CONSIDERING:
That by the rule quoted in the last term, the organization of the MINISTERY OF ECONOMY AND ARTWORKS AND PUBLIC SERVICES, including the corresponding part of the SECRETARIAES OF ECONOMIC PROGRATION, COORDINATION, was approved. HACIENDA and DE ARTS AND PUBLIC SERVICES, and their dependent Undersecretaries.
That it is necessary to reformulate the conformation provided for in that norm, since it is considered advisable to redistribute the competences of the different areas, transferring, on the one hand, to the SECRETARIAT OF ARTERS and SERVICES PUBLICS the SUBSECRETARIA DE ADMINISTRATION OF BIENES, currently in the jurisdiction of the SECRETARIA DE HACIENDA, which is responsible,
On the other hand, it is considered appropriate to incorporate into the SECRETARIAN ECONOMIC PROGRAMME the banking and insurance competencies currently assigned to the SECRETARIAT OF COORDINATION.
That in the sense expressed, it is advisable to determine the dependency of the NATIONAL VALORES COMMISSION, the SUPERINTENDANCE OF FOLLOWERS, the NATIONAL AND the CASE OF MONEDA SOCIEDAD OF THE STATE, of the SECRETARIAT OF ECONOMIC PROGRATION.
That the proposed measure does not imply any modification to the reduction guidelines set out in Decree No. 660 of 24 June 1996.
That UNITY OF REFORM AND MODERNIZATION THE STATE has taken the intervention that belongs to it, expiating favorably.
That the NATIONAL EXECUTIVE POWER is entitled to the dictation of this measure by virtue of the emerging powers of Article 99 (1) of the NATIONAL CONSTITUTION.
Therefore,
THE PRESIDENT
OF ARGENTINA NATION
RIGHT:
Article 1-Replace with the Annex. Decree No. 660 of 24 June 1996 and its amendments, the portion of the SECRETARIAT for ECONOMIC PROGRAMME, COORDINATION, HACIENDA and ARTS AND PUBLIC SERVICES of the MINISTERY OF ECONOMY AND ARTWS AND PUBLIC SERVICES, which shall be integrated in accordance with the detail specified in Annex I to this Decree.
Art. 2°-Modify Annex II to Decree No. 660 of 24 June 1996 and its amendments, the objectives of the SECRETARIAT ECONOMIC PROGRAMME, COORDINATION, HACIENDA and DE ARTWS and PUBLIC SERVICES and their Subsecretariats under the MINISTERY of ECONOMY and ARTH PUBLIC SERVICES, which will be drafted as Annex II.
Art. 3°-Determine that the National Contracts Office will depend on the SUBCRETARIA DE BUDGETARIA, DE HACIENDA del MINISTERIO ECONOMIA, ARTS AND PUBLIC SERVICES.
Art.4° - Please note that transfers originate under articles 1.2° and 3° of this decree, include organizational units, posts, personnel, budgetary credits and property assets existing at the date of the present decree.
Art. 5° - It should be noted that the NATIONAL VALORES COMMISSION, the SUPERINTENDANCE OF NATIONAL ASSESSMENT and the STATE ASSESSMENT CASE, will depend on the SECRETARIAT OF ECONOMIC PROGRAMME OF THE MINISTERY OF ECONOMY AND PUBLIC SERVICES.
Art. 6°-SECRETARIAT OF ECONOMIC PROGRAMME, COORDINATION, HACIENDA and PUBLIC MINISTERY OF ECONOMY AND SERVICES PUBLICS shall include, at the time of raising their structures, organizational according to the guidelines and deadlines of Decree No. 558 of 24 May 1996 the adequacies provided for in this decree.
Art. 7° - Until such time as the emerging budgetary adjustments of this measure are made, the costs resulting from the performance of the measure will be met with the existing credits stop each of the jurisdictions

OBJECTIVES
1. Coordinate prospective analyses that link the objectives and instruments of macroeconomic policies.
2.-Conciliate the various plans, programmes and projects with the guidelines of economic policy at the fiscal, monetary and income levels.
3. To systematically monitor the economic situation and publish periodic indicators and reports to assess the performance of the economy.
4.-Organize and develop National and International Account Systems, and related analyses and studies.

REGIONAL AGENDA SUBSTANCE
OBJECTIVES
1.- Form the national regional development programme.
2. To coordinate with units of the MINISTERY OF ECONOMY AND ARTWORKS AND PUBLIC SERVICES and other ministries, all aspects related to regional economic programming.
3. To provide technical assistance to the provinces in the formulation of regional development programmes.
4.- Propose appropriate financing instruments for the support of regional development.
5 - Coordinating the implementation of a single bank of economic and social data on provinces and regional economies.
6.-Realize studies on regional economies.
7.- Act as an executing unit for projects aimed at regional development.

