NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS Decree 1661/96 Missions and functions. Driving. Management and Control. Promotion and implementation of scientific and technological activities. Evaluation of activities. Transitional provisions.

VISTO Decree No. 747 of 8 July 1996 and Act No. 24,629 and

CONSIDERING:

In the context of the State II Reform, the National Government aims to achieve greater efficiency in the various areas of the Public Administration, in order to optimize the use of resources.

That, in the particular case of the NATIONAL COUNCIL of CIENTIFICAL AND TECHNICAL INVESTIGATIONS (CONICET), an intervention has been prepared to develop a proposal for the reorganization and normalization of the Institution.

That the NATIONAL COUNCIL And TECNICAS has been, since its inception, in 1958, a fundamental agency for the development of science and technology in the country, and is an important instrument of the National Government's science and technology policy.

That by Decree No. 1273 of 7 November 1996 the SCIENTIFIC-TECHOLOGICAL GABINETE (GACTEC) has been established within the jurisdiction of the GABINETE JEFTURE of MINISTROS, which will define national priorities in the area and the National Plan of Science and Technology, and that by Decree No. 1274 of the same date, approving of the organizational structure of the

That international experience, both in developed and developing countries, shows the desirability of separating policy-making, advocacy and implementation functions from scientific and technological research activities.

That the purpose of having an independent promotional body for execution responsibilities has led to the proposal for the creation of a National Agency for Scientific and Technological Promotion, which must be taken into account for the reorganization of the NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET).

At present, the above-mentioned agency has within its jurisdiction a significant number of Centres, Institutes and Laboratories and also manages the careers of the Scientific and Technological Researcher, and the Research and Development Support Staff.

That these important instruments of national scientific and technological development deserve to be strengthened and improved by applying quality and efficiency criteria.

That scientific and technological research activities require clearly differentiated evaluation and control modalities.

It is appropriate for the NATIONAL COUNCIL of CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) to enjoy autarchy in carrying out its responsibilities within the framework of the policies defined by the National Government, and therefore appropriate external audits should be contemplated.

That in that regard the NATIONAL COUNCIL OF INVESTIGATIONS AND TECHNICALS is framed in the terms of the Nros Decrees. 928 of 8 August 1996 and 1207 of 24 October 1996, and thus this is part of the Strategic Plan required there.

It is necessary to improve the rules and procedures of the body, in accordance with the observations of the General AUDITORY OF NATION.

That they have taken the intervention of the UNIT OF REFORM AND MODERNIZATION OF THE STATE, the SECRETARIAT OF THE PUBLIC FUNTION, the TECHNICAL ASSEMBRA DE POLITICAL PUBLICO SECTOR and the permanent legal service of the MINISTERY OF CULTURE AND EDUCATION.

That the present measure is determined in the use of the powers granted by article 99, paragraph 1 of the NATIONAL CONSTITUTION and Act No. 24,629.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

PART I: OF MISSIONS AND FUNTIONS

Article 1 El The NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) will function as an autonomous entity of the national State within the jurisdiction of the SECRETARIAT for Science and Technology of the Ministry of Culture And EDUCATION, and will have as a mission the promotion and implementation of scientific and technological activities throughout the national territory and in the different areas of knowledge.

Art. 2° . For its purposes, the NATIONAL COUNCIL for CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) shall apply the general policies set by the National Government through the National Multi-year Plan of Science and Technology, the definition of priorities and the guidelines of the SECRETARIAT for Science and Technology of the Ministry of Culture and Development.

Art. 3rd El The NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) will have the following functions:

(a) Promote and subsidize scientific and technological research and support activities, both in the public and private sectors, aimed at the scientific and technological advancement in the country, the development of the national economy and the improvement of the quality of life, respecting the guidelines established by the National Government.

(b) Promote scientific-technological exchange and cooperation within the country and abroad.

(c) Granting to research projects.

(d) Grant internships and scholarships for the training and improvement of university graduates or for the conduct of specific research, in the country or abroad.

(e) Organize and subsidize institutes, laboratories and research centres, which may operate in universities and other official or private institutions or under the direct dependence of the NATIONAL COUNCIL for CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET).

