VISTO Law No. 24,629 and Decrees No. 747, 928 and 1207 dated 8 July, 8 August and 24 October 1996, respectively, and

CONSIDERING:

It is appropriate to move forward in the process of transforming the NATIONAL COUNCIL of CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET), initiated by the decree No. 747/96 and in the framework of the Second State Reform, which aims to reorganize it, including its decentralized entities, in order to achieve greater efficiency, effectiveness and transparency in management.

That, in accordance with article 4 of Decree No. 1207/96, it is appropriate to approve the openings lower than the managerial positions established for the NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET).

It also includes a modification to the provisions of Decree No. 1207/96, while it has been considered more appropriate to shift the legal advisory function within the field of the Management of Operative Management to that of the Legal Counsel, which, at the same time, incorporates under its dependence the responsibility to carry out and/or supervise the administrative summaries and the tasks of dispatch.

Staff of the NATIONAL COUNCIL And TECHNIQUES had been performing at the SECRETARIAT of Science and Technology (SCyT), as an adscript.

That of the analysis of the functional needs of the NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) and the SECRETARIAT OF SCIENCE And TECHNOLOGY, it is convenient to transfer a part of the staff of the NATIONAL COUNCIL of CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) to the aforementioned Secretariat.

That the present measure is made in the use of the powers conferred by article 99 (1) of the NATIONAL CONSTITUTION and Act No. 24.629.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1 . Replace Annex I to Decree No. 1207/96 with the organigram described as Annex to this Article.

Art. 2o s Amend Annex II to Decree No. 1207/96, in the portion of the OPERATIVE GERENCE and incorporate into it the Primary Responsibility and Actions for LEGAL ASESORIA, in accordance with the detail in the tables annexed to this article

Art. 3o . Approve the lower openings of the organizational structure of the NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) approved by Decree No. 1207 of 24 October 1996, in accordance with the Body, Primary Responsibility and Actions and Permanent Plant, which as Annexes I, II and III form part of this decree.

Art. 4o . Transfer from the NATIONAL COUNCIL of CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) to the scope of the MINISTERY OF CULTURE AND EDUCATION, SECRETARIAN OF CCIENCE AND TECHNOLOGY (SCyT), the staff of the scalpel approved by Law No. 20.464, whose detail works as Annex IV, with the corresponding budgetary provisions. In the period of NOVENTA (90) days from the publication of the present, such staff will be re-encased in the scale approved by Decree No. 993 dated 27 May 1991 (t. or 1995) .SISTEMA NACIONAL DE LA PROFESION ADMINISTRATIVA), (SINAPA), within the existing budgetary limits.

Art. 5o . Transfer from the NATIONAL COUNCIL of CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) to the scope of the MINISTERY of CULTURE and EDUCATION, SECRETARIAT of Science and TECHNOLOGY (SCyT), the staff of the scale approved by Decree No. 993/91 (t. 1995)

Art. 6th . Transfer from the NATIONAL COUNCIL of CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) to the scope of the MINISTERY OF CULTURE AND EDUCATION, the staff of the scale of Decree No. 993/91 (t. 1995) NSISTEMA NACIONAL DE LA PROFESION ADMINISTRATIVA), (SINAPA), whose current level of credits as Annex VI.

Art. 7o UN In the period of SESENTA (60) days from this decree, the Interventor of the NATIONAL COUNCIL of CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) shall submit to the MINISTERY of CULTURE and EDUCATION, for its approval, the proposal of organizational structure of the openings inferior to those that are approved at the present time, in accordance with the date of 15 Please provide to Mr.Interventor of the NATIONAL COUNCIL of CIENTIFICAL AND TECHNICAL INVESTIGATIONS (CONICET), to designate on an interim basis and until the examinations for the staff that will be held by the organizational units established by this decree are made, for a maximum period of CENTO OCHENTA (180) days.

Annex to Article 2

OPERATIONAL GESTION

PRIMARY RESPONSIBILITY

Proceed to the organization, counter, registration and execution of acts related to the .financial, heritage and human resources patri operating system.

ACTION

Develop criteria and procedures for financial and human resources management.

Supervising all the financial accounting activities of personnel and property, which are owned by the agency.

Intervene in the formulation of the annual budget proposal, its modifications, adjustments and implementation.

Coordinate and monitor everything related to procurement and contracting of goods and services.

Coordinate the action regarding direct real investment projects.

Ensuring compliance with acts relating to staff, investigators, technicians and fellows linked to the activities of the agency.

LEGAL ASESORIA

PRIMARY RESPONSIBILITY

To provide legal advice and assistance to the NATIONAL COUNCIL of CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET), to exercise its representation in any legal action that competes it, administrative remedies, administrative summary substances and to carry out the management and coordination of administrative procedures.

ACTION

To provide legal advice and assistance to the NATIONAL COUNCIL for CENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET).

