CONSIDERING:
That by Decree No. 558/96, it was established that the jurisdictions, centralized and decentralized agencies of the National Civil Service should submit a proposal for organizational structure and distribution of staff plants to the level of National Directorate, General or equivalent or first operating level with a political level.
That according to article 44 of the aforementioned Decree No. 660/96 were transferred to the National Institute of Microbiology "Dr. Carlos G. Malbrán", the National Institute of Epidemiology "Dr. Juan H. Jara"; the National Institute of Epidemiology "Emilio Coni", the National Institute of Human Viral Diseases; the National Institute of Medical Genetics; the Chabenala National Institute, "Dr.
That, in compliance with these standards, the MINISTERY OF HEALTH and SOCIAL ACTION has raised a proposal for organizational structure.
That the UNITY OF REFORM AND MODERNIZATION OF THE STATE has taken the intervention that belongs to it.
That in order to have an agile tool to implement this Decree and to adapt the functioning of the NATIONAL ADMINISTRATION OF LABORATORIES AND INSTITUTS FROM HEALTH to the transformations that must occur in order to comply with the State reform, it is necessary to exempt it from compliance with various rules concerning the system of selection of posts with executive function.
That the present measure is determined by the provisions of Art. 99, Inc. 1 of the NATIONAL CONSTITUTION.
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article 1 . Approved the organizational structure of the NATIONAL ADMINISTRATION OF LABORATORIES AND HEALTH INSTITUTES, "DR. CARLOS G. MALBRAN" (ANLIS), according to the Organigram, Objectives, Primary Responsibility and Actions and Charges - Permanent Plant which, as Annexes I, II and III, form an integral part of this decree.
Art. 2o . Transfer to the director of the ex-INSTITUTO NATIONAL OF MICROBIOLOGY "DR. CARLOS G. MALBRAN" to the ANLIS as the headline of that organism. To this end, the designation by Resolution of the Ministry of Health and Social Action No. 424/96 is ratified, in the terms of the current nomenclature of the post.
Art. 3o . Incorporate the Nomenclator of Executive Functions of the National System of Administrative Profession Decree No. 993/91 (t. 1995) as Director of the ANLIS with Level I.
Art. 4o de In a period of up to TREINTA (30) days, from the present, the NATIONAL ADMINISTRATION OF LABORATORIES AND INSTITUTS DE SALUD shall submit the proposal for the organizational structure of the openings lower than those approved in this Decree, in accordance with the provisions of Decree No. 1545/94, which are regulated by Resolution No. 422/94 of the Ministry of Public Service. Until such time as approval, existing units of lower openings will be in force, as well as those of first openings that change of dependence; retaining the respective terms of reference and assigning the corresponding posts with executive and additional functions.
Art. 5o . Please provide for the term "NOVENTA" (90) days to the Lord MINISTER OF HEALTH and SOCIAL ACTION to designate on an interim basis, and until the corresponding selection processes take place, to the staff to be responsible for the organizational units that are created by the organisational structure that is approved by the present.

Annex II
NATIONAL ADMINISTRATION OF LABORATORIES AND HEALTH INSTITUTE "DR. CHARLES G. MALBRAN"
OBJECTIVES
(1) Understand the scientific-technical and implementation policy, in the promotion, approval and evaluation of projects of the Institutes and Centres of their dependence, in cooperation with units of the Ministry or of the Provincial States and other national and international agencies.
2) Supervising actions of the National Health Reference Laboratory, for the National Laboratory Network for the prevention, diagnosis and treatment of communicable diseases of genetic and microbial nutritional origin, ensuring the quality of the diagnosis in the country.
3) Monitoring the development and quality control of biological products and conducting research and development to improve them or to generate new ones.
4) Coordinate the research of etiological agents, genetically based diseases and their environmental and social consequences.
