VISTO Issue No. 020-001361/95 of the registration of the MINISTERY OF ECONOMY AND ARTWS AND PUBLIC SERVICES and the Draft Law No. 24.511 sanctioned by the HONORABLE CONGRESS OF NATION on 14 June 1995 and

CONSIDERING:

That by the aforementioned Project of Law is transferred to the Municipality of General Pico, of the Province of La Pampa, the domain of the NATIONAL STATE, in jurisdiction of the ex-JUNTA NACIONAL of GRANOS, SECRETARIAN of AGRICULTURA, GANADERIA and PESCA of the MINISTERIO DE ECONOMY Circumscription 1; Manzana 74, Plot 7, for the purpose of the good being intended for the promotion of agricultural promotion activities for the rural sector of that province.

That the Interventor-Liquidator of the NATIONAL EXJUNTA DE GRANOS through Resolution No. 2113 of 11 December 1992 arranged to transfer the property cited in the Considering prior to the SECRETARIAT OF AGRICULTURA, GANADERIA And PESCA dependent on MINISTERY OF ECONOMY AND ARTWORKS AND PUBLIC SERVICES.

At present the property is part of the Network of Delegations that owns the SECRETARIAT OF AGRICULTURA, GANADERIA And PESCA within the country developing activities related to obtaining information for the formulation and evaluation of agricultural policies that subsequently implement the different areas of the same.

That the SECRETARIAT OF AGRICULTURA, GANADERIA And PESCA in whose jurisdiction the property reviews, put into operation on the basis of its own resources, a Grain Laboratory in order to analyze samples free of charge to determine their quality and commercial aptitude, thus providing support to the producers of the region, thus allowing them to improve their productive and negotiating capacity in the sale of their respective crops.

That therefore the measure promoted by the Bill is inopportune and inconvenient because the property subject to the transfer is currently in full use and operation within the framework of the activities carried out by the SECRETARIAT OF AGRICULTURA, GANADERÍA y PESCA of the MINISTERIO DE ECONOMIA and ARTWS AND SERVICE PUBLICATIONS, which is why the bill is to be sanctioned.

That the present measure is determined in the use of the powers conferred by article 83 of the NATIONAL CONSTITUTION.