(f) Manage the careers of the Scientific and Technological Researcher and the Research and Development Support Staff.

(g) Institute awards, credits and other actions to support scientific research.

(h) Provide advice to public and private entities in the field of their competence.

PART II: OF THE CONDUCTION OF THE

Art. 4° El The NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) will be led by UN (1) Directory composed of OCHO (8) members and UN (1) President appointed by the NATIONAL EXECUTIVE PODER.

Art. 5° El The President will be proposed by the MINISTERY OF CULTURE AND EDUCATION, and the OCHO (8) remaining members of the Board will emerge from proposed terrestrials to the NATIONAL EXECUTIVE PODER and constituted as follows:

(a) CUATRO (4) terrestrials elected by active researchers in each of the major areas of knowledge mentioned below:

Social Sciences and Humanities

Biological and Health Sciences

Exact and Natural Sciences (non-biological)

Agricultural, Engineering and Materials Sciences

(b) UNA (1) is proposed by the University Council established by Law No. 24.521.

(c) UNA (1) is proposed by industry representative organizations.

(d) UNA (1) terna proposed by the representative organizations of agriculture.

(e) UNA (1) is proposed by the highest bodies responsible for the science and technology of the Provincial Governments and the Autonomous Government of the City of Buenos Aires.

Art. 6° . Board members will last CUATRO (4) years in their functions being renewed by half each DOS (2) years.

Art. 7° . To be a member of the Board it is necessary to possess Argentine nationality and enjoy recognized scientific hierarchy at the national and international levels, and/or to have demonstrated capacity for the realization of original technological developments recognized at the national or international level, and/or to have recognized trajectory as an innovative entrepreneur, and/or to have stood out as a specialist in the management and planning of scientific and/or technological activities. Proposals referred to in article 5, subparagraph (b), (c), (d) and (e), should be accompanied by a description of the background of candidates who endorse their merits and merits to be members of the Board. The proposals will seek to cover different regional locations so that the election by the NATIONAL EXECUTIVE POWER allows a balanced federal composition.

Art. 8° . For the purposes of article 5, subparagraphs (c) and (d), the NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) shall establish the payroll of the entities to be convened to agree on the respective proposals of land.

Art. 9° . For the purposes of Article 5, subparagraph (a), the NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) shall establish the conditions required to be elector and shall prepare at the time of each renewal of the Directory and with due anticipation the fertilizers for areas of active researchers capable of being electors. It will also draw up a list of researchers with sufficient suitability and background to be candidates for the integration of terrestrials to be elected. Each elector may vote for up to three (3) candidates from their respective area of knowledge who shall belong to different regions of the country. On the occasion of each renewal of the Board, the NATIONAL COUNCIL OF CIENTIFIC INVESTIGATIONS And TECNICAS will hold a public call to register in the respective register. The process of making the pads will be public.

Art. 10. El The President of the Board shall exercise the right to vote only if the voting of the remaining OCHO (8) members results in a draw.

Art. 11. El The Board of Directors of the NATIONAL COUNCIL of CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) will elect among its members DOS (2) Vice-Presidents, UNO (1) for Scientific Affairs and another for Technological Affairs.

Art. 12. El The President and Vice-Presidents will last in their functions DOS (2) years, being able to be re-elected for another consecutive period once.

Art. 13. . The President and Vice-Presidents of the NATIONAL COUNCIL of CIENTIFIFIC AND TECHNICAL INVESTIGATIONS (CONICET) shall perform their functions with full dedication and shall have rank and rank of Secretary and Assistant Secretary respectively. The remaining members of the Board shall only receive fees on the basis of attendance at the meetings of the Board and/or under the services commissions expressly assigned by the Board. The value of the fees will be determined by resolution of the Minister of Science, Technology and Innovation following the intervention of the TECHNICAL ASSESSMENT OF THE PUBLIC SECTOR.

Art. 14. . Board members will act independently of criterion and not on behalf of their proponents.

Art. 15. . In the event of a resignation or death of a member of the Board except for its President, the NATIONAL EXECUTIVE PODER shall designate a replacement to complete the term of office of the person concerned, among those applicants who had joined the resignation or deceased the terna on whose basis the original designation was made.

