VISTO the Draft Law registered under N° 24.662, sanctioned by the HONORABLE CONGRESS OF NATION on 19 June 1996, and

CONSIDERING:

That the above-mentioned Bill authorizes the executive branch to dispose of the provisions approved by Act No. 24,624 up to the sum of VEINTICUATRO PES ($24,000,000) to increase the provision for the Heroes of Falkland Islands and their beneficiaries.

In view of the severe restrictions that the National Treasury is undergoing, the draft law is impracticable from a budgetary point of view, because there are no resources available in the current period to allow the implementation of the measure, without prejudice to the provision of the same in the proposed budget for the next period, in order to meet its payment as of 1 January 1997.

That the Bill does not provide for the sources of resources to be used for its financing as required by article 38 of Act No. 24,156, which is followed by article 5 of Act No. 24,629.

According to the above, it is appropriate to observe the Bill registered under No. 24.662.

That the present measure is determined in the use of the powers conferred by article 83 of the National Constitution.
