VISTO the Licensing, Justification and Franchising Regime approved by Decree No. 3413 of 28 December 1,979, amended by its similar No. 894 of 6 May 1,982, and

CONSIDERING:

That article 9 (b) of the said Regime, for the purpose of granting the regular annual licence, determines that the period from 1 December of the year to which it is appropriate and 30 November of the following year should be considered, and that the licence should be used within that period.

That, in turn, subparagraph (c) of that article, provides that the said benefit may only be transferred to the next period by the authority authorized to agree on it, when circumstances are based on reasons of service, not foreseeing that for that reason the granting of the licence may be postponed for more than one year.

In the field of the SECRETARY for Social Development of the PRESIDENCE OF NATION, the particular situation arises that various agents register their regular annual licences for the years 1,994 and 1,995.

That the unit mentioned is currently at the stage of meeting the essential objectives in its area of action.

That for such reasons, it is inconvenient, for the normal attention of its services, to be agreed before 30 November 1,997, the use of the licenses accrued for the years mentioned.

That, in view of this situation and in order not to address unquestionable rights, it is incumbent upon the competent authority of that agency to arrange for the transfer of the licenses treated outside the general rules in force.

That the present decree is issued in the use of the emerging powers of article 99, paragraph 1 of the National Constitution and article 13 of Decree No. 977 of July 6,195.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1- Authorize the officials of the SECRETARIAT for Social Development of the PRESIDENCE OF THE NATION, with competence to resolve the granting of regular annual licences, to transfer to the period from 1 December 1,997 to 30 November 1,998, as a measure of exception to the provisions of article 9, subparagraph (c) of the Licensing, Justifications and Franchising Regime approved by Decree No. 3413 of 28 December 1,979, as amended by its similar number 8942, of 6 May 1.
