Decree 427/97

The Foreign Office of the Embassy in the Federal Republic of Germany, based in Berlin, is to be replaced by the General Consulate.

VISTO the proposal made by the Ministry of Foreign Affairs, International Trade and CULTO, and

CONSIDERING:

That the Ministry of Foreign Affairs, INTERNATIONAL TRADE And CULTO has pointed out the convenience of having an External Office of the Embassy of the Republic in the FEDERAL REPUBLIC OF ALEMANIA based in the city of Berlin, replacing the Consulate General of the Republic based in that city.

That the aforementioned External Office shall have, among others, consular, cultural and commercial functions.

At the moment there are many countries that have these external offices of their respective Embassies, based in the city of Berlin, recognizing in this way the treatment to be received by the capital of a State.

Therefore, it is appropriate to have beforehand the closure of the Consulate General of the Republic in the city of Berlin, FEDERAL REPUBLIC OF ALEMANIA.

That the opening of the External Office of the Argentine Embassy in the FEDERAL REPUBLIC OF ALEMANIA will not incur extraordinary expenses and for its operation will demand a budgetary level similar to that which currently corresponds to the General Consulate of the Republic in the city of Berlin.

The consent of the receiving State, provided for in article 12 of the Vienna Convention on Diplomatic Relations, for the establishment of the External Office of the Argentine Embassy in the FEDERAL REPUBLIC OF ALEMANIA based in the city of Berlin.

The consent of the receiving State, provided for in articles 4 and 70 of the Vienna Convention on Consular Relations, with regard to the establishment of consular offices and the exercise of consular functions by diplomatic missions.

That the enforceable power is empowered to dictate this measure under article 99, paragraph 1 of the NATIONAL CONSTITUTION.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1-Dispose the closure of the Consulate General of the Republic in the city of Berlin, FEDERAL REPUBLIC OF ALEMANIA.

Art. 2°-The External Office of the Embassy of the Republic at the FEDERAL REPUBLIC OF ALEMANIA, which is based in the city of Berlin, will be established.

Art. 3°-In addition to the Office established by the previous article, the consular constituency of the Consular Representation whose closure is provided for in article 1 of the present measure.

Art. 4°-MINISTERY OF EXTERNAL RELATIONS, INTERNATIONAL TRADE And CULTO to comply with the provisions of this Decree with the necessary administrative measures.

Art. 5°-Expenditures for compliance with the provisions of the preceding articles shall be met from the provisions of the budget of the Ministry of Foreign Affairs, INTERNATIONAL TRADE and CULTO.
