VISTO what was proposed by the SECRETARIAT OF PROGRAMME FOR THE PREVENTION OF DROGADICTION AND LIGHT AGAINST THE NARCOTRAFIC OF THE NATIONAL PRESIDENCE,
It is up to the executive branch to issue the necessary instructions and regulations to implement the comprehensive drug prevention and drug control policy, which is appropriately sanctioned by the Congress of the Nation through various international laws and treaties.
That provincial governments also have and have exercised concurrent powers in this field, in the protection of the health and well-being of the population, as well as powers derived from their status as natural agents of the Federal Government;
That for that reason it is necessary to entrust the national implementation body with such policies the coordination and coordination of the implementation of national and provincial policies in this regard;
In addition, it is necessary to establish the coordination systems between the Ministries and the Secretariats of the Presidency of the Nation in order to properly implement the respective national policies;
That, within the framework of this policy of coordination and wide-ranging calls, non-governmental organizations cannot be excluded, whose important work in dealing with the problem is evident testimony;
That an adequate information system should be available to support the implementation of the above-mentioned policies;
That, pending the adoption of the above-mentioned coordination at the respective provincial levels, it is necessary to initiate or continue the actions taken by the Secretariat for the Prevention of Drug Addiction and the Fight against Drug Trafficking, in accordance with Decrees 271/89, art. 1 and 649/91;
The call to different scientific and technical sectors of different areas of national work with participation in the field is essential in order to incorporate their contribution;
That the dictation of this decree is carried out in the exercise of the powers assigned to the National Executive by article 99 (1) and (2) of the National Constitution.
THE PRESIDENT OF THE ARGENTINA NATION
Article 1 . For the purposes of the implementation of the National Policy on the Comprehensive Prevention of Drug Abuse and Control of Illicit Drug Trafficking, the Secretariat for the Programming for the Prevention of Drug Addiction and the Fight against Drug Trafficking of the Presidency of the Nation shall exercise the missions assigned by Decrees 271/89, art. 1 and 649/91 in coordination with the competent provincial agencies, in accordance with the federalist principle of action.
Art. 2o . Commend the Secretariat for Drug Prevention and Drug Control Programming to develop and approve the "Fed Plan for the Comprehensive Prevention of Drug Dependency and Control of Illicit Drug Trafficking", which will be multi-year and will be updated annually.
Art. 3o Los The Ministries and Secretariats shall cooperate in the formulation of the Plan and shall include in their objectives, targets to be achieved, actions, means to employ and measure results, which, where appropriate, in order to their respective competencies, missions and functions. To this end, the respective inter-ministerial working groups will be formed on the proposal of the Secretariat for Drug Prevention and Drug Trafficking.
Art. 4o La The Drug Prevention and Drug Control Programme Secretariat will establish a permanent information system to support the implementation of the Federal Plan referred to in the present decree and to enable it to comply with international agreements and conventions that have been signed and to evaluate the results achieved.
Art. 5o . Instruct the Secretariat for Drug Prevention and Drug Trafficking Programming to propose and develop with provincial governments a framework inter-State agreement to coordinate activities related to the determination of a diagnosis of the provincial and regional situation and the concurrent social factors, as well as the development and implementation of the plan referred to in Articles 2 and 3o.
Such an agreement should provide for the establishment of a permanent Federal Council and an information network coordinated by the Secretariat for Drug Prevention and Drug Control Programme with the participation of the provinces.

Art. 6th s Once the Federal Council referred to in the previous article, the Drug Prevention and Drug Trafficking Programming Secretariat will propose the treatment of measures that will enable the immediate coordination of national and provincial policies in the following areas:
(a) Drug prevention:
a.1) Development of a Model of Intervention in Integral Preventive Education
Information and training strategy
Training of trainers
en Theory and technique in awareness and awareness
Community mobilization in different areas
a.2) Development of a public and private assistance model
Premature diagnosis. Admission process. Treatment.
Rehabilitation and social and labour reintegration
Drug Dependency Emergency
- Disabling - Associated pathologies
a.3) Development of a Research Model
Consumption of psychoactive substances by understanding the evaluation of the profile and patterns thereof, as well as associated disorders, through qualitative and quantitative research methodology.
(b) Combating narcotics:
b.1) National and regional functioning of the Joint Strategy Commission.
b.1.1) Operational Information Exchange.
b.1.2) Joint planning and implementation of simultaneous control operations.
b.2) Programming a teleinformatics network that allows the gradual interconnection of national and provincial bodies with competence in the control of drug trafficking.
b.3) Adoption of provisional and final distribution regimes, at the regional and provincial levels, of the assets referred to in article 39 and in accordance with law 23,737.
b.4) Technical support to the Security and Police Forces.
b.5) Control of Chemical Substances.
(c) International cooperation
c.1) Establishment of an information system to the provinces of the studies, resolutions and mandates of international agencies.
c.2) Coordination of plans and programmes to be established with other countries or with international agencies and to be coordinated with relevant provincial agencies, on such topics as:
. Drug Demand reduction.
. Supply Control.
. Sustainable development.

c.3) Establishment of Uniform Statistical Systems.
Art. 7o . Invite the provincial governments to adhere to the planning and information system set out in this decree.
The Secretariat for Drug Prevention and Counter-Narco-Trafficking Programming will conduct consultations on the respective levels of government on a permanent basis in order to facilitate the respective situational diagnoses and national, provincial and municipal plans and programmes.
Art. 8o La The Secretariat for Programming for Drug Prevention and the Fight against Drug Trafficking of the Presidency of the Nation, in accordance with article 38 of the National Constitution, will develop training programmes for the leaders of the political parties and will technically assist their activities, including community mobilization on drug prevention.
