GABINETE JEFATURA OF MINISTERS Decree 387/97 National Advisory Commission for the Integration of Persons with Disabilities. Amendment of Decree No. 984/92. Bs. As., 29/4/97

VISTO Expediente No. 2590/96 of the registration of the MINISTERS GABINETE JEFATURA and the

Decrees Nros. 984 of 18 June 1992 and 129 of 19 July 1995 and

CONSIDERING:

That the decree quoted in the first place approved the organizational structure of the NATIONAL ADVISORY COMMISSION FOR INTEGRATION OF DISCAPACTED PERSONS, which currently operates within the scope of the MINISTERS GABINETE JEFATURA.

That according to the provisions of articles 5 and 6 of the aforementioned Decree No. 984/92, the President of the Agency, with rank and hierarchy of Registrar already assigned by the second of the aforementioned articles, is assisted by a Board composed of CINCO (5) Directors of staff outside the level, with remuneration equivalent to that of Level A Grade I of the regime established by Decree No. 993 of 27 May 1991 (t. 1995).

That the membership of the NATIONAL ADVISORY COMMITTEE FOR INTEGRATION OF PERSONS DLSCAPACTED TO the MINISTRA GABINETE JEFUL, prepared by article 4 of Decree No. 129/95 and the experience gained, have demonstrated the need to redefine the Directory of that agency, in order to accentuate and harmonize its dimensions with a modern management.

That managers perform highly unique professional functions for the formulation of specific policies, plans and courses of action for the sector, which, for their particularity, requires fundamentally specialized training, in addition to that of a general nature.

In that regard, it was necessary to strengthen the mechanisms included in the system, reducing, however, the composition of the Board.

That the UNITY OF REFORM AND MODERNIZATION OF THE STATE AND THE SECRETARY TECHNICAL COMMISSION OF THE SECTOR PUBLICO have taken the intervention they have had.

That the present measure is in exercise of the emerging powers of article 99, paragraph 1 of the NATIONAL CONSTITUTION and article 51 of Act No. 24,764.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1-Replace the texts of articles 5 and 6 of Decree No. 984 of 18 June 1992 with the following:

"ARTICULO 5°-The NATIONAL ADVISORY COMMITTEE FOR INTEGRATION OF DISCAPACTED PERSONS, will be led and managed by a President, who will be assisted by a Board composed of THREE (3) Directors and a Secretary General. The President shall be appointed by the NATIONAL EXECUTIVE PODER and the Directors and the Secretary-General by Mr. JEFE DE GABINETE DE MINISTROS, on the proposal of the Chairman of the National Advisory Commission. Regardless of this, please inform the President of the National Commission to designate directors on an ad-honorem basis when he deems it necessary for the best performance of his duties."

"ARTICULUM 6- The Chairman of the NATIONAL ADVISORY COMMISSION FOR INTEGRATION OF DISCAPACTED PERSONS shall perform with rank and hierarchy equivalent to that of the Ministerial Secretaries and the Directors and the Secretary-General as outside staff. The Directors ' salaries will be equivalent to those corresponding to Level A - Grade 8 and those of the Secretary-General to Level A - Grade 1 of the National System of Administrative Profession. (Decree No. 993 dated 27 May 1991- t.o.1995)

Art. 2°-The functions and duties of the SECRETARY-GENERAL shall be:

1. Assist the Chairman of the NATIONAL ADVISORY COMMITTEE FOR INTEGRATION OF DISCAPACTED PERSONS in the care of relations with the dependent Directorates: the SUBSECRETARIA DE ADMINISTRATION OF THE JEFATURA DE GABINETE DE MINISTROS.

2. Control management related to the relay, interpretation, registration and follow-up of documentation entered by the National Advisory Commission.

3. Coordinate tasks related to the organization of the archives of the National Advisory Commission.

Art. 3°-Modify the administrative distribution of the Administration Budget

National for the Exercise 1997-Human Resources-Jurisdiction 25 - JEFATURA DE GABINETE DE MINISTROS, in accordance with the detail in the table that, as Annex I, is an integral part of this decree.
