VISTO Issue No. 001 -002965/97 of the Register of the MINISTERY of ECONOMY AND ARTWS AND PUBLIC SERVICES, Decree No. 1161 of 15 July 1994 and Decree No. 1573 of 19 December 1996 and

CONSIDERING:

That by Decree No. 1161 of 15 July 1994, the Minister of Economy and Public Works and Services was empowered to implement the issuance of public debt titles whose amount does not exceed the figure of NOMINAL VALUE DOLARES STADOUNIDENSES DOS MIL MILLONES (V.N. U$S 2,000,000.-).

That by Decree No. 1573 of 19 December 1996 the total amount was increased to be issued up to a NOMINAL VALUE DOLARES OCHO MIL MILLONES (V.N. U$S 8,000.000.-).

That placements have been carried out within the framework of these Decrees totaling an amount of NOMINAL VALUE DOLARES ESTADOUNIDENSES CINCO MIL SETECIENTS CINCUENTA MILLONES (V.N. U$S 5,750,000.-).

That at this time it is desirable to promote the possibility of extending the authorized amount of emissions by a NOMINAL VALUE OF DOLARES STADOUNIDENSES CUATRO MIL MILLONES (V.N. U$S 4,000.000.000), reaching a total amount of NOMINAL VALUE OF DOLARES STADOUNIDENSES DOCE MILSOACS (V.N. U$S), 12,000.

That the JEFE DE GABINETE DE MINISTROS is empowered to authorize external indebtedness operations for the current fiscal year in accordance with Article 6 of Law No. 24.764.

That emissions from this Decree shall also have the corresponding budgetary authorization or are covered by the terms of article 65 of Act No. 24.156, " Financial Administration and National Public Sector Control Systems " , which empowers the NATIONAL EXECUTIVE POWER to carry out public credit operations to restructure public debt by means of consolidation, conversion or renegotiation, in the amount of improvement, and in the amount of improvement,

That the NATIONAL EXECUTIVE POWER is empowered to authorize this enlargement under the provisions of articles 6 and 51 of Act No. 24,764, article 16 of Act No. 11,672 (T.0.1996) and article 99, in paragraphs 1 and 10 of the NATIONAL CONSTITUTION.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1-Replace article 1 of Decree No. 1161 of 15 July 1994 as amended by Decree No. 1573 of 19 December 1996: the one to be drafted as follows: "ARTICULO 1-Faccount to the MINISTERY OF ECONOMY AND ARTWS AND PUBLIC SERVICES, through the SECRETARIAT of HACIENDA,

Art. 2°-Section 2 of Decree 1161 of 15 July 1994 as amended by Decree No. 1573 of 19 December 1996; which shall be drafted as follows: "ARTICULO 2°-Encomiéndase al MINISTERIO DE ECONOMIA Y ARTWORKS AND SERVICES PUBLICOS FINANCY, through the SECRETARIAN Act of HACIENDA,
