POSTAL SERVICES Decree 847/95

VISTO Draft Law No. 24.487, sanctioned by the HONORABLE CONGRESS OF NATION dated 31 May 1995 and

CONSIDERING:

That the HONORABLE CONGRESS OF NATION has provided for article 4th, paragraph 3 of the above-mentioned Draft Law that the MINISTERY OF WORK AND SECURITY SOCIAL shall be the implementing authority and shall agree with the posting companies the modes and conditions of service provided for in Law No. 23,789.

That the above-mentioned project regulates the Telegram and Letter Service Document sent by the worker to the employer in accordance with the provisions of Law No. 23.789 and that these services are carried out by the NATIONAL COMPANY OF CORREO AND TELLO SOCIEDAD ANONIMA (ENCOTESA) for their status as the Official Mail of the ARGENTINA REPUBLIC, since they have a similar probative value to perform the other services

That by the peculiar nature and characters of these services can only be provided by the NATIONAL COMPANY OF CORRECT AND TELEGRAPHS SOCIEDAD ANONIMA (ENCOTESA).

That the NATIONAL EMPRESS OF CORREO AND TELEGRAPHS SOCIEDAD ANONIMA (ENCOTESA) is responsible for the services previously provided by the NATIONAL EMPRESA OF CORREOS AND TELEGRAPHS (ENCOTEL) and that in its status as the Official Mail of the REPUBLICA ARGENTINA it is recognized a fundamental difference for the services of Carta Document and Telegram Colada.

That in the merits of the above reasons it is appropriate to observe the third paragraph of article 4 of the Draft Law, which is sanctioned under article 24,487.

That this measure is determined in the use of the powers conferred by article 80 of the National Constitution.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION IN GENERAL AGREEMENT OF MINISTERS

RIGHT:

Article 1 ". Note the third paragraph of Article 4 of the Draft Law sanctioned under Law No. 24,487 in the part that reads: "and agrees to quotes in Law No. 23,789."

Art. 2o . With the exception set out in the preceding article, the Bill registered under No. 24,487 shall be extended and read by the National Law.

Art. 3o . Note the HONORABLE CONGRESS OF NATION for the purposes provided for in article 99 (3) of the National Constitution.
