VISTO the Licensing, Justification and Franchising Regime approved by Decree No. 3413 of 28 December 1,979, and its amendments, and

CONSIDERING:

That article 9 (b) of the said regime, for the purpose of granting the regular annual licence, determines that the period from 1 December of the year to which it is appropriate and 30 November of the following year should be considered, and that the licence should be used within that period.

That, in turn, subparagraph (c) of that article 9° provides that the said benefit may only be transferred to the next period by the authority authorized to agree on it, when circumstances are based on reasons of service, not foreseeing that the granting of the licence may be postponed for more than one year.

That, within the scope of the PRESIDENCE PRESS AND DIFUSION OF NATION, the particular situation arises that various agents register their regular annual licences for 1,993, 1,994 and 1,995.

That the functions assigned to the above-mentioned Secretariat are directly linked to the actions of the First Magistrate and, therefore, should not be affected by the obligation for the agents involved to use the licence before 30 November.

That in consequence and in order not to injure unquestionable rights, the competent authorities of that Secretariat should be empowered to grant regular annual licences, in order to resolve the transfer thereof, outside the general rules in force,

That the present decree is issued in the use of the emerging powers of Article 99, paragraph 1 of the National Constitution and in accordance with Article 13 of Decree No. 977 of July 6, 1995.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1- Authorize the officials of the PRESIDENCE SECRETARIAT OF THE NATION with competence to resolve the granting of regular annual licences, to transfer to the period from 1 December 1,997 to 30 November 1,998, as a measure of exception to the provisions of article 9°, subparagraph (c) of the Licensing, Justification and Franchising Regime approved by Decree No. 3413 of 28 December 1,979, and its modifications, the licences of that character of 1.99,