To exercise the representation of the NATIONAL COUNCIL of CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET) in any legal action that competes you.

Substantial administrative remedies against acts emanating from the NATIONAL COUNCIL of CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET).

To advise the Board on the preparation of regulations, contracts or other legal instruments to which the NATIONAL COUNCIL for CIENTIFIC INVESTIGATIONS and TECHNICAL INVESTIGATIONS (CONICET) is a party.

Administrative summary substances or supervision of adhoc summarists in all cases required by law.

Order and coordinate the processing of administrative records.

Classify, register, caratular, record and distribute the documentation received, controlling your destination.

Understand the management of signature, registration, protocol and distribution of Board resolutions.

SUBGERENCE FOR SCIENTIFIC AND TECHNOLOGICAL DEVELOPMENT

PRIMARY RESPONSIBILITY

Intervene in the creation, support, supervision and counter-reference of the executing units of the NATIONAL COUNCIL of CIENTIFICAL INVESTIGATIONS and TECHNICAL INVESTIGATIONS (CONICET).

ACTION

Supervising the management and administration of the executing units.

Analyze and propose the annual operating budget of the Executing Units and participate in the Comptroller of their execution.

Understand the collection of information on the activities of executing units for the purpose of their evaluation.

Intervene in the negotiation of inter-jurisdictional agreements concerning executing units.

Intervene in the creation, closure and merger of the executing units.

Understand the scientific-technological linkage of the Executing Units with the socio-productive system.

CENTIFIC AND TECHNOLOGICAL DEVELOPMENT

SUBGERENCE OF CIENTIFICO-TECNOLOGICAL FOMENT

PRIMARY RESPONSIBILITY

Understand in the promotion of scientific and technological projects, in the admission and promotion of the career staff of the Scientific and Technological Researcher and in that of the Research and Development Support Staff, in the allocation of grants and the granting of scholarships.

ACTION

Understand the promotion of scientific and technological research projects.

Intervene in the processing of requests for grants and credits.

Understand everything concerning international conventions, in what it does to its specific competence.

Understand the processing of applications for admission and promotion of the careers of the Scientific and Technological Researcher and the Research and Development Support Staff.

Understand the award of scholarships.

Understand the regular collection of information on scientific and fellow staff, for the evaluation of their work by the Evaluation and Accreditation Management.

EVALUATION GERENCE AND SUBGERENCE OF EVALUATION OF BASIC SCIENCES, APPLICED AND TECHNOLOGICAL

PRIMARY RESPONSIBILITY

Maintain and update mechanisms with appropriate modalities for the evaluation and management control of activities for the promotion and implementation of Basic, Applied and Technological Sciences.

ACTION

Create and maintain the appropriate infrastructure to ensure that the mechanisms for evaluating scientific and technological activity leading to quality, merit and relevance are strict, rigorous and transparent.

Ensure the maintenance of the necessary confidentiality in the evaluation process.

Intervene in the programming, organization, preparation of calendars, calls of Couples and Advisory Commissions and preparation of dispatches, required in the evaluation process of promotional objects: Scholarships, Career of the Scientific and Technological Researcher, Projects and everything that the Board considers appropriate to meet its objectives.

Intervene in the programming and convening of Special Commissions, including prestigious scientists and technologists with experience in science and technology management, for the evaluation of the Executing Units.

Establish the interrelationship between the various administrative areas of the agency for the purpose of managing the evaluation processes of scientific and technical activity.

OPERATIONAL GESTION SUBGERENCE AND BUDGET CONTROL

PRIMARY RESPONSIBILITY

Understand budgetary programming and accounting, the movement of funds and accountability and subsidies.

ACTION

Develop and track the annual budget, adjustments, quota control and implementation.

Develop and execute budget accounting.

To safeguard and control the values and money in the possession of the NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET), to carry out the movement of values and funds of the agency and its bank accounts, as required and previously accounted and reconciled.

Control and issue the opinion on the surrender of funds to third parties or staff, whether as grants or as advances.

GERENCE OF GENERAL ADMINISTRATIVE SERVICES

PRIMARY RESPONSIBILITY

Understand the accounting and registration of the NATIONAL COUNCIL for CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET), the administration of staff, supplies and maintenance of the facilities of the agency.

ACTION

Develop the reports required by Decree No. 928 of 8 August 1996 to develop the memory and state of state of property and results of the NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET), to develop and record the movements of funds and patrimony of the agency, conciliating monthly with budgetary accounting.

Execute the liquidation of assets and staff stipends.

To take care of the income and preparation of the single legajo.

Control the assistance of staff and the effective provision of services and conduct the payment of taxes to staff.

Perform acquisitions of goods, including imports.

To execute the tasks of maintenance, the deposit of administrative and operational inputs, the administration of the printing press, the care of the public and the switch and, in general, the security of the building.
