Apply the Loan Contract model, to subscribe to the Inter-American Development Bank, for the Youth Productivity and Employability Support Program.

VISTO the model of Loan Contract for the PRODUCTIVITY-BUILDING PROGRAMME DE JOVENES, proposed to be subscribed between the ARGENTINA NATION and the BANCO INTERAMERICAN DEVELOPMENT (IDB), in the amount of up to DOLARES STADOUNIDENS TRESCIENTS SETENTA MILLONES (U$S 370,000), from the resources of the Unimonetary Facility of the Bank's Ordinary Capital, and

CONSIDERING:

That, through the aforementioned Loan Contract, the INTER-AMERICAN DEVELOPMENT BANCO (IDB) commits itself to financially assist the ARGENTINA NATION, in order to enable the implementation of the PRODUCTIVITY-BUILDING PROGRAMME and the EMPLEABILITY of young people.

That the objective of the above-mentioned Programme is to contribute to the increased productivity and employability of young people with limited resources in the short, medium and long term.

It is necessary to promote the retention in the formal education system of young people from low-income households in order to help improve their future employability.

It is also considered relevant to provide labour training for young people with low resources, with low levels of education and in poor working conditions, in order to improve their access to employment.

That the formalization of these purposes requires that the ARGENTINA NATION subscribe to the Loan Contract with the INTER-AMERICAN DEVELOPMENT BANCO (IDB) and all its supplementary documentation.

That the implementation of the Programme and the use of the resources of the financing established by the present Loan Contract shall be carried out by the SECRETARIAT OF EMPLEMENTATION AND LABORAL CAPACITATION OF THE MINISTERY OF WORK AND SOCIAL SECURITY - in respect of the SUBPROGRAMME OF CAPACITATION AND THE LABRAL ORIENTATION - and of the EQUIRY OF PROGRAMME

That the general conditions, interest rates, and other clauses contained in the proposed Loan Contract to be subscribed, are the usual ones adopted in this type of Contracts and are appropriate to the purposes and objectives to which this Loan will be intended.

That the Contract proposed to be subscribed is covered in the terms of Article 60 in fine of the Financial Administration Act No. 24.156, and the National Public Sector Control Systems.

That in accordance with Article 16 of Act No. 11,672, Supplementary Permanent Budget (T.O. 1996), and Article 99, paragraph 1, of the NATIONAL CONSTITUTION, the NATIONAL EXECUTIVE POWER, is empowered to approve this type of operation and subject any disputes to the decision of the Arbitral Tribunals.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1PRODUCT AND EMPLEABILITY OF JOVENS, which consists of SIETE (7) Chapters, VEINTISEIS (26) Clauses, the General Standards Applicable to the Contracts of the INTERAMERICAN BODY

Art. 2o-Please refer to the Minister of Economics and Public Works and Services or to the official or officials designated by him to subscribe on behalf of and representation of the ARGENTINA NATION, the Loan Contract and its additional documentation concerning the model approved by Article 1 of this Decree.

Art. 3o-Please refer to the Minister of Economics and Public Works and Services or to the official or officials designated by him, agree to and subscribe on behalf of the NATION ARGENTINA modifications to the Loan Contract whose model is approved by Article 1 of this Decree, provided that the latter do not constitute substantial changes to the object and destination of the funds or result in an increase in their amount or make changes to the Arbitral Procedure.

Art. 4o-The programme will be implemented by the SECRETARIAT OF WORK AND SECURITY SOCIAL, IN RELATING TO THE SUBPROGRAMME OF CAPACITATION AND LABORAL ORIENTATION, AND TO THE SECRETARIAT OF EDUCATIONAL PROGRAMME AND EVALUATION OF THE MINISTERY OF CULTURE AND EDUCATION, IN RELATING TO THE SUBPROGRAMME OF SCOLAR RETENTIONS AND MEJORY OF THE EDUCATIONAL CAL CALITY

Art. 5o-Authorize the Ministry of Labour and Social Security and the SECRETARY for the EDUCATIONAL PROGRAMME AND ASSESSMENT OF CULTURE And EDUCATION to celebrate by itself or to delegate its performance in the units responsible for the execution of each SUBPROGRAM, contracts for the location of work and/or services with third parties without relation to dependency, legal or administrative, with experts and/or research institutions and with national or foreign training institutions, as well as to acquire the movable goods and/or equipment that are necessary for its implementation, with respect to the respective contracts and acquisitions subject exclusively to the provisions.
