VISTO Law 24,629 and Decrees No. 1606 of 15 August 1991 and No. 558 of 24 May 1996, as proposed by the Ministry of Culture of the Presidency of the Nation, and

CONSIDERING:

That the law mentioned in the View defines the administrative reorganization of the State, in order to improve the functioning and quality of the services provided by the different jurisdictions of the National Civil Service.

That the current structure of the National Arts Fund was approved by Decree No. 1606 of 15 August 1991. That it is necessary to make changes in the organizational structure of the NATIONAL FUND OF ARTES, contemplating the diversity and complexity of its management, respecting the substantive character of each modality and specialty in order to ensure integrated and coordinated action in all matters concerning economic-financial support for the promotion, dissemination and encouragement of artistic and literary activities.

That it has taken action the UNITY of REFORM AND MODERNIZATION OF THE STATE, as determined by Decree No. 558 of 24 May 1996.

That the NATIONAL EXECUTIVE POWER is entitled to the dictation of this measure under article 99, paragraph 1 of the National Constitution.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1 . Approved the organizational structure of the NATIONAL FUND OF ARTES, Decentralized Agency dependent on the SECRETARIAT OF CULTURE of the NATIONAL PRESIDENCE, in accordance with the Organizational Chart, Objectives, Primary Responsibility and Actions, Permanent Plant and Extra-School Officers, which as Annexes I, II, and III are part of this Decree. Art. 2o . Revise Decree No. 1606 dated 15 August 1991. Art. 3o . Transfer to agent Horacio Juan Caracotche L.E. 6.996. 998 Level B Grade 6 to the Secretary Unit of the SECRETARIAT OF NATIONAL PRESIDENCE. Art. 4o . Transfer to Agent Daniel Eduardo Méndez Estevez D.N.I. 14.818.324 Level C Grade 4 to MINISTERY OF CULTURE AND NATION EDUCATION. Art. 5o El The expenditure required by this Decree will be met with the specific budgetary provisions of the budget of the NATIONAL FUND OF ARTES - Entity 802. Art. 6th . Annex II

NATIONAL FUND OF ARTES

OBJECTIVES

1. . Making economic-financial support and services for the promotion, dissemination and encouragement of artistic and literary activities, proving to the consolidation, integration and projection of national culture, stimulating the artistic-literary creation of Argentines.

2. . Manage, control and distribute in an equitable way, in accordance with legal provisions, the fund of promotion to the arts and crafts, convoking, with own financing, to contests, contests, exhibitions and samples of the artistic-literary and artisanal spectrum, as a contribution to the strengthening of the national identity, rewarding and making known the Argentine cultural exponents, both inside and outside the country.

3. . Implementing a credit policy that contributes to the creation or refraction of cultural spaces, such as the acquisition or construction of material elements that require such activities, either to official institutions or to civil associations of any kind that provide services to the community contemplating cultural as an area of action.

GERENCE OF FINANCIAL AND ADMINISTRATION

Primary responsibility

Understand the financial and administrative economic and property accounting management of the Agency, as well as the coordination of general and personnel services.

Actions

1. . Projecting, organizing and executing financial management acts; heritage and accountant in the area of their competence, in accordance with legal and regulatory standards, specifically controlling loans and monitoring recovery of funds and other forms of assistance.

2. . Understanding the collection, custody and correct application of the Agency ' s funds and values from its own resources or any other permanent or eventual income, intervening daily its movement and accounting for all financial and property operations in accordance with the Financial Administration Act.

3. . Conduct the management, perception, administration and control of the resources that are collected in the form of funds for the promotion of the arts and verify compliance with the legal obligations of those responsible for the public pagan domain and of the professional companies with legal status that act by delegation to carry out such collection.

4. . Implementing contracting of works, supplies and services and the provision of general services by monitoring security, maintenance and maintenance of Agency headquarters and its assets.

5. . Manage policies and the application of rules governing staff, their administrative career, training and development.

6. . Elaborate the Agency ' s annual budget, its modifications and adjustments by supplying the corresponding accounting and executing states to the internal and external counter-lords ' agencies on the basis of the impacts, commitments, charges, liquidations and payments that are carried out.

7. . Representing the Fund to external counter-lord agencies.

CULTURAL PROGRAMME AND SERVICES

Primary responsibility

Understand the design, coordination, evaluation and implementation of specific plans, programmes, projects and activities promoted by the Agency in its technical aspect.

Actions

1. . Stimulate and disseminate cultural art creation through the operation of loans, subsidies, contests, awards and other special regimes for the promotion of letters and the arts, controlling the corresponding accounts.

2. . Assisting and promoting institutions and other official and private bodies whose specific purpose is to guide training and improvement in the artistic and literary field.

3. . Organize and maintain the heritage of the Agency’s bibliographical, audiovisual, handicrafts and works of art for the purposes of dissemination and donation.

4. . Preparation of collections of books, publications, recordings, films and any other available production, which contributes to increasing the Agency's cultural heritage.

5. . Coordinate the action of delegates designated on behalf of the Agency to promote outreach activities within and outside the country.

UNITY OF INTERNAL AUDITORY

Primary responsibility

Control and evaluate compliance with the Agency ' s specific and substantive activities by applying the requirements set out in Act No. 24,156, guidelines and guidelines that set the highest authority of the National Arts Fund.

Actions

1. . Develop the general plan and annual plans of the Internal Audit.

2. . Assess compliance with the policies, plans and procedures established by the superior authority of the National Arts Fund.

3. . Evaluate the application of operational, accounting, budgetary, property and financial controls.

4. . Emitting opinion on rules and procedures and the Agency ' s internal control system.

5. . Produce audit reports.

6. . Follow-up on recommendations and observations made in their reports.

7. . Report to the General Syndicature of the Nation on the topics required.

DEPARTMENT OF LEGAL MATTERS

Primary responsibility

To advise and dictate the legal aspects of the Board resolutions and the Presidency of the National Arts Fund.

Actions

1. . To advise and dictate on the actions related to the legal, functional and administrative aspects of the organism according to the request of each area by issuing the respective opinions.

2. . Develop, propose, develop and manage general plans related to the regulatory framework for the collection of the agency.

3. . Run control of the management of the sponsors of the National Arts Fund within the country.

4. . To represent the Agency in the trials in which it is a party.
