VISTO file No. 37.511/96 of the registration of the NATIONAL SERVICE OF ANIMAL SANITY, Autarchical entity of the jurisdiction of the SECRETARIAT OF AGRICULTURA, PESCA and ALIMENTATION, dependent on the MINISTERY OF ECONOMY AND ARTWS AND PUBLIC SERVICEs, in which it works of Resolution No. 353 of 15 May

CONSIDERING:

That through the above-mentioned act our country has been declared free of Fever Aftosa who practises vaccination, because the objectives set out in the NATIONAL PLAN of ERRADICATION OF FIEBRE AFTOSA 1993/1997 have been met.

That such a measure has its origin in the fact that more than DOS (2) years have passed without the clinical presence of such disease throughout the Argentine territory, since the last registered focus dates from 27 April 1994.

That according to this the requirements of article 2.1.1.2 of the International Zoosanitarian Code of the INTERNATIONAL OFFICE OF EPIZOOTIAS (O.I.E.) have been met and the requirements are met to be recognized as a country free of Fever Aftosa that practices vaccination.

That therefore attentive the relevance of a fact of this nature, which takes more than SESENTA (60) years of incessant struggle and puts our country at the height of the most advanced in the matter, it is considered appropriate to ratify the decision of the aforementioned technical agency, declaring to the REPUBLICA ARGENTINA country free of Fever Aftosa that practices vaccination.

That our country adheres to the principles of equivalence, transparency, harmonization and risk assessment, as set out in the agreement on the implementation of the sanitary and phytosanitary measures of the WORLD TRADE ORGANIZATION, an agency that gives the INTERNATIONAL OFFICE OF EPIZOOTIAs the powers to recognize the health status of the member countries.

That Mr. Secretary of Agriculture, Fisheries and Food, Mr. Minister of Economy and Public Works and Services and Mr. Chief of Cabinet of Ministers, have expressed themselves on this issue.

That the MINISTERY OF ECONOMY AND ARTWS AND PUBLIC SERVICES, did not find any legal remedy in this regard.

That this measure is dictated in the use of the emerging powers of article 99, paragraph (1) of the NATIONAL CONSTITUTION.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

Article 1 . Tell the REPUBLIC ARGENTINA country free of Fever Aftosa that practices vaccination.