SUBSECRETARIA DE INVERSION PUBLICA
OBJECTIVES
1. To evaluate and propose priorities for national public investment projects and programmes with external financing, keeping up with the annual and multi-year investment plan.
2. - Understand the National Public Investment System.
3.-To develop the National Plan for National Public Investments.
4. Intervene in the negotiations of the projects with the multilateral lending agencies.
5. To assist the SECRETARIAT OF HACIENDA in the preparation of the General Budget for Expenses and Resource Calculation of the National Administration, specifically with regard to projects of national public investment, with the scope set out in Act No. 24,354 and projects financed by multilateral credit agencies.
6.- Ensure the development, updating and maintenance of information systems aimed at achieving efficient programme delivery with multilateral credit agencies and, on top of that, corrective measures that contribute to good administration and to the efficiency of their implementation.
SUBSECRETARIA
OBJECTIVES
1. To implement policies relating to the development of insurance and stock market services.
2 - To assist the Secretary of Economic Programming in relations with the NATIONAL COMMISSION OF VALORES and the SUPERINTENDANCE OF NATIONAL NEXTS.
3. To assist in the coordination of the administrative aspects of relations with the BANCO of the ARGENTINA NATIONAL NATIONAL BANCO and the BANCO of INVERSION AND EXTERIOR SOCIEDAD ANONIMA (BICE).

2. Intervene in the development of all draft laws, decrees and resolutions related to the substantive activities of the jurisdiction.
3. - Coordinate the implementation of administrative and financial policies in ministerial jurisdiction.
4. Coordination of human resources policy, organization, administrative and computer systems and administrative-disciplinary summaries.

9.-Coordinate what is linked to the processes of entrepreneurial reversal, and the sanitation of its liabilities with respect to the National State, in what is the matter of its competence.
10.-Coordinate the relations between the General Directorate of MILITARY FABRICATIONS and the NATIONAL EXECUTIVE PODER.
11.-Coordinate the monitoring of the development of the activities of the NATIONAL INSTITUTE OF INDUSTRIAL PROPERTY.
LEGAL SUBSECRET
OBJECTIVES
1.-Coordinate the legal service and keep the texts of the regulations related to the substantive activity of the jurisdiction, and monitor the actions of the jurisdictional services belonging to its decentralized agencies.
2. Intervene in all draft laws, decrees or resolutions that introduce or modify rules related to the substantive activity of the jurisdiction.
3. Intervene in all draft laws, decrees or resolutions that introduce or modify rules related to business management and in safeguarding the interests of the participation of the National State.
4.-Coordinate the audit of trials of a contentious nature in which the MINISTERY OF ECONOMY AND ARTWORKS AND PUBLIC SERVICES or their decentralized entities are a party.
SUBSECRETARIA DE NORMALIZATION PATRIMONIAL
OBJECTIVES
1.- Coordination of prejudicial activities, aimed at the recovery of credit in favor of the NATIONAL TESORO.
2.-Coordinate the implementation of, programmes for the administration and liquidation of the remaining assets, rights and obligations of companies or entities that have been privatized, dissolved or that cease to operate for any cause,
3. To coordinate the implementation of the system of compensation of credits and debts between the National Public Sector and the Private Sector, within the framework of the existing rules.
4 - Assist in the direction and unification of the representation of all agencies and companies within the scope of the MINISTERY OF ECONOMY AND ARTWORKS AND SERVICES PUBLICS, where appropriate, in the procedures governed by Act No. 24 522, including the processes of remediation of private sector liabilities to which the public sector is entitled

OBJECTIVES
1. To ensure the compatibility and administrative coordination of the areas of ministerial jurisdiction, whether centralized or decentralized, as well as the planning of administration activities.
2. To coordinate the implementation of the human resources policy, organization, administrative and computer systems and the substance of disciplinary administrative summaries of the ministerial jurisdiction.
3.-Coordinate the implementation of participating ownership programmes.
4.-Coordinate the dispatch, monitoring and archive of the documentation, administrative determining for each procedure the units of the jurisdiction with primary responsibility to understand in the respective subject.
INSTITUTIONAL RELATIONS
OBJECTIVES
1. To assist in the development and coordination of the implementation of policies inherent in the support of the institutional relations of the MINISTERY OF ECONOMY AND ARTWS AND PUBLIC SERVICES, both with the various areas of the Public Administration, the HONORABLE CONGRESS OF NATION and the JUDICIAL PODER OF NATION, as well as with the different sectors of the public and private spheres.
HACIEND
OBJECTIVES
1.- Direct the financial administration of the National Public Sector through budget systems, treasury, accounting and public credit.
2. - Coordinate the design of a tax system, customs, and social security resources, appropriate to the circumstances of economic and social order. Ensure the correct interpretation of tax rules.
3. To understand the design of economic promotion regimes with direct responsibility in the tax aspects and the extra-fiscal purposes that are persecuted through them, acting as a control authority in the use of promotional benefits from the information provided by the relevant enforcement and control agencies, and when the respective rules so establish.
4. To coordinate the negotiation of international tax and customs agreements in order to harmonize the application of national standards with those in force internationally, and to intervene in those dealing with social security resources. It also coordinates tax and customs aspects related to tax harmonization in regional integration processes.
5.- Supervising the action of NATIONAL ADMINISTRATION OF ADUANAS and the FISCAL TRIBUNAL OF NATION.
6.-Coordinate the implementation of national public spending policies and budgetary and financial administration.
7.- Understand the policies, rules and recruitment systems of the National Public Sector.
8.-Coordinate the administration and control of internal and external public credit.