CONTABLE ADMINISTRATION, MAINTENANCE AND GENERAL SERVICES
PRIMARY RESPONSIBILITY
Conduct, evaluate, execute and supervise the programmes and activities inherent in the accounting administrative area of maintenance and production and general and personal services, subject to the provisions that determine the existing laws.
ACTION
(1) Develop and manage the budget.
(2) Manage the staff of the Establishment, applying regulations in force.
(3) To conduct the activities deriving necessary for the implementation of the current legislation of the Executive Resolutions and instructions emanating from Superiority, as regards its subject matter.
(4) Drive the actions programmed in each of the specialties of maintenance and General Services, implementing with the direct responsible, the control of human resources and the distribution of the tasks of the area.
5) Coordinate submission to the Directorate of Administrative Reports for the Analysis of Directors.
6) To represent and advise the Administration on its theme.
DEPARTMENT OF LEGAL MATTERS
PRIMARY RESPONSIBILITY
To legally represent and advise the Director of ANLIS and the different areas of the agency.
ACTION
(1) To exercise the control of legality and legitimacy of administrative acts.
(2) To represent the ANLIS in the trials in which the agency is a party as an actor or a respondent, by means of those who designate the purpose with regard to the rights and obligations that it may be entitled, by transferring, committing to arbitrators, extending jurisdictions, discontinuing appeals and waiving acquired prescriptions, responding to judicial offices and referring them to those who must intervene in their proceedings and conduct all such proceedings.
(3) To permanently advise on the legal aspects of the different areas of the ANLIS.
(4) Instruction of the administrative summaries of the agency.
UNITY OF INTERNAL AUDITORY
PRIMARY RESPONSIBILITY
Control and evaluate compliance with the specific and substantive activities of the institution, applying the requirements established by Law 24.156, the guidelines and guidelines that set the highest authority of the NATIONAL ADMINISTRATION OF THE BODIES AND HEALTH INSTITUTES and the General SINDICATURA OF NATION through a comprehensive and integrated approach that ensures the achievement of: Efficiency, Efficiency and Efficiency.
ACTION
(1) Develop the General Plan and Annual Internal Audit Plans.
(2) Assess compliance with policies, plans and procedures established by the superior authority of ANLIS.
3) Assess the implementation of operational, accounting, budgetary, property and financial controls.
(4) Emit opinion on rules and procedures and the internal control system of ANLIS.
(5) To produce reports on the audits carried out and to communicate them to the ANLIS Directorate and the General SINDICATURA OF NATION.
(6) To follow up on recommendations and observations made in their respective reports.
7) To inform the General SINDICATURA OF NATION, on the topics that are required for it in the development of its activities.
TECHNICAL-CIENTIFIC DIRECTION
PRIMARY RESPONSIBILITY
Understand in the coordination of technical-scientific activities inherent in the objectives of ANLIS, in support of the Directorate of the same.
ACTION
(1) Coordinate research initiatives, prioritized by ANLIS and participate in its evaluation and monitoring.
(2) Coordinate the tasks of application and production of biologicals.
(3) To represent the ANLIS Directorate, in activities that your Directorate deems necessary.
NATIONAL INSTITUTE OF INFECTIVE ENVIRONMENTS
PRIMARY RESPONSIBILITY
Develop and promote knowledge of the biological characteristics of viruses, bacteria, fungi, as etiological agents in human pathologies, their transmission pathways and their diagnosis.
ACTION
(1) Perform the actions corresponding to the National Reference Laboratory in the viral, bacterial and fungal diagnosis and participate in the organization of the National Laboratory Network in the subject of its competence.
2) To direct, organize and participate in research and methodological development in the subjects of their specialty.
3) Contribute to the development of vaccines, immunomodulators, diagnostic reagents and therapeutic agents, for the prevention and control of diseases of their concern.
(4) Act directly or through the units of the Laboratory Network, in epidemiological control and surveillance, characterizing the causal agents or the reservoirs or vectors of the same, in case of epidemic outbreaks and in the endemics.
