CONSIDERING:
That by Decree No. 227/94 the SECRETARY for Social Development was established within the scope of the NATIONAL PRESIDENCE.
That Decree No. 819/94 approved the organizational structure of the ADMINISTRATIVE TECHNICAL COORDINATION SUBSECRETARIA and the Directorate-General for Legal Affairs of the SECRETARIAT for SOCIAL DEVELOPMENT of the NATIONAL PRESIDENCE, which should be appropriate to the reform process implemented, thus prosecuting its modification.
That Article 1 of Decree No. 660/96 abolished the SUB-ECRETARIA OF THE THIRD EDAD and the SUB-ECRETARIA OF ADMINISTRATIVE TECHNICAL COORDINATION, and in accordance with Article 3 of the precited Decree transformed the SUB-ECRETARIA OF SOCIAL ACTION into SUBSECRETARIA7/ partial POLITICES949/
That under Chapters VI, VII and VIII of Decree No. 292/95 were transferred from 1 January 1996 to the SECRETARIAT for the Social Development of the NATIONAL PRESIDENCE, the functions of processing, granting, liquidation and payment of non-contributory pensions, the medical benefits of the beneficiaries of the system, and also the tangible and immovable property, budgetary provisions and human resources that belonged to the National Security Agency
By Decree No. 954/96, the organizational structure of the NATIONAL INSTITUTE FOR COOPERATIONAL ACTION was approved AND MUTUAL as a decentralized body in the field of the Social Development SECRETARIAT of the NATIONAL PRESIDENCE.
By Decree No. 103.426/37 was established the National Register of Public Good Entities, whose competencies will be assumed by the National Centre of Community Organizations, so it is necessary to modify the pre-mentioned norm.
That within the framework of the Government ' s social policy, it is pertinent to strengthen the effective application of the criteria for the equity of social programmes in regions considered to be priority in order to reach the population in a state of social risk with expeditious and effective actions to give it direct attention, promoting the strengthening of the communities that make up the population, thus prosecuting the creation of the NATIONAL COMMISSION ON SOCIAL DIRECTA ACTION.
That Decree No. 558/96 established the obligation for each Jurisdiction to submit a proposal for organizational structure and distribution of staff plants to the level of National Directorate, General or equivalent or first operating level with direct dependence on the political level and for that purpose the organization of political levels established in the Decree should be taken as a basis No. 660/96 in accordance with the above-mentioned considerations.
That UNITY OF REFORM AND MODERNIZATION The State has taken the intervention that it is responsible for, in accordance with Decree No. 558/96.
That Act No. 24,629 sets out the rules for the execution of the budget and the administrative reorganization, creating the legal framework for restructuring and/or transfer of agents between the various jurisdictions.
That the present is in exercise of the emerging powers of Article 99, paragraph 1 of the National Constitution.
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article 1 la Approve the organizational structure of the SECRETARY for Social Development of the PRESIDENCE OF THE NATION according to the organigrams, primary responsibility, actions and charges, such as Annexes I, I.a, II, III.a, III.b and III.c, form an integral part of this Decree.
Art. 2o . Enter the NATIONAL COMMISSION ON ASSISTANCE PENSIONS within the SECRETARIAT for SOCIAL DEVELOPMENT of the NATIONAL PRESIDENCE, which will be presided over by an Assistant Secretary-General appointed by the NATIONAL EXECUTIVE POWER, on the proposal of the SECRETARY-GENERAL for SOCIAL DEVELOPMENT of the NATIONAL PRESIDENCE.
(Note Infoleg: by art. 15 of Decree No. 746/2017 B.O. 26/9/2017, from 1 October 2017, is transferred to the NATIONAL ADMINISTRATION OF SOCIAL SECURITY (ANSES), a decentralized body operating in the orbit of the MINISTERY OF WORK, COMPLEX AND SECURITY SOCIAL, the functions of processing, awarding, liquidation and payment of non-contributory benefits to date were carried out by the former NATIONAL COMMISSION ON ASSISTANCE PENSIONS, with the exception of those granted for invalidity under Act No. 13,478, its supplements and modifications and those derived from the application of Acts No. 26,928 and No. 25,869. Art. 3o . Approve the organizational structure of the NATIONAL COMMISSION ON ADVISORY PENSIONS in accordance with the organization, objectives, primary responsibility, actions and positions that, as annex IV.a, IV.b and IV.c, form an integral part of this Decree.
Art. 4o a Incorporate the Social Development SECRETARIAT of the PRESIDENCE OF NATION to staff whose details work as an annex to this article.
