Approve the organizational structure of the said Decentralized Agency, under the Secretariat for Natural Resources and Human Environment.

VISTO Act No. 24,629 and Decree No. 558 of 24 May 1996. and
CONSIDERING
That the sanction of Act No. 24,629 contains the rules concerning the improvement of the functions of the agencies that make up the National Civil Service.
That article 41 of the Constitution establishes the standards relating to the preservation of natural heritage and biodiversity, information and environmental education.
That Decree No. 558/96 established the obligation for each Jurisdiction to present a proposal for organizational structure and distribution of staff plants.
It is necessary to provide NATIONAL PARK ADMINISTRATION with the means that enable it to meet the emerging objectives of Law No. 22,351 and the policy of development of new Protected Natural Areas, in accordance with the legislation that determines their respective creations.
That the present is given in the exercise of the emerging powers of article 99, paragraph 1, of the National Constitution.
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article 1-Approve the organizational structure of the NATIONAL PARK ADMINISTRATION, a decentralized agency under the Secretariat of Natural Resources and Human Environment of the Presidency of the Nation, in accordance with the Body, Objectives, Primary Responsibility and Actions, which, as Annexes I and II, form part of this Decree.
Art. 2°-Within the improbable term of TEN (10) days from the date of this Decree, the ADMINISTRATION OF NATIONAL PARKS, with the prior conformity of the Ministry of Economy and Public Works and Services' Ministry of Finance, shall elevate the Chief of Staff of Ministers. the proposal to distribute the plant of charges in accordance with the provisions of this Decree.
Art. 3°-Please refer to the Chief of Staff of Ministers for approval of the Annexes relating to the distribution of the office plant of the organizational structure approved by this Decree.
Art. 4°-The organizational structure approved by this Decree shall enter into force on the first working day following the date of the dictation of the Administrative Decision referred to in the previous article.

ADMINISTRATION OF NATIONAL PARKS
OBJECTIVES
Design, conduct and control the implementation of the policies necessary to conserve and manage the National Parks, Natural Monuments and National Reserves, currently existing and eventually incorporated, in order to ensure the maintenance of their integrity in everything related to their particular physiographic characteristics, biotic associations, natural resources and environmental quality of human settlements and to promote the creation of new areas within the framework of the National Network of Protected Areas.
Program, analyze, authorize, supervise and rescind any public or private project, exploitation of natural resources, recreational and sporting activities, without exception prioritizing the maintenance of the integrity and identity of protected natural areas; on such activities ensure the correct perception of the canons, contributions, fees, patents, rights and other concepts that may correspond, with the aim of having a constant income of their own resources.
Promote and establish links of cooperation and assistance with national, provincial and municipal public and private bodies and - with the authorization of the National Executive - international and promote the dissemination of the general characteristics of the National Parks and other protected areas in the field of their competence, in order to induce an increase in harmonious coexistence with nature.
UNITY OF INTERNAL AUDITORY
PRIMARY RESPONSIBILITY
Understand in the internal control system, in accordance with Article 100 of the Financial Administration and National Public Sector Control Systems Act No. 24.156, providing a service to the entire organization, consisting of carrying out reviews and evaluations of the Agency ' s activities, using the integrated and comprehensive control approach to ensure the continued optimization of the levels of efficiency, economy and management effectiveness.
ACTION
In general, those determined by Act No. 24. 156, its regulations and the instructions of the General Assembly of the Nation, and in particular:
1) Develop the overall internal audit planning, in accordance with the General Internal Control and Internal Audit Standards, applying the integrated and integrated control model.
(2) Develop the Agency ' s Annual Internal Audit Plan and refer it to the National General Assembly for discussion and final approval.
(3) Participate in the development of rules and procedures for the establishment of the Internal Control System and subsequently follow up.
(4) Assess compliance with policies, plans and procedures established by the higher authority.
5) Review and evaluate the application of operational, accounting, legality, financial and environmental controls.
(6) Verify that erogations are carried out in accordance with the legal, accounting and corresponding budgetary levels.
7) Demonstrate, through recommendations and reports, any changes it deems relevant to the administrative circuits, in order to ensure that the Agency ' s resources are managed with economy, efficiency and effectiveness.
(8) Follow-up to the recommendations and reports submitted to the Agency ' s highest authority.
(9) Determine the reliability of data used in the development of information in the various areas of the Agency.
10) Determine the accuracy of the asset registrations and the safeguard measures taken to protect them.
(11) To produce reports on the activities carried out and, where appropriate, make appropriate recommendations or observations.
12) Consolidate the reports of the interdisciplinary teams, respecting the Agency ' s principle of unity, applying the comprehensive and integrated control system.