NATIONAL INSTITUTE FOR BIOLOGICAL PRODUCTION
PRIMARY RESPONSIBILITY
Plan and organize the production of biologicals, vaccines, serums and diagnostic reagents for the prevention, treatment and diagnosis of diseases in the country.
ACTION
1) Organizing biological production by maintaining sufficient productive capacity to respond to emergency and catastrophe situations.
2) Conduct research aimed at the development of new methodologies in the development of classic biologicals.
(3) Conduct studies aimed at discovering biologicals that allow new diseases, as well as studies aimed at the production of diagnostic reagents.
(4) Conduct comparative studies on the selection of strains, determination of conditions of cultivation and factors that influence the purification and preservation of the material, in order to optimize the biological ones produced.
NATIONAL INSTITUTE OF HUMAN VIRAL ENVIRONMENTS "DR. JULIO MAIZTEGUI"
PRIMARY RESPONSIBILITY
Conduct activities related to the diagnosis, research, treatment and prevention of human viral diseases.
ACTION
1) Execute virology studies in biotechnological and epidemic research.
(2) Conduct studies to relate the ecosystem and its modifications to human pathologies.
3) Producing viral vaccines according to the needs of the country and government decisions.
4) Conduct quality control of vaccines produced at the Institute.
5) Conduct epidemiological surveillance of hemorrhagic fevers.
6) Coordinate and maintain a permanent exchange system with the Provincial Reference Centres in the areas of their responsibility and related to information, reference inputs and training.
NATIONAL INSTITUTE OF PARASTOLOGY "DR. MARIO FATALA CHABEN"
PRIMARY RESPONSIBILITY
Conduct and coordinate research, prevention, production, diagnosis, treatment, teaching and normalization of Chagas disease and other parasites.
ACTION
1) Conduct etiopathogenic, biochemical and immunological research on the etiological agents of parasitosis.
2) Prepare, control and standardize materials to be used in the diagnosis and prevention of parasites.
(3) Keep an updated record of the different data on the incidences and prevalence of the Institute ' s diseases.
4) Plan to coordinate, perform control and ensure quality assurance of products and useful for the diagnosis, treatment and prevention of Chagas disease and other parasites.
5) Coordinate and maintain a permanent exchange system with the Reference Centers of the Chagas Network and other parasites, in the field of information, reference inputs and training.
6) Carry out the protocolized follow-up of the diagnosis and therapeutic of patients carrying different parasites, and of secondary immunosuppression in HIV infections, or by organ transplants or other diseases, in the subjects of their concern.
NATIONAL INSTITUTE OF EPIDEMIOLOGY "DR. JUAN H. HARA"
PRIMARY RESPONSIBILITY
Conduct studies and research on the health-health-care process of the population, and on the basis of the results obtained, establish procedures to promote and improve health through human resource training.
ACTION
(1) Organize, schedule, coordinate and supervise the training and training of professional, technical and auxiliary, intra and extra institutional staff.
2) Participate in the development of prevention and control programmes, and in the strengthening of people ' s care services, within the framework of local health systems.
3) Collaborate in epidemiological surveillance and epidemic outbreak control.
4) Conduct health-related research and participate with the National Laboratory Network in the hospital infection prevention programme.
NATIONAL INSTITUTE OF RESPIRATORY ENVIRONMENTS "DR. EMILIO CONI"
PRIMARY RESPONSIBILITY
Conduct epidemiological, operational, clinical and laboratory studies and research on respiratory diseases, and train the necessary human resources to help improve the health of the population.
ACTION
1) Drive and coordinate the National Tuberculosis Diagnostic Network and other respiratory diseases, to extend, improve and maintain the quality of the benefits.
2) Develop and perform diagnostic techniques to improve epidemiological knowledge of diseases in support of control programs.
(3) Perform laboratory techniques to collaborate in the knowledge of the prevalence and control of diseases.
4) Collaborate in epidemiological surveillance and epidemic outbreak control.
5) Develop training programmes.
