Approve the organizational structure of the Secretariat of the Third Age.

VISTO Decree No. 660 of 24 June 1996 and

CONSIDERING:

That the theme of the Third Age is considered a priority in the policy of the NATIONAL GOVERNMENT.

In this regard, it is necessary to establish an area with direct dependence on the CHAIRMAN OF NATION, to strategically establish the guidelines and priorities for the design of policies and programmes in this area.

That Annex I of Decree No. 660/96 approves the organigram of application in the Centralized National Administration, and should, on the basis of the above, be incorporated into the SECRETARIAT OF THE THIRD EDAD within the scope of the NATIONAL PRESIDENCE.

That the UNITY OF REFORM AND MODERNIZATION OF THE STATE OF MINISTERS' GABINETE JEFATURA has taken the intervention that it is incumbent upon it to be favorablely expiated.

That the present measure is in exercise of the emerging powers of article 99, paragraph 1, of the National Constitution and article 15 of Act No. 24,764.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION IN GENERAL AGREEMENT OF MINISTERS

RIGHT:

Article 1Modify Annex I to Decree No. 660/96 and its amendments to the NATION PRESIDENCE part by incorporating the SECRETARIAT OF THE THIRD EDAD.

Art. 2o.-Approve the organizational structure of the SECRETARIAT OF THE THIRD EDAD OF THE NATIONAL PRESIDENCE, in accordance with the Body, Objectives, Primary Responsibility and Actions, which as Annexes I and II form an integral part of this decree.

Art. 3°-La GENERAL SECRETARY of the DE LA NATION would provide its support to the Secretariat established by article 1 in respect of the management of human and material resources.

Art. 4o.-Consider the FEDERAL COUNCIL of MAJORS, within the jurisdiction of the SECRETARIAT for SOCIAL DEVELOPMENT of the PRESIDENCE OF NATION, in order to institutionalize the collaboration and participation of provincial governments and representative organizations of the elderly, in the planning, implementation and control of social programmes aimed at this sector of the population. The Presidency of the aforementioned Council shall be headed by Mr. Secretary of Social Development of the Presidency of the Nation.

Art. 5°-Commend Mr. President of the FEDERAL COUNCIL of MAJORS, that within a maximum period of SESENTA (60) days from this decree, he agrees with the provincial governments and the representative organizations of the elderly, the structure of the Council, its operating rules and the eligibility criteria of the entities that will integrate him.

Art. 6°-The Secretary of the Third Age shall refer to the MINISTERS GABINETE JEFATURA within a period of SESENTA (60) days from its designation, a proposal with operational requirements, to be included in the budget forecasts for the Exercise 1998.

Art. 7°-The emerging costs of the operation of the SECRETARIAT OF THE THIRD EDAD during the year 1997 will be met from the budget line for the SECRETARY-GENERAL OF THE NATIONAL PRESIDENCE.

Art. 8°-The emerging costs of the operation of the FEDERAL COUNCIL of the MAYORs established through Article 4 of the present, shall be met from the budget line for the SECRETARIAT for SOCIAL DEVELOPMENT of the NATIONAL PRESIDENCE.

Art. 9°-Modify the Administrative Distribution of the Budget of the National Administration - Human Resources of the Jurisdiction 20.01. of the NATIONAL PRESIDENCE, according to table annexed to this article.

Annex II

- Assist and advise the President of the Nation on the definition of strategic guidelines and priorities for policies and programmes relating to the Third Age.

- Coordinate with areas with competence in the field, government and non-governmental, the implementation of policies and programmes of the Third Age.

- To advise the President of the Nation in assessing the implementation of such policies and programmes.

NATIONAL DIRECTION OF POLITICS FOR THE THIRD EDAD

PRIMARY RESPONSIBILITY

Assist the Secretary in the definition of programmatic priorities and guidelines for the Third Age.

Develop and maintain consolidated information on policies, programmes and projects related to the theme of the Third Age.

ACTION

1.- Assist the Secretary in coordinating tasks with government and non-governmental agencies linked to the issue of the Third Age.

2.- Design and manage information on programmes and projects in implementation relating to the Old Ages.

3.- Evaluate the implementation of policies and programmes.

GENERAL DIRECTION OF LEGAL MATTERS

PRIMARY RESPONSIBILITY

To represent and advise on all matters of a legal nature within the competence of the Secretary and to instruct the corresponding summaries.

ACTION

1.- Execute the control of legality and legitimacy of administrative acts.

2.- To permanently advise on the legal aspects of the various areas of the Secretariat.

3.- Address activities arising from the submission of resources and issue opinions.

4.- Disclaim the Judicial Offices addressed to the Secretariat and monitor compliance with the prescribed terms and/or drafts of decrees, resolutions and provisions that should be raised for consideration and/or approval by the higher authorities.

5.- Instruction and substance of administrative sums ordering superiority to Secretariat staff.

6.- To represent the Secretariat in the cases to which it is a party.
