VISTO Issue No. 5446 of 18 November 1996 of the General Directorate of MILITARY FABRICATIONS and in accordance with Laws No. 23.696, 24.629 and Decrees No. 1932 of 20 September 1991, 558 of 24 May 1996 and 660 of 24 June 1996; and
CONSIDERING:
That by the standards mentioned in the View and complementary provisions in the area of reform and modernization of the State, according to which and in order to make the necessary administrative transformation possible, is established the organisational conformation of the DIRECCION GENERAL DE FABRICATIONS MILITARES.
That on the basis of the same principles determined by the legal body and its regulation, in the particular case of the General DIRECTION OF MILITARY FABRICATIONS, a differentiated restructuring model is required given the ongoing privatization process and its business characteristics.
The procedures, reductions and adjustments of the above-mentioned standards have been completed.
That the proposed organizational structure is indispensable to ensure the operational functions of the General DIRECTION OF MILITARY FABRICATIONS, and to comply with the provisions of Act No. 12,709.
That UNITY OF REFORM AND MODERNIZATION THE STATE has taken the intervention that belongs to it.
That the present measure is in exercise of the powers conferred by article 99, paragraph 1, of the NATIONAL CONSTITUTION.
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article 1 . Approved the organizational structure of the General DIRECTION OF MILITARY FABRICATIONS, a decentralized body under the SECRETARIAT OF COORDINATION of the MINISTERY OF ECONOMY AND ARTWS AND PUBLIC SERVICES, whose Organization, Objectives, Primary Responsibilities and Actions, Permanent Plant and Transitory Plant, are an integral part of the present Decree, VIc Art. 2o . Please refer to the position of Internal Auditor of the General DIRECTION OF MILITARY FABRICATIONS in accordance with the conditions set out in Decree No. 971 of 6 May 1993, its amendments and complementary ones. Art. 3o , In a period of up to TREINTA (30) days, from this Decree, the General DIRECTION OF FABRICATIONS MILITARES shall submit the proposal for the organizational structure of the openings inferior to those approved in this act, in accordance with the provisions of Decree No. 1545 of 31 August 1994 regulated by Resolution S.F.P. GENERAL DIRECTION OF MILITARY FABRICATIONS
OBJECTIVES
1.- Preparation of folds and conditions.
2.- Maintenance of the Productive Processes of the existing Plants until compliance with the privatization target.
3.- Provision of defence materials to the Armed and Security Forces.
PRODUCTION
PRIMARY RESPONSIBILITY
Direct and plan the production policies implemented by the General Directorate of Military Manufactures, according to the program of transformation of the same.
ACTION
1.- Planning and directing productions to reconcile sales requirements, with production possibilities, setting the respective plans for each Unit, and verifying compliance.
2.- Implement and execute technical assistance programs due to variations in quality standards, regarding current standards, approved for the product to be marketed.
3.- To act in support of specific technological topics of Production Units, logistic, administrative and/or budgetary link.
4.- Coordinate the budgets of the Operational Budget System and the Input Budget of the entire Factorys.
DIRECTION OF ADMINISTRATION
PRIMARY RESPONSIBILITY
Nuclear the Agency ' s preponderant administrative issues, coordinate actions relating to its responsibility in the Productive Units and study markets and their access to them.
ACTION
1.- Carry out the company's fiscal accounting and business records, as well as the registration, analysis, control and consolidation of property accounts.
2.- Manage the financial and credit movement of the Agency.
3.- Implement consolidated sales planning and budgeting.
4.- Conduct sales operations of civil or military services and/or products.
DIRECTION OF COORDINATION
PRIMARY RESPONSIBILITY
Direct and implement the human resources of the agency, as well as its relations with the different public and its legal issues.
ACTION
1.- Develop and implement policies that consolidate the labour link between the General Directorate of Military Manufacturing and the staff of its unit.
2.- Implement strategies and translate institutional objectives.
3.- Address health, hygiene and industrial security policy issues.
4.- Provide legal assistance to the Agency and represent it in all trials to which it is a party.
UNITY OF INTERNAL AUDITORY
PRIMARY RESPONSIBILITY
Examine the rules and procedures inherent in the internal control system and increase compliance by the General Directorate of Military Manufacturing.
ACTION
1.- Develop the Annual Audit Plan.
2.- Analyze in a comprehensive manner the acts and implementation of the operational, accounting, legal and financial controls.
3.- Develop reports on activities developed, making relevant observations and/or recommendations, as well as their follow-up.
4.- Verify that income and expenditure are made in accordance with the relevant legal and accounting standards and budgetary levels.