NATIONAL CENTRE OF NATIONAL INVESTIGATIONS
PRIMARY RESPONSIBILITY
Determine the distribution of regional diseases to dilute causal mechanisms, explain the local characteristics of the occurrence of the disease, describe the natural history of the disease, to promote its solution and guide health services in the implementation of the National Food Plan.
ACTION
1) Promote and support the functioning of the National Food Plan in the jurisdictional sphere.
(2) Investigate the distribution of diseases affecting the N.O.A. region and the determinants of their prevalence.
(3) Investigate the clinical, laboratory, follow-up and treatment of regional pathologies and diseases linked to the individual's food and nutrition.
4) Conduct epidemiological research to establish the prevalence of metabolic-degenerative diseases.
(5) Promote actions to address social, cultural and environmental problems that affect the prevalence of regional diseases.
NATIONAL CENTRE OF GENETIC MEDICA líDr. Eduardo E. CASTILLA
PRIMARY RESPONSIBILITY
Conduct studies and research related to genetic and/or environmental factors involved in the etiology of chronic, physical and mental diseases.
ACTION
(1) Providing specialty care services, developing diagnostic and/or treatment standards and serving as a reference centre at the national level.
2) Conduct training programs for professionals and technicians in medical genetics and implement teaching programs in the field.
3) Lead study and research into experimental genetics and perform the activities necessary for the development of animal models for research on inherited human diseases.
(4) Implement new techniques developed in relation to the diagnosis, prognosis and prevention of genetic diseases.
NATIONAL CENTRE OF DIAGNOSTICO AND INVESTIGATION OF ENDEMO-EPIDEMIS (CEDIE)
PRIMARY RESPONSIBILITY
Monitor the health-inference parameters, through the Epidemiological Diagnosis and Investigate the causal phenomena of diseases, whether of biological, social or economic origin, their national and regional distribution, and undertake operational research to improve or create strategies for the control and prevention of ANLIS-related diseases.
ACTION
1) To conduct research in the different disciplines of epidemiology, economy, sociology and anthropology, to improve prevention measures that allow to contain health emergencies and control of endemic diseases.
(2) Contribute to training at institutes and support the training of local health systems for research development that contribute to solving local problems and the transfer of locally applied operational procedures.
3) Develop operational research, to improve or create strategies for the control and prevention of ANLIS diseases, in order to increase efficiency and social participation in local health services.
NATIONAL CENTRE RED DE LABORATORIES
PRIMARY RESPONSIBILITY
Planning, establishing and updating an effective system of information, training and supply of inputs to the Laboratories of the Argentine Laboratory Network, dedicated to the diagnosis of the diseases of concern of ANLIS and to the control of the transmission of blood infections to transfuse, to ensure the population full coverage and timely care, optimizing the use of knowledge and resources.
ACTION
1) Organize the permanent information exchange system between the components of the country's Laboratory Network.
(2) Maintain and increase the information system among the Services concerned with blood processing to transfuse.
3) Promote and carry out the technical training and updating of the staff in the Laboratory Network.
4) Coordinate the distribution of refence inputs and controlled inputs necessary for the performance of the Network Laboratory.
5) Coordinate with the National Biological Quality Control Center, the realization of external quality control of the Diagnosis of the Network Laboratory.
NATIONAL CENTRE FOR BIOLOGICAL QUALITY CONTROL
PRIMARY RESPONSIBILITY
Understand the quality control of vaccines, immunotherapeutics and reagents for diagnosis, to be used in the country for the prevention, therapeutic and diagnosis of infectious diseases by coordinating actions with ANMAT.
ACTION
(1) Develop national standards for the regulation and control of the quality of immunobiological, the processes that give them origin, as well as the diagnostic procedures.
2) Ensure that products meet national and/or international regulatory standards.
3) Develop adaptation of new technologies for product control and production processes.
4) Develop and maintain baseline patterns.
(5) Advise, with specialized personnel, public and private bodies that produce biological products.