Art. 16. : Will be the authority of the Board:

(a) To acquire, administer and dispose of goods of all kinds, for the fulfilment of their purposes.

(b) Accept inheritance, legacies and donations, with or without charge.

(c) Be in trial, as an actor or defendant, with regard to those rights that he may be entitled to.

(d) Project your annual budget and resource calculation.

(e) Designate, remove and punish scientific, technical and administrative personnel, in accordance with existing laws.

(f) Hiring scientists and technicians, nationals or foreigners.

(g) To conclude and refine agreements, agreements and contracts relating to their objectives and activities.

(h) Appropriate and grant resources for the fulfilment of its purposes.

(i) Determine the functional competencies associated with the subscription of the agency ' s own administrative acts.

(j) In general, the more acts were necessary for the proper fulfilment of their purposes.

Art. 17. El The President of the Board of Directors of the National Council for Scientific and TECHNICAL INVESTIGATIONS (CONICET) will have the following functions:

(a) To exercise the legal representation of the body, both administrative, judicial and extrajudicial.

(b) Presiding the meetings.

(c) To subscribe to the administrative acts proper to their powers.

(d) Take the necessary measures of strict urgency, giving immediate intervention to the Board.

(e) To implement the Board ' s resolutions by conducting the agency ' s activities through its Vice-Presidents and other officials of its direct dependence.

Art. 18. Los Vice-Presidents for Scientific and Technological Affairs will have the responsibility to coordinate the tasks of evaluating, promoting and implementing the activities of scientific research and technological research and development, respectively. In the event of the President ' s absence, impossibility or temporary stay, the President, or in his absence the Board, shall designate the Vice-President to exercise the Presidency.

PART III: OF THE GESTION AND CONTROL

Art. 19. La The management of the NATIONAL COUNCIL of CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) should be directed to:

(a) Implement the policies of the National Government expressed through the National Multi-year Plan of Science and Technology, the Budget Law and other guidelines to be determined by the SECRETARY for Science and Technology of the MINISTERY OF CULTURE and EDUCATION.

(b) Ensure that any allocation of funds respects the quality, merit and relevance criteria, above all other considerations.

(c) Ensure that all procedures comply with previously established rules, be public and conform to universally accepted ethical standards in order to avoid conflicts of interest.

(d) Provide the agency with efficient administration, a measure in terms of international reference, seeking the maximum training of its staff.

(e) Ensure that the agency is fully oriented to the service of the working groups that carry out scientific and technological research tasks, facilitating, as far as possible, the efforts that involve them.

(f) Clearly separate their assessment obligations and responsibilities from those linked to the management of executing units.

(g) Develop mechanisms for operational decentralization in terms of executing units.

Art. 20. de Without prejudice to the measures provided by the Board in compliance with the previous article, it should be envisaged:

(a) The editing and publication of an Official Board of Resolutions, and its public dissemination.

(b) The strict application of Law No. 20.464, Statute of the Races of the Scientific and Technological Researcher, and of the Research and Development Support Staff.

(c) For those who exercise the responsibility to evaluate and/or decide, they must be excused in any situation where conflicts of interest arise.

(d) The evaluations respect the pluralism of thought flows, theories and lines of research.

(e) That the assessment of the quality and merit of scientific and/or technological activity involves multiple performance indicators, which must respect the particularities of the disciplines and areas of knowledge, their impact on the development of universal knowledge and their contribution to national knowledge and to the economic and social development of Argentina.

(f) If the Board decides to depart from the recommendations of the Advisory Commissions and the Qualification and Promotion Board concerning the implementation of Act No. 20.464, it must do so for substantial reasons that should be public.

Art. 21. . In order to ensure compliance with the guidelines set out in articles 19 and 20, the NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) shall implement the appropriate measures to carry out periodic control of them, without prejudice to the evaluations provided by the SECRETARIAT for Science and Technology of the MINISTERIO DE CULTURA AND EDUCATION.

