VISTO Decree No. 2568 of 14 December 1993 and its amended and complementary standards, and
That the decree referred to in the Hittite approved the reorganization of the Education Area of the Ministry of Culture and EDUCATION in the framework of the general actions of the executive branch for the reform of the State.
This enabled the creation of an agile structure for the fundamental objective of driving the national education policy, its compensatory actions, the evaluation and the coordination of the education system within the framework of the NATIONAL CONSTITUTION, the Federal Education Act No. 24.195, the Decentralization Act No. 24.049 and the Higher Education Act No. 24.521.
That thus contributed to improved utilization of budgetary resources, drastically reducing the staffing plant and promoting the professionalization of its actors.
That the Federal Education Act establishes as one of its basic objectives the articulation of the Education System with the Productive System and the creation of a pedagogical tool to which the communal and informal actions carried out by other areas are added to form and train the human potential of the inhabitants of our country.
That by Decree No. 606 of 25 April 1995, a first step was taken in the restructuring and centralization of the former NATIONAL CONSEJO OF TECHNICAL EDUCATION (CONET) by creating the NATIONAL INSTITUTE OF TECHNOLOGICAL EDUCATION (I. No. E.T.).
That the hierarchy of the actions that the Institute plans, manages and develops make it necessary to assign the rank and hierarchy of the Secretary to his conduct as it was exercised during the validity of the former NATIONAL CONSEJO OF TECHNICAL EDUCATION (CONET).
That other areas of the MINISTERY of CULTURAL AND EDUCATION need to be restructured, therefore it is appropriate to delete the SECTORAL RELATIONS SUBSECRETARIA, dependent on the TECHNICAL SECRETARIAT AND OPERATION COORDINATION, and the CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURE CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL
That the proposed amendments shall be met with the items envisaged for that purpose, not causing additional erogations.
That the Administrative Distribution of Human Resources should be adjusted for the year 1996.
That the EXECUTIVE COMMITTEE ON AGAINST THE ADMINISTRATIVE REFORM and the ASSESSMENTAL TECHNICAL COMMISSION ON THE SECTOR PUBLICO have taken the intervention that belongs to them, giving favor.
That the present measure is determined in the use of the powers conferred by article 99, paragraph (1) of the NATIONAL CONSTITUTION.

RIGHT:Article 1 . Delete the SECRETARIAT OF SECTORIAL RELATIONS under the TECHNICAL SECRETARIAT AND OPERATION OF THE MINISTERY OF CULTURE AND EDUCATION. Art. 2o . Delete the CULTURAL SUBSECRETARIA OF CULTURAL ARTS and ACTION under the MINISTERY OF CULTURE AND EDUCATION. Art. 3o . Replace the name of the CULTURAL PATRIMONY SUBSECRETARIA with that of CULTURAL SUBSECRETARIA, in the field of the SECRETARIAT OF CULTURAL CULTURAL CULTURAL MINISTERY OF CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL MINISTRY. Art. 4o . Determine that the endowment of the ex-SUBSECRETARY OF SECTORIAL RELATIONS will be reviewed by the NATIONAL DIRECTION OF SECTORIAL RELATIONS under the TECHNICAL SECRETARIAN AND OPERTY COORDINATION OF THE MINISTERY OF CULTURE AND EDUCATION. Art. 5o . Determine that the endowment of the former SUBSECRETARY OF CULTURAL ARTS and ACTION will be reviewed at the SUBSTANCE OF CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL CULTURAL MINISTERY. Art. 6th ". Replace article 1 of Decree No. 606 of 25 April 1995 with the following: "ARTICULO 1o de Trust the NATIONAL INSTITUTE OF TECHNOLOGICAL EDUCATION (I.N.E.T.) in the field of MINISTERY OF CULTURE AND EDUCATION". Art. 7o ". Replace Article 3 of Decree No. 606 of 25 April 1995 with the following: "ARTICULO 3o ), Transfer to MINISTERY OF CULTURE AND EDUCATION, NATIONAL INSTITUTE OF TECHNOLOGICAL EDUCATION (I.N.E.T), personnel, movable and immovable property, rights and obligations of the former TECHNICAL. Art. 8o de Replace Article 9 of Decree No. 606 of 25 April 1995 with the following: "ARTICULO 9o El The Institute will be in charge of UN (1) Executive Director who will have rank and rank of Secretary with the following powers:

Replace Annex II of Decree No. 2568/93, as amended by article 7 of its similar article No. 606 of 25 April 1995, in the part relating to the SECRETARIAT for EDUCATIONAL PROGRAMME AND EVALUATION TIVOOBJETIVES anexo integrating as an annex to this article. Art. 12. . Incorporate as Annex II to Decree No. 2568/93 the objectives of the NATIONAL INSTITUTE for TECHNOLOGICAL EDUCATION and the SUBSECRETARIA DE CULTURA, which are part of this article. Art. 13. . Modify the Administrative Distribution of the General Budget of the National Administration for the year 1996 .Human resources Humanos of Jurisdiction 70, MINISTERY OF CULTURE and EDUCATION in accordance with the detail that is attached in the tables annexed to this article. Promote development and conduct evaluation of the functioning of the National Education System through appropriate policy formulation and coordination.

Intervene on the circulation of cultural goods, their export and import, in accordance with national and international legislation on the subject and respect for bilateral agreements with other countries.
Coordinate actions with other agencies of the Ministry, other public and private entities, national and international, in order to consolidate historical-cultural values as a factor of national unity.
Encourage and promote literary creation, editorial development and the promotion of reading. Promote the foundation of public libraries and support existing ones.
To promote, in all activities to develop, the participation of the community in particular of young people, women and the elderly.
Promote and disseminate research and studies around the historical cultural genesis of Argentina and Latin America.

Coordinate the actions and proposals of the different provincial cultural administrations in the field of the FEDERAL COUNCIL of CULTURA.
Relevant and order the current, national and international cultural legislation corresponding to your area of competence.