13) Remit a copy of the reports, recommendations and observations to the General Assembly.
(14) To inform the General Assembly of the Nation, where specifically required, on aspects related to the management of the Agency.
DIRECTION OF LEGAL MATTERS
PRIMARY RESPONSIBILITY
Assist, control and understand in all matters of a legal nature in order to provide legal support to the Agency in matters falling within its competence.
ACTION
(1) To advise on legal matters and to rule on the application of rules relating to their competence.
(2) To intervene in the preliminary draft laws, decrees, resolutions and complementary standards regarding technical legal aspects.
(3) Conduct the studies, procedures and documentation required for the Agency ' s participation in matters of legal interest shared with other agencies.
(4) Understand in the sponsorship and in the judicial representation of the National State in the trials conducted by the National Parks Administration in accordance with the regulations in force by appointing lawyers to intervene.
(5) Intervene in the instruction of administrative tribunals where appropriate by the competent authority of the Agency.
(7) To control and monitor all actions of its responsibility.
NATIONAL DIRECTION OF INTERIOR
PRIMARY RESPONSIBILITY
To direct and monitor the implementation of the operational management of the Protected Natural Areas under the administration of the Agency, in the implementation of the policies and objectives for each area determined by the highest authorities of the Agency.
ACTION
(1) Understand the operational management of the Protected Natural Areas, coordinating the actions of the respective Intendencies.
2) Monitor the activities of the National Park Ranger Corps.
3) Monitor the process of developing the Annual Operational Plans of the Protected Natural Areas.
4) Develop and monitor the Programme for the Prevention and Combating of Fire in the Protected Natural Areas.
5) Understand the equipment of the Protected Natural Areas.
6) Understand the development of primary and secondary communications networks, controlling their operating levels and promoting their adequacy and updating.
(7) To control and monitor all actions of its responsibility.
8) Dictate the necessary provisions for the fulfilment of its purposes, within the framework of the conferred powers.
DIRECTION OF OPERATIONAL COORDINATION
ACTION
(l) Participate in the planning of the monitoring and monitoring system and its operational diagramming in the Protected Natural Areas.
2) Participate in the planning and implementation of forest fire prevention, presupression and suppression systems, fire management plans and emergencies.
3) To participate in the development of the plans for the study of the courses of entry and training of the National Parks Corps.
4) Intervene the internal transfers of the personnel of the Execution section and propose the inter-jurisdictional transfers of the National Parks Corps.
5) Intervene and address issues related to equipment and infrastructure related to the control and monitoring tasks of the Protected Natural Areas.

INTENDENCES
ACTION
1) Direct and manage the Protected Natural Area in your charge.
2) Develop the annual Operational Plans of the Protected Natural Area.
(3) Exert the Agency ' s representation and establish relations with the provincial and municipal authorities, propending on the integration of communities with the conservation objectives of each area.
4) Fiscalize and evaluate the services and work performed in the area under your responsibility.
5) Intervene in the development of the management plans and operations of the area in your charge.
6) Run the management plans and operations of the area under your responsibility.
7) To exercise the representation of National Parks in front of the social media, spreading the characteristics of the Protected Natural Area and all information that contributes to increasing harmonious coexistence with nature.
8) To have the internal transfers of the National Park Ranger Corps, following the intervention of the Operational Coordination Directorate.
9) To control and monitor all actions of its responsibility.
10) Dictate the necessary provisions for the fulfilment of its purposes, within the framework of the conferred powers.
NATIONAL DIRECTION OF PROTECTED AREAS CONSERVATION
PRIMARY RESPONSIBILITY
Understand in the planning, programming and formulation of policies and strategies for the conservation and public use of the Protected Natural Areas of a national nature, covering aspects of scientific research and monitoring, protection, management, sustainable use, interpretation and recreation.
ACTION
(l) Define priorities and strategies for biodiversity conservation.
(2) Develop general institutional planning for the conservation, management and public use of the Protected Natural Areas.
(3) Understand the identification, evaluation, proposal and management of new areas to be incorporated into the National Park System.
4) Evaluate the state of conservation of the Protected Natural Areas, identify their requirements and propose the measures of protection and command for the preservation of biotic communities, species of flora and fauna, cultural values and physical traits and the landscape of them.
(5) Understand the regulatory theme on the substantive aspects of conservation.
6) Promote and understand in the conduct of scientific studies and research applied in the Protected Natural Areas.
7) Understand human settlements management and sustainable use of natural resources.
8) Understand the visitor's care programs, referring to the quality of the visit and propose the measures necessary for its improvement, in the field of information and interpretation of nature.