PART IV: OF THE PROVISION AND IMPLEMENTATION OF CENTIFICAL AND TECHNOLOGICAL ACTIVITIES

Art. 22. El The NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) will guide the support of scientific and technological activities carried out or promoted in accordance with the National Multi-year Plan of Science and Technology, and the policy guidelines transmitted to it by the SECRETARY of Science and Technology of the Ministry of Culture And EDUCATION, and ensuring that they meet the quality, merit and relevance requirements defined by the Agency itself.

Art. 23.- The promotional instruments to be used by the NATIONAL COUNCIL of CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) are:

(a) Scholarships, internships or support for the implementation of research and development tasks that may be carried out in the country or abroad.

(b) Careers of the Scientific and Technological Researcher, and Research and Development Support Staff.

(c) Subsidies to develop research and development, editing and/or acquisition of publications, scientific meetings and acquisition of goods.

(d) Other unspecified that in the opinion of the Board are suitable for the fulfilment of their objectives.

Art. 24. . Scholarships are the stipends that, in promotional capacity, without any involvement of any present or future dependency relationship, are paid for postgraduate training, preferably PhD, or postdoctoral work in the country or abroad. The internal scholarships for postgraduate training will be limited to programmes and careers accredited by the NATIONAL COMMISSION for EVALUATION AND UNIVERSITARIA ACREDITATION.

Art. 25. El The Directory will determine the number and type of scholarships to be awarded annually, which will consider the priorities by discipline, the distribution by regions of the country and the planned development of the careers of the Scientific and Technological Researcher, and of the Research and Development Support Staff. It will also establish the rules of admission, stay and valuation criteria that will be prior and public, as well as the mechanisms for coordination with university programmes, special programmes of the SECRETARIAT OF UNIVERSITY POLICIES, and the SECRETARIAT OF SCIENCE AND TECHNOLOGY, both of the MINISTERY OF CULTURE and EDUCATION, and programmes of non-governmental organizations.

Art. 26. . Internships are the stipends that are granted for short-term stays in institutes or research centers of the country or abroad with a view to perfecting techniques, acquiring skills or completing scientific or technological work. The NATIONAL COUNCIL of CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) will regulate the scope, quality requirements of applicants and global amount to be assigned annually to this purpose.

Art. 27. . The only institutional mechanisms for the incorporation of scientific and technical staff into the NATIONAL COUNCIL of INVESTIGATIONS AND TECHNICAL (CONICET) are those provided for in Act No. 20,464.

Art. 28. El Support staff entering the Career from the date on, will be affected exclusively to tasks led by members of the Race of the Scientific and Technological Researcher in Executing Units of the NATIONAL COUNCIL of CIENTIFIC INVESTIGATIONS and TECHNICALS (CONICET), own or in agreement with third parties.

Art. 29. ). Subsidies are provided for scientific and technological research projects, and for the operation of the Institutes, Centers and Laboratories (Automatic Units) of the NATIONAL COUNCIL OF CIENTIFIC INVESTIGATIONS AND TECHNICALS (CONICET). The Board will determine the amounts to be affected by fiscal year, which may not compromise automatic budgetary increases for subsequent financial periods. Based on budget availability, the Board will determine the amount to be affected, and will regulate the conditions and obligations in each case, as well as the quality and efficiency patterns that will be required, which will be public and made known in advance of the call to contest.

Art. 30. El The grant-giving regime should be the subject of an operational manual describing the form of implementation of the funds, the control and surrender mechanisms, within the framework of the financial administration regime established by Act No. 24.156 and complementary standards, and should be guided according to the following criteria:

(a) Be oriented primarily to initiatives involving researchers in the career of the Scientific and Technological Researcher of the NATIONAL COUNCIL OF CIENTIFIC INVESTIGATIONS AND TECHNICALS (CONICET).

(b) The initiatives promoted by groups that do not belong to executing units of the NATIONAL COUNCIL OF CIENTIFIC INVESTIGATIONS AND TECHNICAL INVESTIGATIONS (CONICET), or have researchers in the Career of the Technological Scientific Researcher, should be co-financed.

(c) The financing of initiatives for groups belonging to executing units of the NATIONAL COUNCIL OF CIENTIFIC INVESTIGATIONS AND TECHNICALS (CONICET) will be channelled through the Directorate of the Executing Unit.

