CONSIDERING:
That by the reference file the NATIONAL COMMISSION OF MUSEUMS AND HISTORIC MONUMENTS AND LUGARES, under the SECRETARIAT OF PRESIDENCE DE LA NATION, proposes the declaration as national historical monuments of the properties that are described below in the following considerations: attentive to the fact that the same have been incorporated,. with that character, in the Register of Property of the Commission, in accordance with the current general census and in an entirety in accordance with the provisions of article 4 of Act No. 12,665 and articles 3, paragraph (1) and 5 of its Rule Decree No. 8,405 of 7 February 1941 and amendments.
That the pre-Hispanic village of SANTA ROSA DE TASTIL, located in the Prepuna region, to TRES MIL DOS METROS (3200 m) of altitude, VEINTICUATRO GRADOS (24o), VEINTISIETE MINUTES (27') Latitude Sur y CINCO GRADOS (65o)
That the remains of the PUCARA DE ACONQUIJA, located in the field "LAS CHACRITAS", of the Sierra de NARVAEZ, SINGUIL District, Department of AMBATO, Province of CATAMARCA, constitute an outstanding example of the inka culture and testify to the presence of inkalic defensive fortresses towards the year 1500 and the strategic importance inhabited by Tudentano. Its CENTO TRECE (113) stone walls enclosures, its squares, its colkas and its perimeter wall, built with sophisticated techniques, highlight as an exceptional sample of the last pre-Hispanic period of the Argentine Northwest.
That the SHINCHAL DE QUIMIVIL in the Province of CATAMARCA, built by the Inka Empire at the end of the 15th century following the traditional rules of inkaic urbanism, presents more than CIEN (100) buildings, squares, homes and monumental ceremonial facilities, in accordance with its regional capital character of the Tawantinsuyu empire, until the arrival of the Spaniards, constitute the most important development of its time to the
That the ruins of the pre-Hispanic village of WATUNGASTA, TINOGASTA Department, in CATAMARCA Province. , they will register the continued indigenous occupation of their strategic location from more than a millennium before the establishment of the Inka culture, between 1470 and 1536, which left as an imprint, monumental constructions and vestiges of the urban design of their provincial capitals. Its particular importance is reinforced by being the only site of the Argentine Andes where the clay and adobe architecture prevails, and because it has been the scene of numerous historical events linked to the Spanish conquest.
In accordance with article 2 of Act No. 12,665, the NATIONAL COMMISSION ON MUSEUMS AND MONUMENTS AND HISTORIC LUGARES must coordinate their tasks and collaborate with the local authorities to conclude the necessary agreements for those purposes.
That the qualification as a national historical monument should be assigned to "...a property of material existence, built or built, where they originated or occurred facts of historical, institutional or spiritual ethical character, which by its transcendent consequences are valuable to the cultural identity of the Nation, or its unique architectural characteristics or as a whole, constitute it in a valid reference for the history of the art or of the architecture in Argentina..." and that it is intended "...
That the foundations above justify the qualification as a national historical monument of the pre-Hispanic village of SANTA ROSA DE TASTIL, in the province of SALTA: of the remains of the PUCARA DE ACONQUIJA, in the province of CATAMARCA; of THE SHINCAL DE QUIMIVIL in the province of CATAMARCA and the ruins of the pre-Hispanic village of CATAMARINE
That this act is given in the use of the emerging powers of Law No. 12,665.
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article 1National historical monument to the following properties:
(a) The pre-Hispanic settlement of SANTA ROSA DE TASTIL, located on the platform of the hill that rises in the confluences of the rivers TASTIL and LAS CUEVAS, to TRES MIL DOSCIENTOS METROS (3,200 m) of altitude, (Datos Catastrales: Matrix 94, Book E, Folio 278, Seat 352)
(b) The remains of the PUCARA DE ACONQUIJA, which includes TRESCIENTAS SETENTA and NEW HECTAREAS (379 ha.), CUARENTA and DOS AREAS (42 a.) and DIECINUEVE CENTAREAS (19 ca.), WITH OCHENTA AND DOS CRIIAREAS (82 ma.), which include the ruins and its surroundings,
(c) The Inka "EL SHINCAL DE QUIMIVIL" establishment located at the foot of the "EL SHINCAL", to the VEINTISIETE GRADOS (270) AND A MINUTES (41') CATORCE SECOND (14) South latitude and SESENTA AND SIETE GRADOS (67o) TEN MINUTES (10') TREINTA AND A SECOND (31") Longitude West and MIL TRESCIENTS METROS (1,300 m) above sea level, occupying an area of VEINTIUNA HECTAREAS (21 Has.), located in the District of LONDRES, BELEN Department, CATAMARCA Province.
(d) The pre-Hispanic village of WATUNGASTA, which includes VEINTICINCO HECTAREAS (25 Ha.) in the valley of Abaucán or Fiambalá, between the mountains of Zapata and the precordillera of the Western Andes; located to VEINTISIETE GRADOS (27o) AND TWO MINUTES (52') SECOND POINT AND SEIS (46) of South Latitude and SESENTA AND SIETE GRADOS (67o) (40') CINCUENTA y DOS SEGUNDOS (52") de Longitude Oeste, at an altitude of MIL CUATROCIENTS CUARENTA METROS (1,440 m.) on the sea level, in the confluence of the aforementioned valley with the work of the Troy or the Río Los Jumes, in the Department of TINOGASTA, in the province of CATAMARCA.
Art. 2o-The registration of the above-mentioned goods carried out by the NATIONAL COMMISSION ON MUSEUMS AND MONUMENTS AND HISTORIC LUGARES in the NATIONAL REGISTRATION OF HISTORIC AND HISTORIC AND HISTORIC BIENES is definitive.
Art. 3o-The NATIONAL COMMISSION ON MUSEOS AND MONUMENTS AND HISTORIC PLACES will agree with the relevant authorities of each province the terms and scope of cooperation to provide to the local authorities for the purpose of the best preservation, rehabilitation, preservation and maintenance of the goods subject to this decree.
Art. 4o-NATIONAL COMMISSION OF MUSEUMS AND MONUMENTS AND LUGARES HISTORICOS shall carry out the procedures and procedures set out in Articles 3, 4 and 6 of Law No. 12,665, as amended by Law No. 24,252; Articles 1 and 2 of Decree No. 9830 of 18 May 1951; and Articles 8 (modified by Decree No. 144,643 of 5 March 1943), 9th, 10 and 11 of its Regulation No. 84.005/41,
