NATIONAL PUBLIC ADMINISTRATION Decree 645/95 Information to be provided by the jurisdictions and entities covered by article 8 (a) of Act No. 24.156.

VISTO the provisions of Law No. 23,696 on Administrative Reform and Law No. 24,156 on Financial Administration and National Public Sector Control Systems, Decree No. 290/95, and


That the legal standards cited in the first term implemented the Administrative and Financial Reform, currently in operation in the field of NATIONAL ADMINISTRATION.

That, within the objectives set out in article 4 (b) of Act No. 24,156, is to systematize the programming, management and evaluation of the resources of the National Public Sector, including human resources in their budgetary and wage aspects.

Moreover, in order to make the budgetary management of the above-mentioned resources more transparent, both in its formulation (Article 25 (b) of Law No. 24.156), and in its implementation (Article 30, second paragraph of Law No. 24.156), it is essential to generate information with a greater degree of disaggregation and certainty, through data more appropriate than those currently available.

That the provisions of Decree No. 290/95 require an efficient information response, related to the allocation of available resources for staff spending, both in physical units and in the wage concepts that make up it.

That the fulfilment of the above-mentioned purposes implies the provision by the NATIONAL EXECUTIVE POWER of measures to assist in the capture and processing of the necessary basic data for the purposes set forth.

That the information to be collected will permit the provision by the National Government of reliable and reliable information for decision-making in budgetary and wage policy.

That, in order to achieve the stated objective, the data available in the liquidating systems of assets of the jurisdictions and entities of the National Administration are considered sufficient.

That, according to its objectives and actions, as well as its active participation in the administration of the resources of the National State and in the projection and control of the public expenditure, it is considered appropriate to delegate the task of collecting and processing the basic budgetary and wage data in the SECRETARIA DE HACIENDA of the MINISTERIO DE ECONOMIA and ARTWS and PUBLICOS SERVICES, which will have to carry out the tasks.

That the present measure is in exercise of the powers conferred by article 99, paragraph 1 of the National Constitution.




Article 1 Las The NATIONAL ADMINISTRATION Jurisdictions and Entities within the scope of Article 8 (a) of the Financial Administration Act No. 24,156 and the National Public Sector Control Systems shall provide to the SECRETARIAT of HACIENDA of the MINISTERY of ECONOMY and ARTH AND PUBLICAL SERVICES, the data of their pay-off systems shall be submitted in the form

Art. 2o Las The jurisdictions and entities of the NATIONAL ADMINISTRATION shall, together with each order of payment, be delivered with respect to the use of the provisions of Subparagraph 1 - Staff costs of the General BUDGET OF ASSESSMENTS AND RESOURCES Current NATIONAL, information on the concepts contained in the corresponding monthly liquidation and detailed in Annex II as part of this Decree. The Jurisdictions and Entities that, by the nature of their source of financing, do not submit payment orders under the above-mentioned conditions, must submit the above-mentioned information before the last working day of each month before the SECRETARIAT OF HACIENDA of the MINISTERY OF ECONOMY AND ARTWS AND PUBLIC SERVICES.

Art. 3o La The non-delivery of information related to the disposal systems of assets by the jurisdictions and entities of the NATIONAL ADMINISTRATION will motivate that:

(a) The General CONTADURY OF THE NATION of the SECRETARIAT OF HACIENDA, returns the payment orders regarding the use of the provisions of Subparagraph 1 - Staff costs of the General BUDGET OF NATIONAL ADMINISTRATION AND RESOURCES.

(b) SECRETARY-GENERAL HACIENDA does not deal with budgetary changes.

Art. 4o La HACIENDA SECRETARIAT OF THE MINISTERY OF ECONOMY AND ARTWORKS AND SERVICES PUBLICS shall dictate the technical rules and time limits to which, the jurisdictions and entities of the NATIONAL ADMINISTRATION, shall adjust the information deliveries of the minimum budget wage platform referred to in Articles 1 and 2 of this Decree and shall be the authority of application in respect of the provisions of the same.

Art. 5o . The holders of the Financial Administrative Services or the officials who do so shall be directly responsible, within the scope of their competence, for strict compliance with the provisions contained in this Decree, subject to the expectation of considering them to be incorrect.