1. To coordinate the various stages of the budgetary process of the agencies and entities of the National Public Sector.

3. Coordinating the National Public Sector Fund Management System.
4.-Coordinate the salary policy of the National Public Sector.
5.- Develop and coordinate the use of the Integrated Physical and Financial Information System.
6. To assist in the coordination of the accounting aspects between the National Government, the Provincial Governments and the MUNICIPALITY of the CITY OF GOOD AIRES.
7.-Propose policies, rules and systems relating to recruitment of the National Public Sector.
SUBSECRETARIA DE FINANCING
OBJECTIVES
1. To assist in the formulation of the credit aspects of the financial policy.
2.-Coordinate the implementation of policies and measures relating to the external and internal financing of the National State, intervening in the negotiations inherent in the subject with national, foreign, public or private financial entities.
3. Coordination of the information system on the credit capital market and support and guidance to the negotiations.
4.-Propose the normalization of the procedures for the issuance, placement and rescue of loans, as well as those for the negotiation, hiring and repayment of loans throughout the national public sector.
5. - To ensure that the means of financing obtained through public credit operations are applied for their specific purposes.
6.-Coordinate the administration of public debt and maintain an updated public indebtedness registry, duly integrated into the government accounting system.
7.- Establish the budget estimates and projections of public debt service and monitor compliance.
8.- Understand the administration of projects funded by bilateral credit agencies.
TRIBUTARY POLICY SUBSECRETARIA
OBJECTIVES
1. Design a tax system, customs, and social security resources, appropriate to the circumstances of economic and social order. Ensure the correct interpretation of tax rules.
2. To assist Mr. Secretary of Finance in the design of economic promotion regimes with direct responsibility in the tax aspects and extra-fiscal purposes that persevere through them, as well as in acting as a control authority in the use of promotional benefits, and implementation when the respective rules establish it.
3. Negotiate international tax and customs agreements in order to harmonize the application of national standards with those in force internationally, and to intervene in those dealing with social security resources, as well as to assist the Treasury Secretary in coordinating the tax and customs aspects of tax harmonization processes within the framework of regional integrations.
PUBLIC ARTWORKS AND SERVICES
OBJECTIVES
1. To assist the Minister of Economy and Public Works and Services in the aspects of his competence, understanding in the development, proposal and implementation of the national public works policy, monitoring its implementation and coordinating the programmes and projects related to them. It also proposes the regulatory framework to facilitate its implementation, exercising the powers conferred directly by the existing public works regulations or those delegated to it in the future.
2. To assist the Minister of Economics and Public Works and Services, in the aspects of his competence, understanding in the development, proposal and implementation of the national water policy, monitoring its compliance and coordinating plans, programmes and projects linked to water resources in all its manifestations in order to provide his correct knowledge, use, and preservation, and the participation of tariff and concession policies.
3.-Exercise the powers of the Comptroller with respect to those entities or agencies of control of the public services privatized or granted in the area of the Secretariat, when they have a functional link with it and enforce the corresponding regulatory frameworks.
4. - Coordinate the management and delivery of international technical and financial cooperation to be offered by other countries or international agencies for the implementation of public labour objectives and policies.
5. To assist the Minister of Economics and Public Works and Services in the aspects of his competence, understanding in the development, proposal and implementation of the national policy on energy and transport, monitoring its compliance and proposing the regulatory framework to facilitate its implementation.
6 - Ensure the operation of an integrated system of internal and international transports by coordinating their actions and developing measures to allow the development of the air, land, river and maritime modes, in conditions of maximum efficiency, in accordance with the powers granted by the legalization and the current regulations.
7. - To define and control the short-term, medium- and long-term policies and plans for internal and international transport that facilitate appropriate coordination oriented in particular to promote Latin American integration and to move studies and actions that enable different forms of deregulation, privatization and/or partial or total concession of services, to the extent that it tends to improve the system. 8.-Make control and control of the transport services provided through the different modes, ensuring the maximum clarity of the service and protection of the user in rational conditions of economicity and coordinating actions related to prevention, accidents and road safety.

