Amend Decree No. 660/96 in the State Department.

VISTO Decrees No. 660 of 24 June 1996 and No. 102 of 31 January 1997.y

CONSIDERING:

That Decree No. 660/96 approved the implementation organigram in the area of NATIONAL PUBLIC ADMINISTRATION to the level of Undersecretaries and the objectives of the approved organizational units.

That Decree No. 102/97 approved the organizational structure of the Ministry of Justice, whereby, among other measures, the objectives assigned to various units at the Secretariat and Undersecretariat level were adapted.

In order to contribute to greater efficiency in achieving the objectives assigned to the Secretariats and Undersecretariats under the Ministry of Justice, it is necessary to make a number of modifications to the said Decree No. 660/96.

Intervention of UNITY OF REFORM AND MODERNIZATION OF THE STATE expiating favorably.

That the present measure is in exercise of the powers conferred by article 99, paragraph 1, of the NATIONAL CONSTITUTION.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1Amend Annex I to Decree No. 660/96 on the approved organigram for the Ministry of Justice in relation to the SECRETARIAT and SUBSECRETARIAT of LEGISLATIVE MATTERS to be referred to as SECRETARIAT AND SUBSECRETARIAT OF TECHNICAL AND LEGISLATIVE MATTERS.

Art. 2o-Modify Annex II to Decree No. 660/96, as approved by Decree No. 102 of 31 January 1997, in the relevant part to the objectives of the SECRETARIAT OF JUSTICE, the SUBSECRETARIAT OF JUSTICE, the former - SECRETARIAT OF LEGISLATIVE MATTERS, the present SECRETARIAT OF TECHNICAL AND LEGISLATIVE MATTERS

Annex to Article 2

SECRETARIAT OF JUSTICE

OBJECTIVES

Assist the Minister of Justice in his relations with the PODER JUDICIAL DE LA NATION and with the MINISTERIO PUBLICO, in his organization and in the improvement of the service of administration of justice, in such a way that they establish the laws, keep the judicial guide updated and carry out studies and reports concerning the legal regime for the preparation of the judicial map of the national and federal justice and the PUBLICO MINISTERIO.

Assist the Minister of Justice in his relations with the Congress of the Nation in matters relating to the subjects of his competence.

Assist the Minister of Justice in coordinating legal, social and community-based programmes, monitoring their functioning.

Assist the Minister of Justice in coordinating national and international legal cooperation activities.

Intervene in the activities relating to the application of the extradition regime; the participation of the Ministry in the field of human rights, the substance of administrative sums in the cases provided for in the existing legal order and the protection of persons incapable of the Official Curriculum.

Planning and coordinating the activities of the Registry by the Ministry as the implementing authority.

Conduct research and studies to define the general guidelines or actions to which the initiatives and projects relating to matters of their competence should be adjusted, as well as those concerning legal institutions linked to the objectives of the Secretariat and others entrusted to it, through consultation with sectors directly concerned and by other means.

To develop collaborative activities in the areas of their competence, with other official agencies, through the provision of the necessary support and cooperation to optimize the implementation of their tasks.

JUSTICE SUBSECRETARIA

OBJECTIVES

Assist the Secretary of Justice in the analysis of matters under consideration.

Understand the topics related to the Registers dependent on the area.

Ensuring the protection and assistance of the incompetent persons entrusted to the Official Cure.

Instruction of administrative sums in the cases provided for in the current legal system.

Assist the Secretary of Justice in the field of human rights, governmental and non-governmental agencies, national and international, in the field of the competence of the Ministry.

To advise on the conclusion of conventions necessary for legal cooperation and to implement the emerging actions thereof.

AND LEGISLATIVE MATTERS

OBJECTIVES

Develop draft bills for the reform and updating of legal texts, for the adequacy of national legislation of a general nature and of the Codes, of regulations and of the ordering and compilation of legal and administrative rules; organize and support the work of the commissions that are established for such purposes.

To carry out the study of draft laws and decrees originating in other areas of the National Executive Branch to congorate the Minister of Justice with respect to the origin of his endorsement.

Assist the Minister of Justice in the follow-up to the parliamentary process of the jurisdictional projects and in the constitutional exercise of the veto.

Control the edition of the Official Gazette of the Argentine Republic and the publication of laws, decrees and other acts of general interest.

Coordinate the actions of the Argentine Legal Computer System.

Intervene in the development of policy projects on legal integration with other countries.

Assist the Minister of Justice on issues related to alternative means of dispute resolution.

Assist the Minister of Justice in investigations into criminal policy issues.

To develop collaborative activities in the areas of their competence, with other official agencies, through the provision of the necessary support and cooperation to optimize the implementation of their tasks.

AND LEGISLATIVE MATTERS

OBJECTIVES

Assist the Secretary of Technical and Legislative Affairs in the development of policy projects, coordinating the tasks of collecting, investigating and formulating the respective proposals.

Attend the status of the legislative studies entrusted to the units under their dependence and assess their status.

Supervising studies related to draft laws and decrees originating in other areas of the National Executive Branch, assisting the Secretary of Technical and Legislative Affairs in his intervention with respect to them.

Assist in the development of normative projects relating to the legal integration of our country with other States.

Coordinate tasks related to alternative dispute resolution methods.

Supervising research and statistics on criminal policy issues.

Assist the Secretary of Technical and Legislative Affairs in the control of the edition of the Official Gazette of the Argentine Republic and in the coordination of the actions of the Argentine Legal Information System.