Art. 5o El The staff of the National Social Security Administration transferred to the Social Development SECRETARIAT of the PRESIDENCE OF THE NATION, pursuant to Article 21 of Decree 292/95, shall be reinstated within the time limit of NOVENTA (90) days after the publication of the present, in the NATIONAL SYSTEM OF THE ADMINISTRATIVE PROFESSIONAL regulated by Decree No. 993/91 (t. 1995) in force in the said Jurisdiction, in accordance with the guidelines issued by the Ministry of Foreign Affairs The re-encassation should be approved by Joint Resolution of the holders of the Social Development SECRETARIAT of the NATIONAL PRESIDENCE and the SECRETARIAT of the PUBLIC FUNCION of the MINISTERS GABINETE JEFATURA.
Art. 6th . Trust in the scope of the SECRETARIAT for SOCIAL DEVELOPMENT of the NATIONAL PRESIDENCE, the NATIONAL COMMISSION ON SOCIAL ACTION DIRECTA, in accordance with the objectives annexed to this article as an integral part of this Decree.
Art. 7o La The NATIONAL COMMISSION ON DIRECTIVE SOCIAL ACTION shall consist of one (1) President with rank and hierarchy of Assistant Secretary-General appointed by the NATIONAL EXECUTIVE PODER, and CINCO (5) vowels who shall receive a remuneration equivalent to Level A Grade 8 of the National System of Administrative Profession and shall be appointed by the SECRETARY for SOCIAL DEVELOPMENT. The members of the Commission shall have the right to vials and passages according to the current regime for the National Civil Service.
Art. 8o La The SECRETARY for SOCIAL DEVELOPMENT of the NATIONAL PRESIDENCE shall, on the proposal of the Commission established by Article 6 of this Decree, adopt the specific rules and procedures for the operation of the NATIONAL AND provide the necessary technical and administrative support infrastructure for its operation.
Art. 9th . Designate in the position of Chairman of the NATIONAL COMMISSION ON SOCIAL ACTION, created by Article 6 of this Decree, to Ms. Lidia Catalina DOMSIC (M.I. No. 6.525.256).
Art. 10. . Modify the unit established in Article 9 of Decree 1667/91, by which the decentralized National Institute for Indigenous Affairs was transformed into a centralized unit of the National Civil Service, in the orbit of the former National Directorate for Integral Development of the Person of the former Undersecretary for the Development of the Person of the MINISTERIO OF HEALTH AND SOCIAL ACTION, which is to become dependent on the Social Security Council
Art. 11. . Transfer to the National Centre of Community Organizations the competences of the National Register of Public Good Institutions, created by Decree No. 103.426/37 and whose rules of operation were established by Decree No. 67.519/40.
Art. 12. to the SECRETARY for Social Development of the PRESIDENCE OF THE NATION to designate on an interim basis and until such time as the selection and contests are carried out, and for a maximum period of NOVENTA (90) days, the staff who will be responsible for the organizational units that are created or changed from denomination through the organisational structure that is approved by the present.
Art. 13. La The SECRETARY for SOCIAL DEVELOPMENT of the NATIONAL PRESIDENCE within the time of TREINTA (30) days, will present the proposal of organizational structure of the openings below which they are approved, in accordance with the provisions of Decree No. 1545/94, regulated by Resolution S.F.P. No. 422/94. Until they are approved, the existing units will temporarily maintain primary responsibilities and existing endowments with their respective levels, degrees of magazine and the executive functions provided for in Decree No. 993/91 (T.O. 1995).
Art. 14. . Transfer to the MINISTERY OF HEALTH and SOCIAL ACTION the staff . whose detail works as Annex V to this Decree and is part of the same- coming from the SECRETARIAT for SOCIAL DEVELOPMENT of the NATION PRESIDENCE. The transferred staff shall maintain their respective levels, degrees and additional journals, in force at the date of this measure.
Art. 15. . Transfer to the NATIONAL COUNCIL of the LESSOR AND FAMILY staff cu whose detail works as Annex V.b of this Decree and forms part of the same . from the SECRETARIAN FOR SOCIAL DEVELOPMENT of the NATION PRESIDENCE. The transferred staff shall maintain their respective levels, degrees and additional journals, in force at the date of this measure.
Art. 16. DE Transfer to the SECRETARIAT OF PROGRAMME FOR THE PREVENTION OF DROGADICCION AND LUCHA AGAINST THE NARCOTRAFIC OF PRESIDENCE From the NATION the staff cu whose detail works as Annex V.c to this Decree and is part of the same SE coming from the SECRETARIAT for SOCIAL DEVELOPMENT of the NATIONAL PRESIDENCE. The transferred staff shall maintain their respective levels, degrees and additional journals, in force at the date of this measure.