(d) Subsidies may not be used to hire staff. Subsidies for financing capital expenditures may not be allocated to current expenses. (Replaced by art. 1 Decree No. 810/2014 B.O. 12/6/2014. Vigilance: from the date of delivery)

(e) Information relating to the resources granted should be public.

Art. 31. . The NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) will determine the minimum requirements for the existence of executing units (Institutes, Centers or Laboratories), as appropriate, those that will contemplate the minimum number of researchers, support staff and research lines as appropriate and the appropriate adequacy of the Directorate. In the case of Executing Units in association with third parties, associative agreements should provide for an equitable participation of the parties in respect of the basic operating expenses of the Units.

The Programs do not constitute Executing Units and are instruments for the promotion of scientific-technological activity that do not have significant infrastructure of their own and allow for a specific research objective. Its duration is limited to the object of its creation.

Art. 32. . The Executing Units will have a Director appointed by public and open contest, who will chair a Board of Directors composed of the senior investigators of the Unit, chosen by the staff of the Unit, a career representative of the Research and Development Support Staff (CPA) and another of the fellows, chosen by the latter two by their peers. The Director shall exercise the representation of the Unit and shall be responsible for the administration of the economic resources he receives, in accordance with the financial administration regime of Law No. 24,156 and supplementary rules, acting on behalf and order of the NATIONAL COUNCIL of CIENTIFICAL AND TECHNICAL INVESTIGATIONS (CONICET). The Board of Directors will determine the overall working priorities and guidelines for operation and designate a syndic among its members. The Board of Directors of the NATIONAL COUNCIL of CIENTIFICAL AND TECHNICAL INVESTIGATIONS (CONICET) may designate representatives to participate in the meetings of the Board of Directors of the different executing units in order to make direct contact with the matters that are of the greatest interest of them.

Art. 33. . The creation of new executing units will require the favorable vote of at least two thirds of the Board members and, if approved, special attention should be paid to the fact that the new Unit is created in association with another institution(s) that shares with the NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET), the operating expenses in comparable terms.

PART V: OF THE EVALUATION OF ACTIVITIES OF THE NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET)

Art. 34. . The Directory will establish the quality assessment systems of the different assessment objects, namely, research projects, subsidy orders, members of the careers of the Scientific and Technological Researcher, and the Research and Development Support Staff, fellows, centres, institutes and programmes, and the management of the Agency itself.

Art. 35. Los The evaluation criteria will contemplate the specificities of scientific activities and technological activities, as well as the characteristics of each area of knowledge, maintaining in all cases quality as a priority objective of them.

In particular, the NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET), should take into account that the evaluation of technological research projects requires in addition to the analysis of intrinsic technical quality, an economic assessment and identification of the effective interest of the recipients (users). In turn, it should take into account that the assessment of scientific and technological researchers involves considering the different logics and practices of work and ways of presenting and evaluating results and impacts other than scientific work and technological work.

The evaluation of the projects and of the scientific-technological staff will be based on the peer opinion, understanding by them to national or foreign persons of recognized scientific and/or technological background that will be issued on quality and merits, without prejudice to other instances. The evaluation of executing units will also involve peers, specialists in scientific and technological management and, where appropriate, experts in the production of goods and services sector.

PART VI: TRANSITORY PROVISIONS

Art. 36. . The period of SCIENTA (180) working days for the normalization of the NATIONAL COUNCIL OF CIENTIFIC INVESTIGATIONS AND TECHNICAL INVESTIGATIONS (CONICET), established by article 1 of Decree No. 747/96, is amended by the time limit of NOVENTA (90) working days from the publication of this decree.

Art. 37. . For the integration of the first Directory, the lists of voters referred to in article 5, paragraph (a), and 9°, shall be composed of all the members of the career of the Scientific and Technological Researcher who have as such the date of publication of this Decree.

Art. 38. . They will be candidates for the terrestrials referred to in article 5, paragraph (a), the members of the Scientific and Technological Researcher in the categories of Superior and Principal and those nominated by the National Academys, Scientific and Technological Agencies and Scientific Societies to determine Intervention.