ENERGY ELECTRIC SUBSECRETARIA
OBJECTIVES
1. - Make the proposal and control for the implementation of sectoral policies.
2.-Monitor the relations with and between the different operators of the electrical system, ensuring, the proper information about the conditions of demand and supply in the short, medium and long term.
3.-Evaluate natural resources available for energy approval, assist in the development of proposals regarding specific regulations for the different stages of the electrical industry, assess their environmental impact, in coordination with the relevant areas, and promote programmes conducive to the rational use of energy and the development of new and renewable sources.
COMBUSTIBLE SUBSECRETARIA
OBJECTIVES
1. To implement the proposal and control of the implementation of the national policy of hydrocarbons, mineral coal and other fuels, in what it does to promote and regulate its stages of exploration, exploitation, transport and distribution.
2.-Study and analyze the behavior of the deregulated hydrocarbon market, and mineral carbon. promoting competition and resource efficiency policies.
3.-Promote and monitor the rational exploitation of hydrocarbon resources and the preservation of the environment at all stages of the oil industry and execute the other control and control actions envisaged for the enforcement authority of Law No. 17.319 and Decree No. 44/91 and exercise the police power in the field of liquefied gas packed.
HIDRIC RESOURCES SUBSECRETARIA
OBJECTIVES
1. To coordinate the planning and implementation of national water policy and the development of the regulatory framework, linking the action of the various jurisdictions and agencies involved in water issues.
2.-Assert in the planning of the national foreign policy on shared international water resources, its basins, successive and contiguous river resources, and water bodies, as well as the inter-provincial watersheds and water regions policy.
3. To assist Mr. Secretary of Public Works and Services in the planning of tariff policies and concessions for the use and preservation of water resources and the provision of drinking water services and sewage treatments.
4. - Assist in the promotion, promotion and administration of safe water supply programmes, evaluation of excrets and other complementary services, with the aim of promoting the development and improvement of the quality of life of the population.
5. - Assist in the management and acquisition of international technical and financial cooperation that other countries or international agencies offer, for the implementation of water objectives and policies.
6.- Assist in the control of the functioning of the systems for the provision of drinking water, the evacuation of excrets and other complementary services provided by agencies and/or public service providers, recipients of budgeted resources or arising from international financial cooperation.
7.-Celebrate "ad referendum" agreements by the Secretary of Public Works and Services with the provinces, municipalities and/or communities, for the development of plans and programmes of their competence.
METROPOLITANO TRANSPORT SUBSECRETARIA
OBJECTIVES
1. To implement the proposal and control of the implementation of policies, plans and programmes related to metropolitan transport.
2.-Coordinate studies to update the regulations in force in terms of operating modalities, technical aptitude of equipment, insurance, tariff regime and any other regulations related to the actions of its competence.
3. - Develop and propose policies, deregulation and/or concession of metropolitan transport services in their different ways.
4.-Contribute to the structure and planning of transport in the Metropolitan Area of Buenos Aires by laying the foundations for the implementation of a continuous planning process of the system in National Jurisdiction.
5. - Assist Mr. Secretary of Public Works and Services in the control of the execution of public works carried out in the area of his competence.
AEROCOMERCIAL TRANSPORT SUBSECRET
OBJECTIVES
1. To implement the proposal, implementation and control of policies, programmes and plans related to aerocommercial transport.
2.-Coordinate everything related to road plans as well as the modification or updating of legislation and the operation of the aerocommercial transport system.
3. - Develop and propose policies for deregulation, privatization and/or concession of aerocommercial transport services.
4.- Participate in the restructuring of the national airport system.
5.- Exercise all activities and functions of the national aerocommercial authority.
OPERATING AND DISTAINING LARG TRANSPORT
OBJECTIVES ,
1. - To implement the proposal and control of the implementation of policies and plans related to port activity and the navigable roads. Exercise all responsibilities and functions of the national port authority.
2. - Develop and propose policies of deregulation, privatization and/or concession of ports, harbour and waterways services.
3. - Make the proposal and control of the implementation of policies and plans relating to river and maritime transport, and of transport of cargo and passengers, railway and long-distance motor.
4 .-Coordinate studies to update the regulations in force regarding operating modalities, technical aptitude of equipment, insurance, tariff regime, and all other regulations, related to the actions of its competition.
5. - Develop and propose policies to deregulate, privatize and/or grant the transport services of the area of its competence.
6.-To assist Mr. Secretary of Public Works and Services in the control of the execution of public works that are carried out in the area of his competence.
SUBSECRETARIA DE BIENES
OBJECTIVES
1.- Understand in the formulation, monitoring and monitoring of the implementation of policies relating to physical property owned by the National State and implement and update a system of information that facilitates the operation of such assets.
