THE ENVIRONMENT AND SOCIAL EQUIDMENT signed on 25 July 1994 by the NATIONAL EXECUTIVE POWER, the General CONFEDERATION OF WORK, the ARGENTINA INDUSTRIAL UNION, the TRADE ARGENTINA ARGENTINA ARGENTIFIC CHANGE

CONSIDERING

That the changes produced in the world of work as a result of the transformations experienced by the world economy in recent years have made traditional models of training and labour training obsolete.

That, in the shortest possible time, the imbalances produced between supply and qualification needs of the productive sectors should be corrected.

That in that regard the signatories to the Framework Agreement have pointed out that the training of workers is an inescapable requirement in any growth strategy with social equity.

That while it is true that our country has begun to move forward in this regard, much remains to be done with a view to training the unemployed, the first-class applicants, and even those who are busy need to train continuously.

The same paper highlights that the defence of employment, the creation of new jobs, and the attention of vocational training needs, must achieve the national objective hierarchy capable of convening the effort and enthusiasm of all Argentines.

That the National Employment Act No. 24,013 incorporates vocational training as a basic component of national labour policy

That the Federal Education Act No. 24.195 establishes that the articulation between education and the world of work, and that technical-professional training and training at the various levels of the education system, constitute the axis of national educational policy.

That the Framework Agreement prescribed established the need to institutionalize the tripartite dialogue on the main aspects of social-labor policy, agreeing on the constitution of the NATIONAL CAPACITATION COUNCIL and LABORAL FORMATION.

That this Decree is issued in the use of the emerging powers of article 99, paragraph 1, of the NATIONAL CONSTITUTION.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Art. 1o-Believe, on an "ad honorem" basis, the NATIONAL CAPACITATION COUNCIL LABORAL, as a multisectoral area for the treatment of the main aspects of employment and economic growth policies, related to education and training for work.

Art. 2o-NATIONAL COUNCIL OF CAPACITATION AND FORMATION LABORAL will be chaired by Mr. PRESIDENT OF THE NATION, and will be composed of:

(a) The MINISTERS OF CULTURE AND EDUCATION, ECONOMY AND ARTWORKS AND SERVICES PUBLIC AND WORKING AND SECURITY SOCIAL, on behalf of the NATIONAL EXECUTIVE PODER.

(b) Three (3) workers ' representatives, appointed by the General CONFEDERATION OF WORK.

(c) Three (3) employers ' representatives, designated by OCHO (8) signatory entities of the Framework Agreement, for Employment, Productivity and Social Equity.

Art. 3o-The Council will have as its objectives:

(a) Promote in society a culture of work and training, integrating the different actors involved in the problem.

(b) To build a general consensus on the central aspects of issues related to national labour training policies.

(c) To contribute to consolidating and optimizing the actions being undertaken to raise the level of human resource qualifications.

(d) Intervene in the preparation and organization of the "NATIONAL ACCOUNT FOR LABORAL CAPACITATION AND FORMATION".

(e) Analyze the development and results of the five-year plan of the Government of the Nation on training for work.

(f) Promote the creation of similar areas at the provincial or regional level of a tripartite nature in order to install the discussion on the subject throughout the country and in all sectors concerned.

Art. 4o-The Council shall constitute within it a commission to support its management composed of representatives of each of the parties that make up it.

Art. 5o-The Council may constitute tripartite technical commissions, as well as seek expert advice.

Art. 6o-The principles to which the functioning of the Council should be adjusted are: informality, open agenda, mutual commitment and good will of the parties.