Art. 39. . Candidates nominated by National Academys, Scientific and Technological Agencies and Scientific Societies must comply with the conditions required to be a Senior or Principal Researcher in the Career of the Scientific and Technological Researcher and the nomination must be accompanied by a description of the merits of the candidates who endorse these conditions. The fulfillment of these conditions will be considered by a jury consisting of Senior Researchers in the Career of the Scientific and Technological Researcher, whose opinion will be inapplicable.

Art. 40.- For the integration of the first Directory, the entities referred to in Article 5, paragraph (c) shall be invited: the General Confederation of Industry, Argentine Council of Industry and the Argentine Industrial Union.

Art. 41. . For the integration of the first Directory the entities referred to in Article 5°, subparagraph (d) will be invited: the Argentine Rural Confederations, CONINAGRO, the Argentine Agrarian Federation and the Argentine Rural Society.

Art. 42. . As the first Directory is established, its members will draw to those who have a mandate for only DOS (2) years. The elected members of the terrestrials specified in article 5 (a) and the elected members of the terrestrials specified in article 5 (b), (c), (d) and (e) shall be drawn independently.

Art. 43. . Within the OCHENTA (180) business days from the commissioning of the first Directory, the NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) must conduct an external evaluation of the executing and programme units under their dependence.

Art. 44. . Based on the criteria and the evaluation referred to in articles 31 and 43, respectively, where appropriate, the Board shall have the closure or merger of the executing units and/or the cancellation of programmes, or the setting of a time limit for their completion, or the conversion of them within a period not exceeding UN (1) year.

Art. 45. . Within the OCHENTA (180) business days from the publication of this decree, the NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) must renegotiate the association agreements with third parties for the operation of the Executing Units, in order to ensure the co-financing of the operating expenses of these Units.

Art. 46. , In the term of DOSCIENTS (200) working days from the start of the first Directory, the Board shall elevate the SECRETARIAT OF SCIENCE AND TECHNOLOGY of the MINISTERY OF CULTURE AND EDUCATION and the UNIT OF REFORM AND MODERNIZATION OF THE STATE of the 45th GABINETE OF MINISTERS, a report on the work of the

Art. 47. In the term of CENTER (180) working days from the commissioning of the first Directory, the NATIONAL COUNCIL of CENTIFICAL AND TECHNICAL INVESTIGATIONS (CONICET) shall undertake a review of the Statute of the Careers of the Scientific and Technological Researcher and of the Research and Development Support Personnel and other complementary standards, raising the SECRETARIAT This review should include, inter alia, the particular requirements and evaluation criteria applicable to the scientific researcher and the technological researcher and the additional wage regime.

Art. 48. . In the term of SESENTA (60) working days from the publication of this decree, the NATIONAL COUNCIL of CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET), shall draw up the operational manual referred to in article 30 and bring it to the SECRETARIAT of SCIENCE and TECHNOLOGY of the MINISTERY of MINISTERIA and EDUCATION,

Art. 49. . Leave without effect the exception contained in article 2 of Decree No. 1091/91, as amended by article 1 of Decree No. 2205/94, and rule 1 and 2 of the latter rule.

Art. 50. . The NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) will adopt the precautions in order to initiate the procedures for obtaining the retirement benefit, the agents whose ages are covered by the general predictive regime established by the Nros Laws. 24,2441 and 24,463, and complementary standards, with the exception set out in article 20 of Act No. 20,464.

Art. 51. . The staff of the career of the Scientific and Technological Researcher included in the previous article, as they retire, and as long as they wish to continue to carry out research activities, may be recruited under article 49 of Law No. 20.464 with a retribution that will not be able to overcome the difference between the gross amount of retirement and the gross retribution of the category in which they reviewed. In such a case you will be considered as an active member of the Race.

Art. 52. . The Board of Directors of the NATIONAL COUNCIL of CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) may issue the regulatory provisions that may be necessary to establish, in the case provided for in the previous article, the amount that in each case corresponds to the benefit to be awarded, which must be linked to the time-honour of its provision.

Art. 53. El The NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) will dictate the complementary and clarification necessary for the implementation of this decree.

Art. 54. . Default of Decree-Law 1291/58 and its amendments and supplements.
