VISTO the provisions of the National Prisons Act (Decree Act No. 412/58 ratified by Act No. 14.467), which is prescribed by Act No. 23.737 and the provisions of the National Prison Policy Director Plan, adopted by Decree No. 426 of 27 March 1995 and
CONSIDERING:
That the National Government has firmly committed the decision to reform the federal prison system.
That the prison issue has reached a priority level within public policies, permanently developing coordinated actions and strategies as set out in the National Prison Policy Director Plan.
That the basic pillars of any prison reform are based on adequate building infrastructure, the application of personalized and programmed treatments and a staff with a high degree of training, improvement and vocational commitment.
That within this framework the creation of new prisons has been proposed that not only improve the building infrastructure, but implement new treatment designs in a functional area and with the competition of a carefully selected staff with specific preparation.
That the profile of the prison population is constantly changing, presenting the drug-crime binomial as a quantitative and qualitative phenomenon of high incidence in its formation.
That the increase in the admission of drugs to prisons and prisons is an undeniable reality.
That a serious, elaborate and programmed institutional response is required to address the issue in a comprehensive manner and to comply with the provisions of Law 23.737.
That in order to achieve this objective, in the town of Marcos Paz (Provincia de Buenos Aires), the construction of an establishment for the Federal Prison Service, and designed to accommodate young adults who require specialized treatments, usually linked to addictive behaviors, framed in the methodology of the therapeutic community.
This is the first establishment that has been established since the implementation of the Plan Director de la PolĂtica Penitenciaria Nacional, as prescribed by the Penitentiary Construction Programme incorporated into the Plan Quinquenal 1995-1999.
It will be appointed to the said establishment, to be inaugurated on April 2, 1996, as the Federal Center for Specialized Treatments for Young Adults "Malvinas Argentinas", a denomination with which a sense of homage is given to the young people who fought and fell on that land, so expensive to the feeling of all Argentines.
The legal advisory service of the Ministry of Justice has been issued.
That the present is dictated within the framework of article 99 (l) of the NATIONAL CONSTITUTION.
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article 1 . Trust the Federal Center for Specialized Treatments for Young Adults, which will depend on the Federal Prison Service and will operate in the town of Marcos Paz, Province of Buenos Aires. Art. 2o . Disclose the Center mentioned in the previous article, to the accommodation of young adults who require specialized treatments, especially those linked to addictive behaviors, and aimed at their recovery. Art. 3o . Reach the operation of the Federal Center for Specialized Treatments for Young Adults from 2 April. Art. 4o . DenomĂnese "Malvinas Argentinas" the Federal Center for Specialized Treatments for Young Adults created in Article 1. Art. 5o .