9) Understand and supervise the programmes of interpretation of nature, extension and environmental education.
10) Understand the development and updating of the Management Plans.
(11) Develop the geographical information system of the agency.
12) Intervene in the development of the Annual Operational Plans of the Protected Natural Areas.
13) Supervising the control of compliance with the guidelines set out in the Protected Natural Areas Management Plans, in which it refers to the aspects of their conservation and public use.
14) To control and monitor all actions of its responsibility.
15) Dictate the necessary provisions for the fulfilment of its purposes, within the framework of the conferred powers.
CONSERVATION AND MANAGEMENT
ACTION
(1) Understand in the efforts of conservation and management of protected natural and cultural ecosystems and resources.
(2) Formulate guidelines and intervene in the development of applied scientific research programmes in the Protected Natural Areas.
(3) Formulate guidelines and intervene in the development of programmes for the sustainable use of natural, cultural and public use.
4) Participate in the development of fire management programmes and monitor their management.
5) Formulate guidelines and intervene in the management of human settlements and activities in the Protected Natural Areas.
6) Develop regulations for the conservation and management of natural resources, cultural and human settlements.
7) Intervene and advise on all aspects that make environmental impact assessment.
(8) Conduct records on natural resources, cultural and human settlements.
9) To intervene in the control of the compliance of the guidelines established in the management plans of the Protected Natural Areas, referring to the aspects of their conservation and public use.
DIRECTION OF INTERPRETATION AND ENVIRONMENTAL EXTENSION
ACTION
(1) Intervene and advise on the development of plans and programmes for the interpretation of the nature, environmental extension and public use of the Protected Natural Areas.
(2) Formulate specific guidelines and regulations for the interpretation of nature and education and environmental extension.
3) Develop and monitor guidelines and regulations to design interpretation paths, visitor centers and printed material.
4) Develop and monitor the contents and designs of the materials of a didactic and informative nature (folletos, posters, graphic material) that complement the conservation activities in the Protected Natural Areas.
(5) Intervene in the development of technical support materials for staff (manuals, instructives, etc.) or scientific outreach.
(6) Coordinate and supervise the information and public service.
(7) Promote and intervene in the development and implementation of outreach activities.
8) Intervene in the assessment of the quality of the visit in the Protected Natural Areas and in the proposal of measures necessary to improve them.
REGIONAL DELEGATIONS
ACTION
(1) Analyze the state of conservation of the nature of the Protected Natural Areas of your region and the quality of visit offered to the public in them, and identify the requirements to improve them.
2) Relevar, analyze, dump and expand existing scientific information on biodiversity and the characteristics of the Protected Natural Areas of your region, developing plans to monitor areas, biotic communities and/or species, detecting and encouraging priority research topics.
3) To intervene in the evaluation and authorization of the research projects that are planned in the Protected Natural Areas of your region.
(4) Propose the measures of protection and/or management that are deemed necessary for the preservation of the biotic communities, the species of flora and fauna, the physical traits and the landscapes of the areas of their competence.
(5) Propose the management measures of visitors and features of the services that they recommend.
6) Propose the technical guidelines and conditions to which the use of natural resources should be adjusted in the areas of their competence, and carry out their technical control.
(7) Develop plans and propose management guidelines for existing rural human settlements, seeking their compatibility with the objectives of conservation of areas of their competence.
8) Propose the appropriate developments in the area of interpretation of nature for the areas of their competence, and provide technical assistance to the mayors.
9) Analyze the projects of public or private works, of use and/or tourism development, evaluating their justification and their feasibility according to the ecological impact of each project and its framework in the management plans.
10) Intervene in the development and updating of the Protected Natural Area Management Plans of your region and advise the respective mayors for their implementation.
11) To provide assistance to the Intendencies in the formulation of their respective operational plans.
12) Participate in the identification, evaluation and proposal of natural areas that should be incorporated into the National Park System or to expand those that already integrate it.
(13) Participate in the development of public outreach or technical support materials for staff.
14) Dictate the necessary provisions for the fulfilment of their ends in the dizziness of the conferred powers.
GENERAL DIRECTION OF COORDINATION
ADMINISTRATIVE
PRIMARY RESPONSIBILITY
Understand the financial economic and property management of the National Parks Administration. Understand the Agency ' s Human Resources Policy. Understand the staff training policy. Understand the politics of Works and Public Investment. Understand concessions for the provision of services to visitors in the Protected Natural Areas.
ACTION
(1) Coordinate the planning, programming and development of the Agency ' s Annual Resource and Erogation Budget.
