CONSIDERING:
That by the decree quoted first, the organizational structure of the MINISTERY OF CULTURE AND EDUCATION was approved, in accordance with the provisions of the Nros Decrees. 558/96 and 660/96.
That since the approval of its organizational structure, the MINISTERY OF CULTURE And EDUCATION has been working intensively on international cooperation as a result of its new strategic profile and the significant increase in actions taken in this area within MERCOSUR.
That in order to develop appropriately all actions for the preparation and implementation of technical cooperation at the international level, the adequacy of its organizational structure and the consequent modification of Decree No. 1274/96 and its Nros amendments are required. 1660/96 and 1665/96.
In that connection, the establishment of the SECRETARIAT for International EDUCATIONAL COOPERATION and INTEGRATION should be necessary, with the main objective of designing and coordinating the policy of regional and international integration in education, science and technology.
That the UNITY OF REFORM AND MODERNIZATION OF THE STATE OF MINISTERS' GABINETE JEFATURA has taken the intervention that belongs to it, making a favourable expiation.
That the present is given in the exercise of the emerging powers of article 99, paragraph 1 of the NATIONAL CONSTITUTION and article 15 of Act No. 24,938.
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION

Article 1o Artículo Créase the SECRETARIAT OF INTERNATIONAL EDUCATIONAL COOPERATION AND INTEGRATION, in the field of MINISTERY OF CULTURE AND EDUCATION. Art. 2o. Replace article 1 of Decree No. 1274 of 7 November 1996 with the following:"ARTICULO 1o, Amend Annex I to Decree No. 660/96, in the relevant part to the MINISTERY of CULTURE and EDUCATION, the following shall be formed:

Art. 3o. Transfer from the scope of the MINISTER MINISTERIAL MINISTERY OF CULTURE AND EDUCATION to the SECRETARIAT OF COOPERATION AND INTERNATIONAL EDUCATIONAL INTEGRATION, the NATIONAL DIRECTION OF INTERNATIONAL COOPERATION, modifying its name for the NATIONAL DIRECTION OF INTERNATIONAL COOPERATION AND INTEGRATION. This transfer includes the posts and staff plant and budgetary provisions. Art. 4o. Modify the organizational structure of the MINISTERIO DE CULTURA AND EDUCATION, approved by article 7 of Decree No. 1274/96, partially amended by article 15 of Decree No. 1660/96 and by article 5 of Decree No. 1665/96, in accordance with the organigram, objectives, primary responsibilities and actions, organizational units and permanent plant, which are an integral part of this decree. Art. 5o. Modify the Administrative Distribution of the General Budget of the National Administration for the year 1998 Humanos Human Resources . of Jurisdiction 70, MINISTERY OF CULTURE and EDUCATION, in accordance with the detail attached in the table annexed to this article. Art. 6o. The Ministry of Culture And EDUCATION will present the proposed organizational structure of the openings below those approved by this measure, in accordance with the provisions of Decree No. 1545 of 31 August 1994, regulated by Resolution No. 422 of 13 September 1994 of the SECRETARIAT OF THE PUBLIC FUNTION, then dependent on the NATIONAL PRESIDENCE. Until the approval of the appropriate lower openings, the existing units will temporarily maintain the primary responsibilities and the existing endowments with their respective levels, degrees of magazine, and the executive functions provided for in Decree No. 993/91 (t. 1995). Art. 7o. The cost of applying this measure shall be met with the provisions in force in the jurisdiction 70 - Programme 01 - Activity 03 - of the budget of the MINISTERY OF CULTURE and EDUCATION. SECRETARIAT OF INTERNATIONAL COOPERATION AND INTEGRATION
OBJECTIVES
. Designing and coordinating the policy of integrating education, science and technology at the international level, which develop the various ministerial areas in relation to the subjects of their competence.
Identify specific arcas for the cooperation and development of programmes, taking into account the strategic role played by education, science and technology in the integration process, in order to achieve the economic, social science - technological and cultural development of the region.
.Contributing to the definition of common policies and strategies for regional educational, scientific and technological development in the context of MERCOSUR.
.Promote and maintain bilateral and multilateral relations with foreign states international agencies and other institutions of technical cooperation, financing and support to the development of countries, in coordination with relevant national agencies.
To assist the Minister of Culture and Education in his capacity as Chairman of the Argentine National Commission for Cooperation with UNESCO and to exercise the permanent secretariat of that agency.
.Ensuring the dissemination and processing of scholarship offers in the area of education, science and technology and the proper functioning of graduate residences, under the Ministry and based abroad.
SECRETARIAT OF INTERNATIONAL COOPERATION AND INTEGRATION
NATIONAL DIRECTION OF INTERNATIONAL COOPERATION AND INTEGRATION
PRIMARY RESPONSIBILITY
Instrumentate the integration policy that relates to education, science and technology, linked to bilateral and multilateral actions with foreign states, international agencies and other institutions of technical cooperation and support for the development of countries and especially those relating to MERCOSUR.
ACTION
1. Address relations with the technical cooperation and development support agencies of countries, on the topics of their competence.
2. Assist the Secretariat in the conclusion of bilateral agreements with foreign states concerning jurisdictional competences.
3. Ensure the registration of existing conventions and emerging programmes of their implementation and those in the management of the joint commissions implementing those conventions.
4. To contribute to the attention of the topics of competence of the Secretariat in the process of integration of MERCOSUR countries.
5. Collaborate with the Secretariat in the administration of the Permanent Secretariat of the Argentine National Commission for Cooperation with UNESCO.
6. Process and disseminate the scholarships offered from the external sector in education, science and technology and monitor the functioning of graduates ' residences, under the Ministry and outside.
