VISTO Issue No. 020-001489/95, of the record of the MINISTERY OF ECONOMY AND ARTWS AND PUBLIC SERVICES and the Draft Law No. 24.516, sanctioned by the HONORABLE CONGRESS of the NATION dated 5 July 1995, and

CONSIDERING:

That given the importance of the entrepreneurship "Conexion Physics Victoria (Province of ENTRE RIOS) - Rosario (Province of SANTA FE)", the HONORABLE CONGRESS OF NATION, through article 1 of the Draft Law quoted in the Hittite, has accompanied the decision of the NATIONAL EXECUTIVE PODER to declare the aforementioned entrepreneurship of national interest.

That, in addition to the NATIONAL EXECUTIVE Power, the HONORABLE CONGRESS OF NATION, in article 2 of the above-mentioned Bill of Law, has opted for the system provided for in Laws No. 17.520 and 22,696 for the execution of such work.

However, in the subsequent articles of the Draft Law, in analysis, a number of conditions, requirements and distribution of competencies have been contemplated that can jeopardize the process of discussion, elaboration, selection, management and supervision of implementation of the aforementioned project.

That also the PUBLIC SUBSECRETARIA OF MINISTERY OF ECONOMY AND ARTWS AND PUBLIC SERVICES, together with the governors of the PROVINCIES OF SANTA FE and OF ENTRE RIOS, held a Convention dated 11 May 1995, in which the basic guidelines and the roles and responsibilities of each party for the successful completion of the search were set.

That according to the agreement mentioned in the previous consideration, the SECRETARIAT OF PUBLIC MINISTERY OF ECONOMY AND ARTWS AND PUBLIC SERVICES will be the one that brings together the quality of consignment of the entrepreneurship.

It is considered convenient to continate with the path drawn in order to realize the entrepreneurship "Conexion Physics Victoria (Province of ENTRE RIOS) - Rosario (Province of SANTA FE)" in the shortest possible time.

That the present measure is issued in exercise of the powers conferred in article 83 of the NATIONAL CONSTITUTION.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1 - Note articles 3°, 4°, 5°, 6°, 7° and 8° of the Draft Law sanctioned by the HONORABLE CONGRESS OF NATION under No. 24.516.

Art. 2° - Return the Draft Law mentioned in the previous article to the HONORABLE CONGRESS OF NATION.
