The "permanent" displacement of an Army officer to serve as the Military Attachment to the Embassy in the Republic of Ecuador is approved.

VISTO is informed by the Chief of Staff of the Army, as proposed by the Minister of Defence, and

CONSIDERING:

That by Decree No. 1570 of September 2, 1994, he was appointed by "permanent" commission, from December 17, 1994 and by the term of SETECIENTOS SESENTA (760) days, Colonel de Caballería D. Hugo Juan MOLINARI (M.I. 7.767.237), to serve as Military, Naval and Aeronautical Attachment to the Argentine Embassy in the ECUBLICAER.

That for the purpose of replacing the Colonel of Caballería D. Hugo Juan MOLINARI (M.I. 7.767.237) at the end of his commission, and in order to complete the Annual Programme of Activities and Commissions in the Outside (PAACE - Year 1997), it is necessary to validate the displacement in "permanent" commission, from 17 December 1996 and by the term of SETECIENTOS MilitaresENTAL

That under the change of authorities of the Ministry of Defence and the subsequent reassignment of the Military Attachments, arranged by the Minister of Defence, through Resolution No. 426 of 16 December 1996, it was not possible to complete the normal procedure for such designations.

For the above, it is necessary to regularize the situation of Colonel de Caballería D. Ernesto Luis OSSOLA (M.I. 7.784.195), through the dictation of the corresponding administrative act.

That the proposed measure is determined by virtue of the powers conferred on the NATIONAL EXECUTIVE POWER by Article 99, paragraph 1 of the NATIONAL CONSTITUTION.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1The "permanent" commissioned displacement is validated from 17 December 1996 and by the term of SETECIENTOS SESENTA (760) days, by Colonel de Caballería D. Ernesto Luis OSSOLA (M.I. 7.784.195), to serve as Military Attachment to the Argentine Embassy in the ECUADOR REPUBLIC.

Art. 2o-The costs of transportation (airway - round-trip) carried out by the General MAJOR STATE OF THE EXERCISE (Transportation Direction).

Art. 3o-Appropriate the assignments to the designated Senior Officer, the concepts of compensation for change of destination and the equivalent of the first quarter of the salaries and emoluments corresponding to it, with application of the percentage set out in article 2417 of the Regulation of Title II (Military Personal in Activity) - Chapter IV (Haberes) of the Law for Military Personnel - Law No. 19.101, approved by Decree No. 3294 of the same amended date,

Art. 4o-Appreciate the budgetary charge of the expenses required by the commission on the basis of this Decree, under the specific headings of the Budget of the National Administration for the Exercise 1996 and the provisions for that purpose for the years to come - Jurisdiction 4521 - General MAJOR STATE OF THE EXERCISE.

Art. 5o-The granting of appropriate passports by the NATIONAL DIRECTION OF CEREMONIAL is approved.
