VISTO Draft Law No. 24.521 sanctioned by the HONORABLE CONGRESS OF NATION on 20 July 1995 and

CONSIDERING:

Article 29 (e) of the above-mentioned Bill establishes, as one of the powers of the University Institutions, that of "formular and develop curricula, scientific research and extension and services to the community, including the teaching of professional ethics as an autonomous matter".

That professional ethics is a fundamental aspect that must be present in any study program and in each of its subjects, so it is not appropriate to be imposed as an autonomous matter.

That article 61 of the Draft Law, in assigning to the HONORABLE CONGRESS OF NATION the authority to grant the fellowships provided for therein, advances on powers that by their characteristics correspond to the relevant bodies of the MINISTERY of CULTURE and EDUCATION and the Universities.

That such aspects can be observed without this alters the spirit or unity of the Draft Law sanctioned by the HONORABLE CONGRESS OF NATION.

That this measure is determined in the use of the powers conferred by article 80 of the National Constitution.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION IN GENERAL AGREEMENT OF MINISTERS

RIGHT:

Article 1 ". Note in article 29 (e) of the Bill registered under Law No. 24.521, the phrase "as autonomous matter".

Art. 2o ". Note in article 61 of the draft Law registered under No. 24.521, the phrase that reads: "open by the Congress of the Nation and enforceable on the basis of article 75, paragraph 19 of the National Constitution, by the Treasury of the Nation."

Art. 2o . With the exception set out in the preceding articles, please fill in, enact and teagase the National Law Bill registered under No. 24.521.

Art. 3o . Note the HONORABLE CONGRESS OF NATION for the purposes provided for in article 99, paragraph 3, of the National Constitution.