Art. 9th , Until the Federal Plan is approved and the inter-State agreement to which articles 2 and 5 of this Decree are concerned, the Secretariat for Drug Prevention and Drug Trafficking Programming shall continue, initiate or carry out in the current year the following actions:
(a) Federal Human Resources Training Programme, in the areas and subjects set out in Annex I.
(b) Community awareness and mobilization programme.
(c) Dissemination of preventive-assistance messages on the risk of drug use.
(d) Programs of epidemiological studies on the consumption of psychoactive substances.
(e) Analytical drug determination programme for drug abuse.
(f) Scientific research programme through the award of scholarships.
(g) Programme of research and legal information on comparative law, international standards and national and provincial legislation, in the field of prevention, comprehensive assistance of drug dependence and the suppression of drug trafficking.
(h) Program of study on the relationship between the most relevant social factors and drug dependence. Especially those related to habitat and its most significant influences.
(i) Prevention programme in the field of work, public and private.
(j) Training program for the development of peer prevention campaigns, according to activity or social role.
(k) Interdisciplinary study programme on alcohol abuse.
(j) Federal days to update the fight against illicit drug trafficking.
First Day: August 1996.
Second Day: October 1996.
(m) Training programmes with social communicators.
Art. 10. Los The plans and programmes referred to in the previous articles and that the national government should carry out in provincial territory will be implemented in coordination with the provincial governments, as natural agents of the federal government.
Art. 11. La The Drug Prevention and Drug Control Programme Secretariat will establish a system for evaluating the results achieved in the implementation of the programmes referred to in articles 9 and 10o.
Art. 12. . The programmes referred to in the previous article and its corresponding evaluation, as well as that of the various projects and programmes implemented previously, should be subject to express treatment in the Federal Plan referred to in Article 2o. In particular, when the diagnosis and prognosis of drug dependence are formulated, the evaluation of actions carried out by the National State and the formulation of the corresponding policies.
The programmes and their respective assessments shall be considered by the Councils referred to in Articles 5 and 18 of this Decree.
Art. 13. La The Drug Prevention and Drug Control Programme Secretariat shall, within 180 days, develop, together with the Ministries and Secretariats with competence in the subject and with the provincial governments, plans and programmes that enable the implementation of curative and educational security measures and the treatment set out in Law 23.737.
The above-mentioned plans and programmes shall, beginning on 1 January 1997, integrate the Federal Plan referred to in Article 2 of this Decree.
Art. 14. . The budgetary allocations intended to supplement the purposes provided for in articles 43 of Law 23,737 and 2 of Law 24,455 shall be proposed to the Chief of Staff of Ministers by the Secretariat of Programming for the Prevention of Drug Addiction and the Fight against Drug Trafficking of the Presidency of the Nation, in accordance with the Federal Plan that is prepared annually in accordance with the provisions of this Decree.
Art. 15. La The Drug Prevention and Drug Control Programme Secretariat will propose to the Ministries of Culture and Education and Health and Social Action the training programmes for education professionals in various aspects related to drug abuse, provided for in article 42 of Law 23.737.
The various agencies of the Public Administration that are responsible for the delivery of courses, courses and training or training programmes, be they of grade or post-graduate degree, should include, on the proposal of the Secretariat for Drug Prevention and Drug Enforcement Programming, studies that enable training in aspects related to the prevention and assistance of drug dependence and the law and control of illicit trafficking.
Art. 16. ). For the purposes of programme planning referred to in the previous article, the Joint Resolution of the Ministries of Culture and Education (No. 270/95) on Health and Social Action (No. 45/95) and the Secretariat for Drug Prevention and Drug Trafficking (No. 2/95).
Art. 17. . Disposal the implementation of the Second International Congress for the Comprehensive Prevention and Assistance of Drug Dependence.
To that end, the Secretariat for Programming for the Prevention of Drug Addiction and the Fight against Drug Trafficking will institute Honorary Commissions for each of the topics to be addressed by the International Congress, calling for its integration to the entities and personalities that, for their scientific and technical backgrounds, make a contribution to its realization.
The above-mentioned Secretariat shall take the necessary administrative measures for its completion in the first half of 1997.
Art. 18. . Constituense en el ámbito de la Secretaría de Programación para la Prevención de la Drugdicción y la Lucha contra el Narcotráfico, el Consejo Asesor Médica Honorario del Poder Ejecutivo.
Its purpose will be to advise the Executive Branch, through the Secretariat, on the formulation, implementation and follow-up of the National Policy on the Prevention and Assistance of Drug Dependency and the Fight against Drug Trafficking.
The Drug Prevention and Drug Control Programme Secretariat will establish the operating regime of the Advisory Council, the scientific and technical disciplines that will integrate its object and the entities and personalities to be convened, in an honorary capacity. In particular, it will be convened to integrate this Honorary Council with non-governmental organizations whose purpose is consistent with the functions conferred on it.
Art. 19. La The Drug Prevention and Drug Trafficking Programming Secretariat is empowered to modify or expand the 9th Article Plans and Programmes where necessary to bring them into line with the Federal Plan set out in Article 2 and international agreements and conventions, whether bilateral or multilateral.
Art. 20. . Please provide the Secretariat for the Prevention of Drug Addiction and the Fight against Drug Trafficking to issue the corresponding administrative acts in order to put into full and immediate operation the actions of government established by this Decree.
The Secretariat also has the authority to establish the places and dates of the courses referred to in this Decree and to issue the clear and complementary standards necessary for their realization and for their adaptation to the needs of each province or region.
Art. 21. ). The implementation of the provisions of this Decree may not result in an increase in the current level of funding for the Drug Prevention and Drug Trafficking Programming Secretariat (funding sources 11 and 13).