2) Coordinate, direct and control the activities of the Directorates in their charge.
(3) Conduct the General Committee on Entry, Departure and Dispatch, ensuring the distribution of administrative documentation to the Agency ' s units, the control of movement and compliance with the time frames for the processing of administrative records; the receipt, departure and archiving of documentation and notifications, ensuring compliance with the precautions prescribed in the implementation regulations.
4) Participate in all the operational and conservation actions of nature related to the Areas of their concern.
(5) Dictate the necessary provisions for the fulfilment of its purposes, within the framework of the conferred powers.
DIRECTION OF ADMINISTRATION
ACTION
1) Run and control the Annual Erogation Budget and the calculation of resources from the National Parks Administration.
(2) To collect, register, dispose and control the resources of the National Parks Administration and administer, guard and dispose of the funds and values derived from the collections or any other permanent or eventual income of the area of its competence, as well as the values and documents representing them.
(3) Implement activities related to the acquisition, recruitment and supply of goods and services.
(4) Manage and coordinate the implementation of the tasks of conservation, monitoring, registration and messure of the properties of the National Parks Administration and its property assets. Coordinate maintenance of mechanical goods and equipment, ensuring the efficient delivery of internal services.
(5) Design and implement accounting administrative systems of control and audit in terms of operational, financial and property aspects of the National Parks Administration.
(6) To control and monitor all actions of its responsibility.
7) Dictate the necessary provisions for the fulfilment of its purposes, within the framework of the conferred powers.
DIRECTION OF HUMAN RESOURCES AND CAPACITATION
ACTION
(1) Manage and update the information systems related to the application of the tools of the organizational planning and human resources management system, applying the controls that allow the correct liquidation of staff assets.
2) Coordinate and technically assist the processes of staff search, selection and integration.
(3) Monitoring the status of staff advancement in the race regime and proposing relevant policies and measures.
(4) Develop the actions of analysis, planning and organizational design. Develop and propose the modifications of the relevant organizational structures.
(5) Understand the regulatory theme of the National Parks Corps.
6) Custody and maintenance of staff and databases.
(7) To coordinate and technically assist the performance appraisal process, assisting the intervening authorities and Evaluation Committees in fulfilling their responsibilities and in managing the results of the process.
8) Ensure adequate implementation of human resources, occupational health and safety legislation and organization of labour structures and procedures.
9) Analyse, design and implement specific training programmes and proposals, with the intervention of the relevant areas.
10) Technically assist the Jurisdictional Delegation of the Standing Committee of Careers.
(11) Intervene in general training programmes for the Public Administration.
(12) To control and monitor all actions of its responsibility.
13) Intervene in transfers, commissions and all other staff movements involving an erogation.
DIRECTION OF ARTWORKS AND PUBLICA INVERSION
ACTION
(1) To intervene in the proposal and solution of the necessary works, preparing the draft of the public investment plan and thus participating in the implementation of the operational management plans.
2) Project, monitor and approve all the works of any kind that are performed in the Protected Areas, in accordance with what is determined by the approved operating management plans.
(3) To approve the plans for the maintenance of existing works, supporting and supervising the actions that in these aspects directly carry out the Intendencies.
(4) Program and supervise road works in the jurisdiction of the Protected Areas, coordinating actions relevant to the implementation of them with the national and provincial entities of Vialidad.
5) Assist in the plans and arrangements for the management and development of existing urban centres in the Protected Areas.
(6) Assist in the technical conditions to which the use of Natural Resources, the concessions of recreational infrastructure works should be adjusted.
7) Assist in monitoring and approving the works carried out by concessionaires, residents and other third parties in the area of protected areas.
8) Define and implement a maintenance program for the two central buildings of the National Parks Administration.
9) To control and monitor all actions of its responsibility.
10) Dictate the necessary provisions for the fulfilment of its purposes, within the framework of the conferred powers.
DRAFT RESOURCES ADOPTION
ACTION
(1) To propose the objectives, policies and programmes to be established for services to visitors.
(2) Propose general regulations and instructions to be issued in connection with services to visitors.
(3) Coordinate tasks related to: (a) Search, selection and designation of service providers; (b) Formalization of the respective contracts; (c) Ventures, renewals, modifications or conclusion of contracts; and (d) Verification of compliance with the obligations of service providers.
(4) Determine the type of information to be produced by the service units for the purpose of evaluating their development.
5) Coordinate the attention of complaints, claims and initiatives received on services.
(6) Provide information on services provided to visitors as well as on the incorporation of new services or the modification or deletion of existing services.
7) Provide information for the implementation of training actions related to the provision of services to visitors.