Art. 17. . The expenditure that demands compliance with this measure will be met from the provisions of the provisions allocated to the Social Development SECRETARIAT of the NATIONAL PRESIDENCE by the general budget of the current National Administration.

Annex II
GENERAL DIRECTION OF ADMINISTRATION
PRIMARY RESPONSIBILITY:
Understand the development of the Secretariat ' s budget, and exercise economic, financial, computerization and physical and human resources management, and the monitoring and control of the administrative processing system of jurisdiction.
ACTIONS:
Formulate the proposed budget.
Programme and control the implementation of the approved budget for the Secretariat.
Manage maintenance contracts.
Address the requirements of goods, services and maintenance of the Secretariat by directing the respective recruitments.
Coordinate the management of administrative acts emanating from the Secretariat within the scope of its dependence.
Manage the income and income of funds of budgetary origin.
Identify and record economic and financial resources based on different sources of financing.
Manage the heritage of the Secretariat. Manage policies and implement the rules governing labour relations, the performance of their staff, their administrative career, training and development.
Manage the implementation and management of computerization of the Secretariat.

DIRECTION OF HUMAN RESOURCES AND ORGANIZATIONS
ACTIONS:
1. 1. Manage policies and the application of regulations governing staff, administrative careers, training and development and labour relations, in the pursuit of improved levels of productivity and labour satisfaction and quality in the provision of services under the jurisdiction.
2. 2. Manage the information systems related to the application of the tools of the human resources management system and apply the controls that allow the correct liquidation of staff assets.
3. 3. Coordinate and assist technically in the processes related to the implementation of the National System of Administrative Profession in the field of selection, evaluation, performance and training, monitoring the progress of the administrative career of staff and proposing the relevant corrective measures.
4. 4. Leading the actions of analysis, planning and organizational design; developing and proposing the modifications of the corresponding organizational structures.
5. 5. Coordinate and keep an up-to-date survey and evaluation of jobs, as well as processes, flows and work procedures.
6. 6. Ensure adequate implementation of human resources, hygiene and occupational safety legislation.
7. 7. Coordinate the provision of medical service in jurisdiction.
8. 8. Propose and establish channels of institutional communication on the subjects of their competence.
9. 9. Technically assist the Jurisdictional Delegation of the Standing Committee of Careers.
PROGRAMME DIRECTION AND BUDGET CONTROL
ACTIONS:
1. 1. Manage and record economic and financial resources.

GENERAL DIRECTION OF LEGAL MATTERS
PRIMARY RESPONSIBILITY:
To represent and advise on all matters of a legal nature within the competence of the Secretariat and to instruct the appropriate summaries.
ACTIONS:
Execute the control of legality and legitimacy of administrative acts.
To permanently advise on the legal aspects of the various areas of the Secretariat.
Address activities arising from the submission of resources and issue opinions.
Disclaim the Judicial Offices addressed to the Secretariat and monitor compliance with the prescribed terms and/or drafts of decrees, resolutions and provisions that should be raised for consideration and/or approval by the higher authorities.
Instruction and substance of administrative sums that order superiority to Secretariat staff and those of agencies of their dependence.
To represent the Secretariat for Social Development in the cases to which it is a party.
DIRECTION OF LEGAL AND JUDICIAL MATTERS
ACTIONS:
1. 1. Control the legitimacy and legality of administrative acts.
2. 2. Develop and address the tasks arising from the submission of resources and issue opinions.
3. 3. Process judicial offices and control compliance with the terms prescribed by the existing rules.
4. 4. Supervising drafts and/or drafts of decrees, resolutions and provisions that should be raised for consideration and/or approval by the higher authorities.
DIRECTION OF SUMARIES
ACTIONS:
1. 1. Conduct investigations on administrative irregularities through the processing of summary records and summary information.

NATIONAL DIRECTION OF FOLLOW-UP AND COMPENSATORIES
PRIMARY RESPONSIBILITY:
Defining, executing and supervising food assistance policies and programmes, coordinating with other areas of the national, provincial and/or municipal government that do so, to promote to compensate for gaps in vulnerable sectors, facilitate their organization, improve the infrastructure of their effects, train social actors and set food targets, with special emphasis on children between 2 and 14 years and family groups; and developing and implementing policies for coverage and direct assistance to individuals, groups or institutions in situations of emergency need.
ACTIONS:
Identify food-nutritional assistance needs for the child population between 2 and 14 years of age, as for families, focusing on socially and economically vulnerable sectors.
Formulate programmes to assist children ' s and school eaters to be implemented at the provincial and municipal levels.
