COOPERATIVAS AND MUTUALS Decree 1591/96 Approve the "Annual Programme of Cooperative and Mutual Action" for the year 1996.

VISTO Decree 420 of 15 April 1996 and

CONSIDERING:

That the aforementioned decree created the NATIONAL INSTITUTE OF COOPERATTIVE ACTION And MUTUAL, to which he was assigned the fulfillment of the objectives and the responsibility of the implementation of the provisions of the Nros Laws. 19.331, 20.321, 20.337, 23.427 and 23.566.

As provided for in article 9 of the decree in question, it is up to the NATIONAL EXECUTIVE PODER the Annual Programme of Cooperative and Mutual Action for the year 1996.

It should contain policies, objectives and actions aimed at the development and consolidation of existing and/or training cooperatives and mutual funds throughout the National Territory, and the Financial Assistance Plan for Cooperatives and Mutuals, through the use of the Institute ' s genuine resources.

In order to implement assistance to cooperative and mutual associations, the Institute has the resources from the Fund for Cooperative Education and Promotion created by Law No. 23,427, the contribution of partners of mutual entities established by Article 9 of Law No. 20,321 and its amendment and the other resources provided for by the Institute in the General Budget of the National Administration for the year 1996.

It is of the interest of the NATIONAL EXECUTIVE PODER that both cooperative and mutual action take place throughout the country, in order to enable the growth of economic and labour activity following the fundamental objective of full employment in regional economies, as well as in all other productive activities.

In order to be able to better meet the different requirements of the cooperative and mutual sectors and of the community, we will work in CINCO (5) regions defined according to their socio-economic characteristics.

That the present act is determined by virtue of the powers conferred by article 99, paragraph 1 of the NATIONAL CONSTITUTION.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

Article 1 . Approved the "ANNUAL PROGRAMME OF COOPERATION AND MUTUAL ACTION" for the year 1996, which as Annex I forms an integral part of the present.

Art. 2o Las The erogations emerging from the fulfillment of the present, will be funded by the resources from the Fund for Cooperative Education and Promotion, the contribution of the partners of mutual associations and other resources provided for the NATIONAL INSTITUTE OF COOPERATTIVE ACTION And MUTUAL in the General Budget of the National Administration for the year 1996.

Annex I

ANNUAL PROGRAMME OF COOPERATION AND MUTUAL ACTION

OBJECTIVES:

Internal organization of the Institute, physical, functional, administrative and operational with a criterion of efficiency, effectiveness and economy in order to optimize the results.

Promote the formation and consolidation of cooperative and mutual associations.

POLITICS AND ACTIONS:

Adaptation edilicia, functional, administrative, computer and operational of the National Institutes of Cooperative and Mutual Action.

Unify the applicable regulations in order to promote the integration of the cooperative and mutual system in such a way as to optimize the implementation of social policies through these associations of solidarity economy.

Conduct a census of cooperative and mutual entities with the aim of updating the pattern and obtaining classified information based on economic, regional and sectoral parameters.

Generate the grouping of small producers into cooperative associations within the framework of development of regional economies, with the implementation of technical and financial assistance through the allocation of loans and subsidies for the organizational and equipment costs necessary for the initial operation.

To encourage the integration of the cooperative and mutual system in order to optimize the implementation of social policies by strengthening cooperative entities with programmes of productive conversion and employment generation and mutual entities by establishing a programmatic line linked to the provision of services in a condition of efficiency to their affiliates.

Access national and international funding programmes and/or mechanisms through agreements to hold banking and financial entities, as well as national and international non-profit foundations and associations.

Develop an education program to encourage the formation of cooperatives and mutuals, and provide those who are in operation with the tools necessary to efficiently complete their objective.

Promote courses, congresses, seminars, fairs, exhibitions and other activities related to the interests of the cooperative and mutual sector.

FINANCIAL ASSISTANCE PLAN:

The Institute has implemented through the Promotion of Cooperatives and Mutuals, Technical and Financial Assistance, the latter includes the Loans and Subsidies Regime, which is primarily aimed at projects whose ultimate goal is to:

1 - Improve the quality of life of partners and/or community in general.

2 - Protection of the health of the population.

3 - Decrease the housing deficit allowing the root of the inhabitants in their populations of origin.

4 - Develop education programmes to encourage the formation of cooperatives and mutuals.

5 - The conduct of courses, congresses, seminars and all other activities related to the interests of the cooperative and mutual sectors.

6 - Strengthening School Cooperatives by assisting them in their training and functioning.

7 - Recovery of mutuals and cooperatives in crisis.

8 - Reconversion of cooperatives and mutuals to improve the quality and efficiency of services.

9 - Promotion of the development of regional economies aimed at obtaining new markets or expanding existing ones.

10 - Generate new jobs.

11 - The incorporation of new technology to improve their production levels and the quality of services.

BENEFITS:

Cooperative and mutual entities and other public good entities may be beneficiaries of financial assistance to finance projects aimed at the above described and national, provincial or municipal agencies whose activity is directly linked to cooperative and mutual action.

CONDITIONS AND MODALITIES OF FINANCIAL ASSISTANCE:

Through internal regulation, the Institute shall determine the requirements for applications, timelines and other characteristics of assessed contributions, where the reimbursement of assistance is appropriate, as well as the guarantees and insurances to be made in the case of loans.

MONTH OF ASSISTANCE:

The amount of funds to be awarded as loans and/or subsidies for each project presented will vary depending on the characteristics and size of the project.

OPERATIONALITY:

In order to be able to better meet the various requirements of the cooperative and mutual sectors and of the community, five regions defined according to their socio-economic characteristics will be worked, thus maintaining a more efficient and economical communication with the provincial authorities in order to work in a coordinated manner and to improve the utilization of resources and more effective, efficient and cost-effective management.

A coordinator will be highlighted in each region that will be required to carry out a survey of the problems of cooperatives and mutuals and the unsatisfied needs of the community, the types of existing productive associations and the programmes implemented by the provincial bodies related to the problem in question.

Assessed by this survey will be advised on the Institute ' s programmes to be implemented in order to optimize results, the focal points will be responsible for monitoring the programmes implemented and for pre-evaluating requests for financial assistance.

All this management will be accompanied by the technical assistance and training necessary to maximize the results of the programs implemented.
