOMY (INAS) and the expenses that demand their participation in the Council shall be borne by the entities to whom they represent. The appointment as a member of this Council is not incompatible with any other designation in the Public Administration. Art. 3° - The functions of the HONORARY CONSULTIVE COUNCIL shall be:

(a) Proposing the Directory NATIONAL INSTITUTE OF ASOCIATIVISMO AND SOCIAL ECONOMY (INAS) the operating regulations of the council.

(b) Advising the Directory NATIONAL INSTITUTE OF ASOCIATIVISMO AND SOCIAL ECONOMY (INAS) in the development of plans and programmes related to the implementation of the objectives and responsibilities of the Institute.

(c) To permanently assess the rules applicable to cooperatives and mutuals, as well as their defects, by proposing any amendments it deems relevant.

(d) Knowledge and opinion on draft rules in the area of responsibility NATIONAL INSTITUTE OF ASOCIATIVISMO AND SOCIAL ECONOMY (INAES).

(e) Expedite, at the request of the President NATIONAL INSTITUTE OF ASOCIATIVISMO AND SOCIAL ECONOMY (INAS)on technical issues of its competence.