Enable the growth and improvement of infrastructure required for the implementation of food-nutritional programmes.
Train the actors involved, standardize the scope of nutritional goals and provide technical assistance at the provincial and municipal levels in all matters related to food assistance.
Assist financially and technically the development of orchards and family, school and community farms.
Propose and execute compensatory direct assistance actions against situations of risk, emergency or manifest need aimed at individuals, communities or institutions.
To direct actions aimed at the prevention and resolution of states of social necessity caused by emergencies within or outside the country in compliance with international commitments.
NATIONAL DIRECTION OF SOCIAL ORGANIZATION
PRIMARY RESPONSIBILITY:
Develop, support and strengthen the organization and integration of social actors and sectors at risk, aimed at achieving full social citizenship through, among others, training processes, technical assistance, organizational and financial support mechanisms.
ACTIONS:
Strengthening civil society organizations, on their own or in relation to government areas, encouraging their generation, representativeness, self-support and full participation.
Promote the emergence of social leaders or animators, able to develop projects aimed at promoting the organization and with community participation.
Support targeted community initiatives that meet the needs of the members of society.
Develop plans and actions to support and increase sources of work in order to enable full citizenship and strengthen social inclusion.
Promote social solidarity through the revaluation of voluntary work in the design, management and evaluation of social policies and programmes.
Strengthen the roles and socio-community functions that support and enable social organization.
Develop audio-visual and graphic technology aimed at strengthening community integration and participation with special emphasis on popular education.
Support any development of articulation within or between civil society and government levels in order to improve mechanisms that enable full community integration.
NATIONAL INSTITUTE OF INDIGENOUS MATTERS
PRIMARY RESPONSIBILITY:
Promote the integral development of indigenous communities, giving priority to their socio-economic, health and cultural aspects, preserving and revaluing the cultural heritage of these communities.
ACTIONS:
Coordinate with the rest of the national and provincial jurisdictions, promote indigenous development, suggesting bilingual and intercultural education proposals, prevention and health care programmes, as well as housing plans.
Conduct studies, censuses and keep up-to-date records of the indigenous population that enable the formulation of programmes to solve their specific problems.
Disseminate existing legislation and their rights among the population.
NATIONAL DIRECTION OF SOCIAL PROGRAMME
PRIMARY RESPONSIBILITY:
Develop programmes and projects for vulnerable groups and assess resource allocation.
ACTIONS:
Design social intervention programmes and projects to overcome the needs of women, youth, the elderly, the disabled and other vulnerable groups.
Set priorities according to territorial focalization criteria and groups at risk, establishing impact and product targets for different social projects, evaluating the necessary resources.
Building programme management tools, tending to increase their effectiveness, efficiency and equity.
Develop national and regional bodies that facilitate the participation of agencies and representative institutions of vulnerable groups to develop plans for their attention.
Develop and submit draft legislation on improving the quality of life and resolving specific situations of priority groups.
NATIONAL DIRECTION OF COORDINATION AND GESTION
PRIMARY RESPONSIBILITY:
Understand the management of the sub-secretariat programmes and projects at the jurisdictional level, proposing the activities and resources that demand them.
ACTIONS:
Understand the coordination and implementation of social projects of agencies operating in the social field in the area of promotion, integration and assistance to groups at risk.
Maintain and update beneficiary registers for the various programmes in the Undersecretariat.
Register the activities, fulfillment of timetables, resources, targets and focus of the products provided by the operating units of the various programmes of the Undersecretariat.
Technically assist jurisdictions by transferring methods, techniques and/or social management tools that enable them to be more effective and efficient in the administration of programmes.
To follow up on the physical and financial goals of the programmes in your responsibility.
Systematize demands and needs in projects that respond to them.
NATIONAL DIRECTION OF HABITIONAL PROGRAMMES
PRIMARY RESPONSIBILITY:
Assist the Assistant Secretary for Housing in the formulation, promotion and coordination of programmes, to meet the housing requirements and infrastructure of the lower-income sectors, and to carry out audit and control actions in the use of FONAVI resources and other national and international resources.
ACTIONS:
To direct the formulation of Habitational Programs for the lower-income sectors and population in situations of vulnerability and housing emergency.
Direct the formulation of programmes for the provision of land, infrastructure, equipment and complementation or improvement of human settlements.
To promote and coordinate the participation of public, private or mixed national and provincial bodies, with intervention in the field of housing, and to assist in the elaboration and conclusion of agreements with them.
Fiscalize the implementation and compliance of existing legislation and standards in housing and urban development programmes and projects.
