Apply a model of the Loan Agreement for Technical Cooperation to be signed with the Inter-American Development Bank to finance the Multisectoral Preinvestment Programme II.

I look at the model of the proposed Technical Cooperation Loan Convention to be signed between the ARGENTINA NATION and the INTER-AMERICAN DEVELOPMENT BANK, in the amount of DOLARES STADOUNIDENSES VEINTICINCO MILLONES (U$S 25,000.000), or its equivalent in other currencies. and

CONSIDERING:

That, through the aforementioned Convention on the Loan for Technical Cooperation, the INTER-AMERICAN BANCO for Development meets the ARCENTINA REPUBLIC with the financing of the PRE-INVERSION II MULTISECTORIAL PROGRAMME, to be implemented at the SECRETARIAN ECONOMIC PROGRAMME OF THE MINISTERY OF ECONOMY AND PUBLIC ARTHES and SERVICES.

That the overall objective of this Programme is to increase the productivity of public investment to contribute to the economic and social development of the country.

That loan resources will be applied for the development of general and specific pre-investment studies and assistance to the process of organizing and consolidating the National Public Investment System.

That the general conditions, the periods of amortization, interest rates, credit commissions and other clauses contained in the Technical Cooperation Loan Convention proposed to be signed, are the usual ones adopted in this type of conventions and are appropriate to the purposes and objectives to which this Loan will be intended.

That the proposed agreement to be signed is covered in the terms of Article 60 in fine of the Financial Administration and National Public Sector Control Systems Act No. 24.156.

That in accordance with the provisions of Article 16 of Law No. 11.672, Supplementary Permanent Budget (T O. 1996) and Article 99 (1) of the NATIONAL CONSTITUTION, the NATIONAL EXECUTIVE POWER, is empowered to approve operations of this nature and subject eventual disputes to the decision of the Arbitral Tribunals.

RIGHT:

Article 1-Apply the model of the Technical Cooperation Loan Convention, which consists of SIETE (7) Chapters and VEINTIUN (21) Clauses, to subscribe between the ARGENTINA NATION and the INTER-AMERICAN BANK OF DEVELOPMENT in the amount of VEINTICINCELLEN DOLARES (US$ 25,000.000) or to finance the equivalent in other currencies. The text of the model of the Loan Agreement for Technical Cooperation, in its Spanish version, is an integral part of this Decree as Annex I, the General Standards Applicable to the Conventions of Loan of the Inter-American Development Bank, in its Spanish version, composed of NUEVE (9) Chapters and SIETE (47) Articles, such as Annex II and Annexes to the ANNEX III Conventions,

Art. 2°- Please refer to the Minister of Economics and Public Works and Services or to the official or officials designated by him to sign, on behalf of and representation of the ARGENTINA NATION, the Loan Convention for Technical Cooperation and all documentation relating thereto, in accordance with the model approved by Article 1 of this Decree.

Art. 3°-Please refer to the Minister of Economics and Public Works and Services or to the official or officials designated by him, to agree and subscribe on behalf of and representation of the ARGENTINA NATION, modifications to the Technical Cooperation Loan Convention, whose model is approved by Article 1 of this Decree, provided that they do not constitute substantial changes to the fate of the Loan, nor do they result in an increase in the amount or modification of the amount.

Art. 4°-Authorize the National Directorate of Public Investment and Project Financing, the SUBSECRETARIA PUBLIC INVERSION, the SECRETARIAT OF ECONOMIC PROGRAMME OF THE MINISTERY OF ECONOMIC ECONOMIC AND ARTWORKS AND SERVICES PUBLIC, to implement the said Program, through the Preinvestment Unit of the National Directorate of Public Investment and Financing PUBLICOS, being empowered to enter into contracts for the location of works and services with third parties, without any dependency, consulting and/or technical advice, as well as to acquire the goods that are necessary for their implementation, in accordance with the rules and procedures contained in the Loan Convention for Technical Cooperation and Article 43 of Law No. 24,624 and its Rules.
