Apply a model of Loan Contract to be held with e1 Kreditanstalt Fur Wiederaufbau, Frankfurt am Main (KFW), the purpose of which is the financing of German goods and services.

VISTO Issue No. 020-001447/96 of the Register of the MINISTERY of ECONOMY AND ARTWS AND PUBLIC SERVICES, which manages the approval of the Contract of Loan attached to the aforementioned proceedings, and

CONSIDERING:

That from 28 to 31 October 1996 were held in the city of BUENOS AIRES, REPUBLIC ARGENTINA Conversations on Financial and Technical Cooperation between the ARGENTINA REPUBLIC and the FEDERAL REPUBLIC OF ALEMANIA, in which officials of both governments emphasized their intention to continue intergovernmental cooperation.

AGENCY REPUBLIC OF THE ARGENTINES, the remnants of Financial Cooperation of the Asignments of the years 1969 and 1977, for a total amount of WEEKS TRECE MILLONES SETENTA and CINCOINCOENTS SETENTA AND SEEN WITH SENTATINGS

That each of these remaining funds is still available at preferential rates and time frames in which they were negotiated and approved in a timely manner.

That, in turn, the NATIONAL INSTITUTE OF INDUSTRIAL TECHNOLOGY (INTI), dependent on the SECRETARIAT OF INDUSTRTA, TRADE AND MINERIA, of the MINISTERY OF ECONOMIC COOPERATION AND PUBLIC SERVICES, has contacted the FEDERAL MINISTERIO OF ECONOMIC COOPERATION AND DEVELOPMENT OF THE REPUBLIC DE ALEMANIA and after a long negotiation to cover the needs of their laboratories, a list of equipment is determined to be purchased.

That the SECRETARIAT OF INDUSTRIA, TRADE AND MINERIA, under the MINISTERY OF ECONOMY AND ARTWS AND SERVICES PUBLICOS has requested that all such funds be allocated to the NATIONAL INSTITUTE OF INDUSTRIAL TECHNOLOGY (INTI), to be used in the modernization of its laboratories in order to incorporate new technologies that allow it to overcome the current limitations to meet the requirements of the industrial sector.

That KREDITANSTALT FUR WIEDERAUFBAU FRANKFURT am MAIN (KFW) (German Bank) offered to be the financial institution of the remaining funds mentioned above.

That the General Directorate of Juridical Questions of the MINISTERY OF ECONOMY AND ARTWS AND PUBLIC SERVICES has taken the intervention that belongs to it.

That the CENTRAL BANCO OF THE REPUBLIC ARGENTINA has complied with the provisions of Article 61 of Act No. 24,156, issuing its favourable opinion.

That the NATIONAL EXECUTIVE POWER is entitled to the dictation of this act pursuant to Article 16 of Law No. 11.672, Permanent Supplementary to Budget (T.O. 1996), Articles 60 and 61 of Law No. 24.156 and Article 99, paragraph 1 of the NATIONAL CONSTITUTION.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1-Approved in all its parts the model of Préstamus Contract in the amount of SETTLEMANS TRECE MILLONES SETENTA and CINCO MIL TRETROCIENTS SETENTA AND SEIS WITH SESENTA AND CUATRO CENTAVOS (DM 13.975.476,64), to be held between the FPUBLICA WENTINA The texts of the aforementioned Loan Contract in a copy authenticated in its German language version and its translation into Spanish form part of this Decree as Annexes I and II.

Art. 2°-Authorize the Minister of Economics and Public Works and Services or the official or officials designated by him, to subscribe, on behalf of and representation of the REPUBLIC ARGENTINA, the Contract approved in the preceding Article of this Decree, as well as all the necessary documentation related to it.

Art. 3°-Please refer to the Minister of Economics and Public Works and Services to agree and subscribe in the name and representation of the ARGENTINA REPUBLIC modifications to the Loan Contract approved by Article 1 of this Decree, provided that they do not constitute substantial changes to the object and destination of the conventions or do not result in an increase in their amounts.
