VISTO Act No. 24.449, Decree No. 779 of 20 November 1995 and its amendments. and

CONSIDERING:

That article 34, paragraph 15, of the General Regulation of Law No. 24,449 of Transit and Road Safety adopted by Decree No. 779/95 established that "Each Jurisdictional Authority shall, in accordance with its priorities, provide the necessary actions to put the Obligatory Technical Revision System (RTO) in operation".

That in most of the provincial jurisdictions that have acceded to Law No. 24,449 the process of implementation of the Compulsory Technical Review System subject to local jurisdiction has not been completed to date.

It is therefore appropriate to arbitrate the necessary measures to enable the enforcement of legal provisions by users of the public road, and also to ensure that it is uniform and simultaneous throughout the national territory.

That the present measure is in use of the powers conferred by article 99, paragraph 2 of the National Constitution.

RIGHT:

Article 1 . Amend Article 34, paragraph 1, of the General Regulations of Law No. 24,449 of Transit and Road Safety adopted by Decree No. 779/95, which shall be drafted as follows: "ARTICULO 34.-1. All vehicles that integrate the categories L, M, N and O provided for and defined in Article 28 of this Regulation, starting from 1 July 1997, in order to be able to circulate by the public road they must have approved the Technical Compulsory Review (RTO) and may be submitted, in addition, to a Quick and Random Review (RRA) (to the vera of the road), which implements the corresponding Jurisdictional Authority, which will give record of this. Art. 2o El The Federal Road Safety Council will take the actions it deems necessary to coordinate the implementation of the Compulsory Technical Review System (RTO) throughout the national territory.
