Please note that P. E. N. will allocate an amount to the approval of industrial projects in the area of Plaza Huincul - Cutral - Co, which will benefit from the agricultural activities included in the last paragraph of Article 36 of Law No. 24,764.

VISTO the serious crisis caused by unemployment in the localities of PLAZA HUINCUL and CUTRAL-CO, DEPARTAMENT CONFLUENCE OF THE PROVINCIA OF NEUQUEN, and

CONSIDERING:

In order to solve the crisis, it is necessary to implement special fiscal measures that allow the establishment of new industries and the strengthening of existing ones.

That the measures that are implemented must pursue as a priority objective the recruitment of labour to a significant measure, resulting in the industrial sector the most appropriate for these purposes.

That the adoption of these measures should also be of such a nature that they do not alter the budgetary balance of the current year.

That the last paragraph of article 36 of Act No. 24,764 empowers the NATIONAL EXECUTIVE POWER to adopt non-industrial promotion projects in different provinces of the country for the purpose of which a limit quota of PESOS CINCO MILLONES ($ 5,000.000).

In view of the need to reconcile the solutions required by the above-mentioned crisis with the maintenance of the budget guidelines, a reallocation of the limiting quota set out in the last paragraph of article 36 of the National Budget Act is encouraged.

That the General Directorate of Humanitarian Affairs of the MINISTERY OF ECONOMY AND ARTWS AND SERVICES PUBLICOS has taken the intervention that belongs to him.

In the case, the normal procedure for sanctioning and enacting the laws provided for by the NATIONAL CONSTITUTION cannot be expected in order to implement the proposed measure.

That the present decree is issued in the General Agreement of MINISTERS and in the use of the powers conferred by article 99, paragraph 3 of the NATIONAL CONSTITUTION.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION IN GENERAL AGREEMENT OF MINISTERS

RIGHT:

Article 1-The NATIONAL EXECUTIVE POSSIBLE shall assign the limit quota of MILLION CINCO PESOS ($ 5,000.000.-) referred to in the last paragraph of Article 36 of Law No. 24.764, the amount of PESOS A MILLON ($ 1,000.000.-) to the approval of industrial projects in the area of HUINCUL CUTRAL-CO PLACE, DEPARTMENT

Art. 2°-Note the HONORABLE CONGRESS OF NATION by virtue of the provisions.
