VISTO administrative summary No. 39/97 of the registration of NAVAL ARGENTINA PREFECTURE (White Bay), "B/P (Spanish) "ARPON" EHAR AU/Press Infraction Law No. 17,500 in Z.E.A.", the request made by the Spanish Government, and

CONSIDERING:

That the relations between the ARGENTINA REPUBLIC and the SPAIN KINGDOM are for an exceptional moment in all orders.

That exchanges of visits at various levels have demonstrated the real possibilities of cooperation between the two countries.

That the Spanish Government has expressed its willingness to comply with the legal and administrative regulations issued by the ARGENTINA REPUBLIC for fishing in the maritime areas on which the Republic has sovereignty or jurisdiction.

That there is agreement to initiate talks between delegations of the two countries to establish a satellite tracking system that improves the determination of the location of the ships and contributes to avoiding in the future violations by Spanish ships to the legal and administrative regulations issued by the ARGENTINA REPUBLIC to regulate fishing in the maritime spaces subject to their sovereignty or jurisdiction.

That in that context, as an exception, and without any precedent, it is appropriate to meet the requirements referred to in the Hittite in order to strengthen the relationship between the two nations.

That the present is determined by virtue of the powers conferred by article 99, paragraph 5, of the NATIONAL CONSTITUTION.