Establish criteria for evaluating the implementation of objectives and targets, and plan audit actions in the use of national and international resources, including FONAVI.
Lead actions to provide cooperation and technical assistance to public and private agencies, promote the training and development of professionals and technicians in the sector and disseminate the work developed in the field of their competence.
NATIONAL DIRECTION OF HABITIONAL POLITICS
PRIMARY RESPONSIBILITY:
Assist the Assistant Secretary of Housing in the formulation of the National Housing and Urban Development Policy by defining priorities and programme alternatives in accordance with the target population sectors, and planning actions leading to territorial organization and urban and technological development, according to regional characteristics and needs.
ACTIONS:
To direct the implementation of socio-economic, financial and technological studies for the purpose of the development of relevant housing plans.
To direct the assessment and determination of priorities in relation to the housing deficit, the availability of resources and national and local development policies.
Establish the rules and procedures for the proper implementation of the housing plans formulated.
Coordinate and reconcile, with the responsible agencies, the policies that affect the territorial organization and promote the implementation of the actions aimed at the management of human settlements, concurrent to the social development of its inhabitants.
To promote actions leading to the development of new technologies and industrialization of construction, in order to increase the quality and productivity levels of the sector.
Lead actions to provide cooperation and technical assistance to public and private agencies, promote the training and development of professionals and technicians in the sector and disseminate research work.
NATIONAL CENTRE OF COMMUNICATIONS
PRIMARY RESPONSIBILITY:
Design strategies and propose policies aimed at promoting greater public participation in the management of social programmes and projects, articulate community actions in a framework of complementing the public and private spheres and fostering permanent institutional spaces to strengthen the link between the State and non-governmental organizations and other sectors of the community.
ACTIONS:
Establish a collaborative and supportive network composed of community intermediaries, with greater capacity to participate in the development and implementation of national, provincial and/or municipal social policies.
Technically assist jurisdictions and agencies and facilitate the relationship between existing community organizations and multilateral aid agencies, creating channels of communication and exchange.
Conduct accreditation and categorization of civil society entities.
Annex IV. b
NATIONAL COMMISSION ON ASSISTANCE PENSIONS
OBJECTIVES:
Formulate policies to ensure the granting of non-contributory pensions and emerging special laws throughout the country, as well as medical care coverage for the beneficiary population within its jurisdiction, within the framework of policies emanating from the Social Development Secretariat.
NATIONAL DIRECTION OF MEDICAL PRESTATIONS
PRIMARY RESPONSIBILITY:
Ensuring medical care for the beneficiary population under the jurisdiction, throughout the country, by contracting, controlling and liquidating the medical benefits to the beneficiaries.
ACTIONS:
Hiring borrowers and/or borrowers networks to provide medical care coverage to the beneficiary population throughout the country.
To carry out medical audits of benefits to the beneficiary population in order to ensure their effectiveness and efficiency.
Create and keep up-to-date a register of medical benefits to the beneficiary population.
To effect the liquidations for the medical benefits provided to the beneficiary population.
Generate and monitor health promotion campaigns for the beneficiary population of the system at the national, regional, provincial and local levels.
NATIONAL DIRECTION OF NON-CONTRIBTIVE PENSIONS
PRIMARY RESPONSIBILITY:
Planning the courses of action for the implementation of the relevant legal and regulatory standards, in order to provide the granting of non-contributory pensions and emerging special laws, interpreting and enforcing the policies of the Social Development Secretariat and coordinating actions of common interest with other entities or related agencies.
ACTIONS:
Schedule the most desirable courses of action for the achievement of the objectives and goals of the Commission, analysing future situations considered feasible.
To advise stakeholders, their legal representatives and public and/or private agencies on the requirements for granting non-contributory pensions.
Execute the analysis and evaluation of non-contributory national pensions, filed with the respective areas of the provincial governments.
Monitor extensions or rehabilitations of old-age or invalidity benefits to persons without recourse or amparo.
Control the correct liquidation of non-contributory pension benefits and those derived from special laws and administer the recipients (titles and adherents) of the Federal Health System.
Annex to Article 6
NATIONAL COMMISSION ON SOCIAL ACTION
OBJECTIVES:
Facilitate in different jurisdictions the focalization and implementation of national resources for social policy so that they reach the largest number of beneficiaries, making the principle of social equity.
Strengthen the channels of access of the population to social programmes, through actions of direct assistance and social integration, in those regions determined by the SECRETARIAT for SOCIAL DEVELOPMENT of the NATIONAL PRESIDENCE that are considered priority, in accordance with the goals set by the Secretary of Social Development.
Enable access to national programmes with direct and expeditious actions by disseminating the benefits and services they provide.
