VISTO the Draft Law registered under No. 24,913, sanctioned by the HONORABLE CONGRESS OF NATION on 3 December 1997 and

CONSIDERING:

That the bill incorporates a paragraph to article 22 of the Regulation of the Directorate of Social Aid for the National Congress staff approved by Law No. 13.265 and its amendments, which determines the cases in which the membership is lost.

That the paragraph incorporated by the above-mentioned Bill establishes that when the participant proves an antiquity not less than one (1) year as such, the benefits will continue to take place during the NORTH (90) following days, counted from the date on which the loss of affiliation is caused in the circumstances set forth in that article, and during CENTO (180) days, when the participant does not prove an antiquity).

On the occasion of the recent institutional change, DOS MIL OCHOCIENTS CUARENTA AND UN (2,841) workers were discharged to 10 December this year, which means that during a period between NOVENTA (90) and CIENTO OCHENTA (180) days, the Directorate of Social Assistance for the National Congress staff, will have to attend a group free of charge (11,000 people).

That the sanctioned rule is impossible to comply, given that the Institution is in a delicate economic-financial situation that has forced it to perform a severe adjustment and to refinance its liabilities, on the basis of successive cuts to the budget items approved in the National Budget Laws.

On the other hand, a Joint Resolution of the Presidents of both Houses of the HONORABLE CONGRESS OF NATION is in force. D.P. No. 711/97, which establishes the extension in the membership of the temporary worker who has ceased, but imposing the obligation to make the contributions, a situation that does not cause any damage to the Directorate of Social Assistance for the staff of the Congress of the Nation.

That by the above-mentioned foundations it is appropriate to observe the Bill registered under No. 24,913.

That the NATIONAL EXECUTIVE POWER is entitled to dictate the present pursuant to article 83 of the National Constitution.
